Antonis Mavropoulos

Mr. Mavropoulos is the president of the Hellenic Solid Waste Association and the CEO of EPEM SA environmental consultants, the leading consultant in Greece with offices and partners in Hungary, Germany, Romania, Cyprus and Serbia. He also works as a senior researcher at waste management issues with the National Technical University of Athens, Greece. His international experience has been gained in projects in Egypt, Morocco, Albania, Serbia, Turkey, Hungary, Romania, Bosnia, Bulgaria, Germany, Sweden. Experiences in waste management include funding mechanism, environmental impact assessment, risk assessment, feasibility studies and a broad knowledge in waste planning and developing countries issues. In the last years his work has been focused on waste treatment issues and recycling. In the past 4 years Mr. Mavropoulos got involved in PPP procedures through working in UK, Hungary, Romania and Greece. Mr. Mavropoulos is a regular speaker at seminars on environmental PPPs. He studied chemical engineering in NTUA and Advanced Management in IESE.

Dr. András Timár

Dr. András Timár is a Professor at the University of Pécs Department of Infrastructure since 2003 and Senior Lecturer at the Budapest University of Technology and Economics since 2001. Between 1996 and 2000 he was Senior Motorway Specialist in the Transport Team of EBRD, London. Prior to this he lead the Bureau for Motorways in Concession of the Transport Ministry for 5 years. Starting in 1980 he spent 10 years with the Institute for Transport Sciences (KTI) in Budapest as Deputy Director and then Director. He first joined the Transport Ministry in 1971 working as Head of Service at the Road Department and subsequently as Deputy Head of the International Department. Dr. Timár is Member of the Committee for Transport Sciences of the Hungarian Academy of Sciences, the Association for Transport Sciences and the Hungarian Chamber of Engineers. Chairman (1991-1999), member (1983-1991) of World Road Association -PIARC Committee on Financing & Economic Evaluation, member of the Presidency of the Hungarian National Committee since 2002. Dr. Timár is author of more than 100 papers related to transport economics, road construction and maintenance, traffic engineering and transport infrastructure financing, published by professional reviews and proceedings of international conferences, in Hungary and abroad (more than 30 in English), dealing with problems of transport economics, road construction and maintenance, traffic engineering and transport infrastructure financing.

Dr. Károly Léderer

Dr. Károly Léderer is Managing Director of Transinvest Ltd. since 1982, where besides numerous international large scale projects, he was directly involved in the execution of M1, M5, M6 Motorways, which were major steps in the development of the Hungarian road infrastructure. In the period of 1993-98 he was the chairman of the First Hungarian Concession Motorway Co. He started his career with UVATERV State Design Office of Transport as Design Engineer and subsequently as Head of Design Department for Airports. He is Member of the Association for Transport Sciences, Hungarian Association of FIDIC Engineers and Chairman of its Supervisory Board. Dr. Léderer regularly publishes in the field of design and maintenance of airport pavements, load bearing capacity of concrete airport runways, highway concession in transit economies, public-private partnership (PPP), regional development and road network, construction contract administration and disputes.

Dr. Péter Köves

Dr. Péter Köves is Senior and Founding Partner of Lakatos, Köves & Partners Ügyvédi Iroda since 2009. The predecessor of the firm, Köves & Társai Ügyvédi Iroda (which joined the Clifford Chance network in 1993) was founded in 1991, where he was Managing Partner, Head of Finance Group since 1993. During his professional career he was team leader of the M5 PPP motorway transaction acting for the Ministry of Economy and Transport in Hungary (2004-2005), team co-leader acting for a consortium of banks in connection with the financing of the M6 PPP motorway project (2004, 2005-) and team co-leader advising a syndicate of banks in connection with the re-structuring and re-financing of the M1/M15 motorway (1997-1998). He is a Member of the Hungarian Bar and the Enterprise Policy Advisory Group of the European Commission. He is Second Vice President of the Counsel of Bars and Law Societies of Europe and Counsel for Hungary in the International Bar Association. He was Co-editor of a PPP handbook, produced under the auspices of the Hungarian Ministry of Economy and Transport. Dr. Köves has been awarded the "Eötvös Prize" by the Hungarian Bar Association and received a Ministerial award from the Ministry of Economy and Transport for his involvement in the introduction of PPP techniques.

Erik Aal

Erik Aal is currently contracted by the Hungarian Ministry of Economy and Transport for project management of PPP motorway projects. During the past years he has worked in interim management positions in Hungary and Australia. Before that, he was active as an international consultant in the area of organisational and business development and completed assignments in various European countries, Central America and the South East Asia and Pacific region.

György Gáldi

György Gáldi is currently part of the MKB Bank team. Previously has worked on the Structured & Project Finance Department of K&H Bank, which he joined in 1993. Having held different responsibilities in the same department he was promoted to Senior Executive Director in 2005. Prior to this he was EU Expert of the International Department in the Transport Ministry. Between 1987-92 he was Assistant Professor at the Department of Transport Operations, Budapest University of Technology. Holding an economic and engineering degree, Mr. Galdi has been (co-) author of more than 20 papers related to project / structured financing innovations in infrastructure development. He is a regular lecturer at international conferences dealing with infrastructure finance and transport economics.

Kálmán Seregélyes

After finishing the Budapest University of Economics and Public Administration, Kálmán Seregélyes started to work in the Ministry of Finance in the Directorate for Fiscal Policy and Financial Affairs. During the three and a half years spent here, he was responsible for monitoring and analyzing of fiscal risks mainly related to contingent liabilities. At the same time he also gathered his first experiences with PPP projects here. He was involved in the value for money, and the statistical assessment of PPP projects. In January 2006 he moved within the Ministry, and worked as Deputy Director General in the Department for Sectoral Development and Finance. His responsibilities consisted of analyzing various aspects of PPP's, especially the financing side. He was involved in the restructuring of the motorway financing system, which was aimed at setting up a PPP structure. Currently he works for HungaroControl Hungarian Air Navigation Services Pte. Ltd. Co.

Peter Snelson

Peter Snelson is the Director responsible for the development of all International PPP/PFI public sector advisory services in Infrastructure Development for Atkins Transport. This role involves the provision of advisory services to National and Regional Governments worldwide, on the development of Public Private Partnerships to deliver major infrastructure projects. As well as being responsible for the overall delivery of the business his role in these services is as Project Director / Manager of multi disciplinary teams typically involving international legal and financial advisors as well as local legal, financial and technical advisors. In delivering these services Peter has managed / worked with, teams including such companies as: Ernst & Young, PricewaterhouseCoopers, Deloitte, Panell Kerr Foster, ING, Grant Thornton, KPMG, Atkins PFI, Norton Rose, Denton Wilde Sapte, DLA Piper, CMS, Linklaters and Squire Sanders Dempsey as well as a number of local, in country, financial, legal and technical advisors. His client base includes the International Finance institutions; EBRD, EIB and World Bank and the Governments of Slovenia, Romania, Hungary, Poland, Georgia and Croatia as well as the City of Prague. He is a member of the Chartered Institute of Transport, The Institution of Highways and Transportation, The Transport Planning Society, A Chartered Member of the Institute of Logistics and Transport. He is also a Board member of the Association for European Transport.
