Chris Sommers - President

Chris is the current President of EOA, with over two decades of consulting and project management experience. He is a leader in stormwater and watershed management, water quality monitoring and assessment, and pollutant control programs, including Total Maximum Daily Loads (TMDLs). Since Chris joined EOA in 2002, he has worked on a variety of high profile stormwater management, water quality protection, and ecological monitoring programs throughout California. Chris has an M.S. in Natural Resources Management, and he has served as a Managing Scientist as well as the Vice President of Project Management at EOA. He focuses on supporting Phase I and II Municipal Stormwater dischargers on identifying pollutant sources, implementing novel management strategies, and developing scientifically sound ambient and targeted monitoring and assessment programs.

Craig Johnson

Craig is the Administrative Manager at EOA and has 30 years in environmental business administration. Craig's wide range of experience covers company startup, investor relations, market strategy, planning and implementation, and running day-to-day business operations.

Dr. Eisenberg - Founder, SVP

Dr. Eisenberg is a Founding Director and Senior VP of EOA. He has acted as President as well as project manager, principal engineer and technical advisor on a wide variety of environmental projects over the course of his career. Don is a Registered Civil Engineer and CA Registered Environmental Health Specialist, and has led numerous projects associated with waste discharge permitting and regulatory program development, waste classification and disposal/reuse projects, and has directed a number of complex water quality and risk assessment studies. Prior to founding EOA he served as a staff engineer at the California Regional Water Quality Control Board, San Francisco Bay Region where he assisted in the development of toxics-related regulatory programs and guidance documents at both the Regional and State level and supervised the regulation of more than 40 groundwater contamination sites.

Jill Bicknell

Jill is a water resources engineer and project manager with over 25 years of experience in the fields of stormwater quality and flow control, pollution prevention, municipal stormwater program management, watershed management, and permit compliance. She specializes in providing guidance and assistance to municipal agencies regarding compliance strategies for addressing water quality and quantity issues associated with land development projects. Jill is a recognized leader in the areas of low impact development techniques, green infrastructure planning, stormwater treatment, and hydromodification management, and has conducted numerous workshops and trainings on these topics throughout the state. Jill is active in both the California Stormwater Quality Association (CASQA) and the Bay Area Stormwater Management Agencies Association (BASMAA). Jill is a member of EOA's Operations Committee and manager of the firm's Sunnyvale office.

John Fusco

Mr. Fusco is a Senior Technical Specialist at EOA with more than 15 years of experience in stormwater management and discharge permit compliance consulting. His areas of expertise include municipal stormwater pollutant control programs planning, best management practice selection and maintenance, and implementation of trash control strategies and pollution prevention measures. John has designed and conducted several field studies for the evaluation of trash control measures. He also provides technical and regulatory assistance to Bay Area municipal stormwater programs.

Koby Nguyen

Koby aids in stormwater management programs related to NPDES permit compliance. He assists with trash load assessments, creek bioassessments, and other field monitoring programs. Prior to EOA, he assisted the City of San Diego's Stormwater Division with monitoring and policy development. Koby has a bachelor's degree from UC San Diego in Environmental Systems with an emphasis on Ecology, Behavior, and Evolution.

Kristin Kerr

Kristin Kerr is the current Vice President of Project Administration at EOA. Kristin joined EOA in 1993 and has served at almost every level of the organization. She specializes in wastewater and recycled water, stormwater management, and green stormwater infrastructure. Kristin has decades of experience working on a variety of projects related to stormwater and wastewater NPDES permit compliance, wastewater treatment plant engineering, design and operation, biosolids management, chronic toxicity investigations, pretreatment programs and environmental data management. Kristin manages Industrial and Construction General Permit compliance activities. She also provides technical support to Bay Area stormwater agencies regarding requirements for commercial, industrial, and illicit discharge inspection programs, municipal maintenance, water utility potable water discharge, construction site control programs, and new and redevelopment projects.

Paul Randall

As a Senior Technical Specialist at EOA, Mr. Randall has over 15 years of experience working on NPDES permitting, water quality monitoring, and watershed assessments for stormwater programs in the San Francisco Bay Area. He has extensive experience in developing monitoring plans and using established protocols to conduct field studies, including biological assessments, aquatic habitat surveys, riparian assessments, and water quality studies in San Francisco Bay watersheds. Mr. Randall has managed many projects to investigate potential sources of pollutants and to evaluate impacts to health of aquatic biota and beneficial uses.

Ray Goebel

With decades of professional experience in environmental engineering, Ray focuses on projects related to wastewater and recycled water engineering and compliance. Ray is a Registered Mechanical Engineer in California who provides ongoing support to clients in the areas of NPDES and WDR permit issuance and implementation, treatment plant and collection system operations, special studies, and plant and laboratory data management. He also works with POTW Pretreatment Programs on local limits development, source control studies, industrial user permitting and inspections, and enforcement plans. Ray is a Director of EOA, and he is also the Vice President of Operations, managing day-to-day company activities and the quality of work products.

Thomas Hall

Dr. Hall has over 30 years of experience in environmental engineering, specializing in wastewater and recycled water. In that capacity, he has managed multiple municipal POTW NPDES permit renewals and compliance projects for clients. Tom has also provided technical support including reasonable potential, effluent limit, and monitoring program analyses as part of permit renewals. Dr. Hall has managed several reverse osmosis (RO) recycled water and brackish groundwater RO pilot studies and RO concentrate management projects in the Bay Area. Tom actively follows State of California and EPA regulatory activities, including amendments to the Basin Plans, the California Toxics Rule, State Implementation Plan, Ocean Plan, and actions related to TMDLs. Tom is an expert on special studies, monitoring data, and environmental conditions in the Lower South Bay. Tom has over twenty years of chronic toxicity experience designing, coordinating, and interpreting results of chronic toxicity tests. Dr. Hall is actively involved in the multiple technical and regulatory nutrient management issues facing San Francisco Bay.

Vishakha Atre

Ms. Atre is a Senior Scientist at EOA with more than 12 years of experience in environmental consulting and stormwater management. Vishakha manages extensive public outreach and education programs, and provides technical assistance to local municipalities on NPDES permitting, pesticide management and low-impact development. She has experience in conducting effectiveness assessment studies, developing public education strategies, organizing and conducting trainings for municipal staff, preparing public outreach materials and working with community groups.

William Pearce
