Dr Thomas So - Chairman

Dr Thomas So is a partner of Grandall Zimmern Law Firm. He advises on shareholders- and equity-related disputes, property-related litigation, libel litigation and media-related litigation work, and litigation and arbitration in the PRC. He represents banks and financial institutions, property developers and corporations as well as Mainland China enterprises on securities- and equity-related disputes. Thomas has acted as Arbitrator and Mediator in shareholders and other disputes and is on a number of panel of arbitrators in Asia. He has also acted as Deputy Judge at the District Court (18/11/2002-13/12/2002) and Temporary Deputy Registrar at the High Court (8/12/2003-10/1/2004). He is a China-Appointed Attesting Officer (appointed by the Ministry of Justice of PRC). He was the President of the Law Society of Hong Kong (6/2016 - 6/2018) and is a solicitor-advocate with rights to appear in the higher courts in Hong Kong. Thomas was praised by The Legal 500 Asia Pacific 2010/2011 for providing "sound knowledge" and "practical solutions" to clients. Chambers Asia Pacific 2011 describes Thomas is "instrumental in many cross-border cases". Thomas speaks English, Cantonese and Mandarin.

Mr Ivan Cheung

Mr Ivan Cheung is a Chartered Quantity Surveyor with over thirty years construction and engineering industry experience. He has specialised in contract advisory and dispute resolution services since 1999. He practises as arbitrator, adjudicator, mediator, dispute resolution advisor and expert witness to facilitate resolution of construction and engineering disputes. Mr Cheung has a background in contracting and consulting for a broad range of projects across South East Asia and the UK. He has provided services for various buildings projects, including interior fit out and electrical and mechanical works for government and private developers, as well as infrastructure, power and utilities projects. His specific experience includes acting as expert witness on quantum issues for the purpose of arbitration or court proceedings on numerous construction and engineering disputes which include single joint expert witness in one arbitration and three high court proceedings that his reports have been jointly accepted by the parties or by the judges. He has acted as arbitrator in several construction disputes and has been frequently appointed as mediator on a variety of commercial disputes. He also practises as an adjudicator and is an experienced dispute resolution advisor in public projects. Mr Cheung held various committee memberships including council member of the Hong Kong Mediation Council, a sub-division of the HKIAC and the chairman of its construction group. He is also an experienced trainer in the field of construction contracts, dispute management and mediation.

Mr. Paul YEUNG

Mr. Paul Yeung joined the Securities and Futures Commission (SFC) in 2005 and currently holds the position of Commission Secretary and Chief Governance Officer. He serves as secretary to the SFC's Board, and oversees the SFC's corporate governance and external functions. He has previously worked in the Corporate Finance Division and the Investment Products Division. Mr. Yeung is a lawyer by training and qualified as a solicitor in the Hong Kong SAR as well as England and Wales. Prior to joining the SFC, he practiced as a solicitor in Hong Kong specializing on insolvency, restructuring and corporate commercial matters. He read law at Churchill College, University of Cambridge, and obtained a bachelor's degree in applied mathematics and economies from Brown University. He is currently a board member of the Financial Dispute Resolution Centre, and a fellow of the Hong Kong Chartered Governance Institute, where he serves as a member of the Professional Development Committee.

Mr. Tom CHAN

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank. Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council. Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst. Mr. Chan has studied and graduated in England with double majors in Economics and Laws, being admitted as a solicitor in Hong Kong. With over 30 years of experience at the top management level of various institutions and listed companies, Mr. Chan has wide-spread experience in the project financing, corporate mergers and acquisition, IPOs as well as trading in foreign exchange and precious metals and securities. Mr. Chan devotes himself to the society, being a member of the 10th - 12th Political Consultative Conference of Jilin Province in China, Economic advisor to Jilin Provincial Government, Permanent Honorable President of The Institute of Securities Dealers in Hong Kong and one of the founders of China Bay Area Think Tank Co., Ltd.

Ms Anna K. C. Koo - CEO

Ms Koo is a disputes specialist, with experience in professional practice, legal scholarship, lecturing and corporate training, and regulatory enforcement for more than 18 years. She was called to the Hong Kong Bar in 2005. She was later accredited as General and Family Mediator, and awarded Fellowship of the Chartered Institute of Arbitrators. From 2018 to 2022, she was appointed the Director of the Judicial Institute at the Hong Kong Judiciary. Ms Koo has published widely and spoken regularly on civil procedure, alternative dispute resolution, and legal technology. She also serves as Adjunct Associate Professor in Law at the University of Hong Kong, and Assessor of the Hong Kong Mediation Accreditation Assessment Limited. Ms Koo previously held a number of public roles, including Chair of the Buildings Appeal Tribunal, Chair of the Hong Kong Institute of Certified Public Accountants Disciplinary Panel, Member of the Higher Rights Assessment Board, Member of the Department of Justice Special Committee on Evaluative Mediation, and Member of the University of Hong Kong Discontinuation Committee. Ms Koo holds a Bachelor of Laws from King's College London, and a Master of Laws in Information Technology and Telecommunications Law from the University of Strathclyde. She attended mediation and negotiation programmes at Harvard Law School. At present, she is reading for a Doctor of Philosophy in Law at the University of Oxford.

Ms Carmen CHU

Ms Carmen Chu is responsible for overseeing the enforcement function including the Complaint Processing Centre of the HKMA as well as the supervision of the anti-money laundering and financial crime risk management by authorized institutions and stored value facility licensees. She also sits on the board of directors of the Financial Dispute Resolution Centre. Carmen joined the HKMA in 1994 as a Manager Trainee, and has taken up different responsibilities in the HKMA, including research and monetary operations. She was seconded to the World Bank Office in Beijing from 1998 to 1999. Since then she has mainly been involved in international and regional financial cooperation initiatives as well as renminbi business development in Hong Kong. She was appointed Executive Director (External) in April 2010 and Executive Director (Banking Conduct) in September 2014 before her current position in December 2017.
