Commander Blackton

Commander Blackton is a Master Exercise Practitioner (MEP) and is a nationally recognized consultant for design, development, production, evaluation, and facilitation of emergency preparedness and response exercises in over 50 various operational and discussion based exercise planning teams for major metropolitan cities including New York, Oklahoma City, Baltimore, Columbus, Cincinnati and Washington D.C. Additionally, he served as the Situation Unit Leader in the Master Control Cell (MCC) during the Capstone 2014 and Group Supervisor in Operation Capstone 2012 National Level Exercise(s) (NLEs). Commander Blackton is one of the original certified Homeland Security Exercise Evaluation Program (HSEEP) instructors during the initial HSEEP pilot deliveries and has presented over 50 HSEEP courses across the country.

John Cook

John recently retired as a Lieutenant with the Polk County Sheriff's Office in Central Florida where he worked since 1984. His previous assignments include Task Force Agent for the Tampa, Florida Office of the Drug Enforcement Administration (DEA), Member of the FBI Violent Crimes Task Force, and Commander of the Narcotics Investigations Section of his own agency. He was the Tactical Commander for his agency's Emergency Operations Group and has been involved with S.W.A.T. since 1987. John is a certified instructor in firearms, explosives, rappelling, chemical weapons, narcotics investigation and enforcement, and other areas relating to tactics and officer survival. He is a certified firearms instructor through the State of Florida as well as the FBI. In addition he is a Florida Class "K" instructor which is a designation required for certifying armed security personnel. Shortly after September 11, 2001 John was called upon to instruct in the area of firearms training for the Federal Air Marshall program and he is presently an instructor for the United States Department of State Anti-terrorism Assistance Program (DOS/ATAP.) John has conducted training all over the U.S. as well as numerous locations in Africa, Asia, and the Middle East. John has proudly served as a tactical and breaching instructor for Tactical Energetic Entry Systems (T.E.E.S.) since 2002 teaching explosive breaching relating to SWAT operations as well as VIP Protection and Hostage Rescue courses.

Judson Maxwell

Judson Maxwell is a Sergeant with the Shelby County Sheriff's Office in Memphis, TN where he has worked since 1998. He has been a member of the Sheriff's Office full time SWAT Team since 2005, and currently serves as the Assistant Commander, as well as the Lead Explosive Breacher. As the Lead Breacher, he has participated in multiple operational explosive breaches. Judson is a certified Bomb Technician and a certified Tactical Technician in the bomb field. He is the Commander of the SCSO Bomb Squad that has multi state jurisdiction. He is a certified instructor in Firearms, Simunitions, Diversionary Devices, Riot Control, Ballistic Shield and Tactical Breaching.

Michael Diehl

Mike is currently a Lieutenant with the Rochester Police Department (NY) where he has served in a variety of patrol and special operations functions since 2000. He has been a member of the SWAT team since 2003 where he has participated in hundreds of successful high risk operations to include explosive breaching missions. He currently holds dual roles on SWAT as an entry and breaching team leader. Prior to becoming a police officer, Mike earned a Bachelor of Science in Criminal Justice from the Rochester Institute of Technology then served as an officer in the United States Marine Corps where he deployed operationally to multiple countries in the Middle East, Western Pacific, Asia and Africa.

Paul Butler

Paul is currently a member of the Polk County Sheriff's Office (FL), where he has been a deputy since January of 2000. He's been a detective for the past seven years, and worked in the Special Victim's Unit before taking his current assignment as a member of the US Marshals Florida Regional Fugitive Task Force. As a member of the task force, he coordinates and is the lead instructor conducting tactical training for local, state, and federal agencies. Paul has been a member of the Sheriff's Office SWAT Team for the past ten years, and currently serves as one of the team's squad leaders, as well as the lead breacher. As the lead breacher, he has participated in multiple operational explosive breaches, and coordinates the breachers' monthly specialty training. Paul is certified as a firearms instructor including pistol, shotgun, rifle, and master rifle. He also instructs for his team in the areas of basic and advanced entries/tactics, vehicle/vessel assaults, chemical agent, less lethal, FSDD, ballistic/mechanical breaching, and is a rappelmaster. He holds instructor certifications with the State of Florida, National Tactical Officer's Association, Florida SWAT Association, and is a Master Firearms instructor through the International Association of Law Enforcement Firearms Instructors.

Phillip Penny

Phillip is a highly decorated veteran police officer with over 20 years of experience in one of the most violent crime cities in America. He spent over a decade assigned to a Special Operations Tactical Unit, serving as the Team Leader and Primary Instructor. He has extensive experience in Breaching, High-Risk Entry, Hostage Rescue, Barricaded Persons, Dignitary Protection, Homeland Security, and Risk Management. In 2012 Phillip was awarded the Special Operations Officer of the Year award. In 2013, he was awarded the Medal of Valor. In June of 2022, Phillip was transferred to the Multi-Agency Gang Unit where he established a new Gun Crimes Unit targeting suspects involved in non-fatal shooting incidents. Phillip continues to work in the area of special weapons and tactics as an adjunct instructor for Tactical Energetic Entry Systems (T.E.E.S.). He has served in that role since 2014 and has provided basic and advanced instruction in the areas of mechanical, ballistic, and thermal breaching to the nation's top Law Enforcement and Military Units as well as elite International Law Enforcement and Military Units Phillip has worked abroad as well leading, guiding, and training police teams in Amman, Jordan.

Scott Johnson

Lieutenant Scott Johnson started with the DeSoto County (MS) Sheriff's Department in 1996 and is assigned to the patrol division where he currently oversees a shift. He is also one of the Department's firearms instructors. In 1997 Scott was selected and joined the SWAT Team and assigned to the entry team. Since being on the SWAT Team, Scott has also served as a sniper and explosive breacher. In 2004 he was promoted to Assistant Team Leader and in 2006 to Team Leader. As Team Leader, Scott was assigned the duties of CQB Instructor and was responsible for all training and operational planning of the team. In 2010, Scott was assigned to oversee the breaching element of the team and is currently the lead explosive breacher. Scott has planned and been involved in numerous operations and operational explosive breaches, not only in support of his team but other SWAT teams in his area.

Stewart Blackton

Commander Stewart Blackton M.E.P. served 30 years with the Orange County Sheriff's Office, Orlando, FL. His experience included working Hazardous Materials, Special Operations SWAT and Bomb Squad responses for 28 years. In that position, he led the Regional Domestic Security Task Force (RDSTF) developing counter-terrorist explosive protective measures to the Central Florida Region including resorts and theme parks protecting over 57 million persons annually. Additionally, Commander Blackton is a certified underwater diver and a leader of the Orange County Sheriff's Office Underwater Search and Recovery Team and served on the Regional Urban Search and Rescue Team (USART). Commander Blackton is a certified Bomb Technician and a certified Explosive Operations Field Instructor for the Department of State, Office of Anti-Terrorism Assistance (ATA) presenting Explosive Incident, Advanced Explosive Incident, and Underwater Explosive Incident Countermeasure Courses to selected nations of Kazakhstan, Kenya, Jordan, Iraq, India and the Philippines. He has extensive certified SWAT instructional experience with Tactical Energetic Entry Systems in live fire explosive breaching, tactics and procedures presented throughout the U.S., and in Canada and Brazil. He is also a Hazardous Materials Technician instructor for the Center of Domestic Preparedness, Anniston, Alabama, He has presented numerous Post Blast Investigation Course deliveries with the Bureau of Alcohol Tobacco and Firearms and Explosives. Additionally, Commander Blackton is a firearms instructor certified in handgun, shotgun and sniper rifle.
