Mr. Francis John B. Dipon - President

To meet its workforce needs, the shipping and offshore oil/gas industry will need aggressive recruitment and retention strategies. We need to ensure that a marine career is one of the options young people will consider. And our efforts must also reach those already employed, to encourage the ongoing training that is required for skill retention and career advancement. Mr. Francis John B. Dipon is the President of FIL-CREW MARITIME & OFFSHORE SERVICES, INC. Prior to joining the company, he occupied the Senior Operations Associate post in Maersk for five years and has worked in providing guidance and initial training to junior members of the company. He also worked for a brief period as Customer Service Representative for Concepcion-Carrier Industries. These backgrounds gave him a better understanding on business dynamics, as well as gain evaluative and analytical skills essential for drawing accurate conclusions. A graduate of Bachelor of Science in Business Administration, Major in Management Information System from AMA Computer College in Makati City. Francis has worked for various industries prior to joining this agency. Such varied experience includes administrative tasks, events organization and customer service. He has attended the Quality Management System Auditing to ISO 9001:2008 Seminar conducted by Mr. Juan Miguel Gonzales in November 2009.

Mr. Franco Emmanuel B. Dipon - Treasurer

Mr. Franco Emmanuel B. Dipon is the Treasurer of FIL-CREW MARITIME & OFFSHORE SERVICES, INC. Starting his career in June 2003 with Quality Result, Inc. reviewing and analyzing title deeds and mortgage documents for data classification. He started in BPO with Athena E-Services in September 2003 as Abstractor, then spent 3 years in AIG Business Processing Services updating insurance agent's database and performing insurance agency requests regarding state licenses. Shifting gears from business processing to customer service, he was an early and key player in the success of Telus International Philippines, Inc. At Integra Business Processing Solutions, Inc., he served as Senior Business Processing Specialist from 2008 until present. He graduated Bachelor of Science Degree in Commerce, Major in Business Management from the prestigious De La Salle University in April 2002. He also attended seminars given by De La Salle University about marketing and selling. Mr. Paulo B. Dipon is the Secretary of FIL-CREW MARITIME & OFFSHORE SERVICES, INC. After graduating Bachelor of Arts in Economics in July 2009 from the prestigious De La Salle University in Manila, he joined Starbucks Coffee as Barista in November 2009. He also worked as Trainee for MIHCA Food and Beverage Services in October 2011. With a desire to work in cruise ships for his career development, he took Bartender Training in November 2010 from Executive Technical Consultants; Stewardship Training from government-run Technical Education and Skills Development Authority in January 2011 and Food and Beverages Training in August 2011 from Magsaysay Center for Hospitality and Culinary Arts. She entered the manning industry in December 2006 when she got accepted as Operations Secretary of Lydiamar Manila, Inc. She reported directly to the President/General Manager and assisted in operations, recruitment, crew deployment and administrative functions of the company. She was promoted to Junior Crewing Officer of the same company in 2008 and held on to that position until September 2009. She was then able to gain experience in human resource functions after joining the engineering consultancy firm Engineering and Development Corporation of the Philippines from November 2009 until March 2010 where she was assigned in its HR Department. She joined Anscor Swire Ship Management Corp. in September of the same year. She graduated from Camarines Sur Polytechnic Colleges in Bicol with the degree of Bachelor of Science in Information Technology. She also attended the Orientation Seminar on ISO 9001:2000 given by the Engineering and Development Corporation of the Philippines in 2009.

Mr. Frank Matthew B. Dipon - VP

Mr. Frank Matthew B. Dipon is the Vice-President of FIL-CREW MARITIME & OFFSHORE SERVICES, INC. He served onboard various types of vessels for four years both local and abroad. He knows what the seafarers and shipowners want and pushes for the satisfaction of both parties with FIL-CREW MARITIME & OFFSHORE SERVICES, INC. His diploma in maritime studies, Bachelor of Science Major in Marine Transportation, was his choice - one that he doesn't regret. Graduating with his diploma qualification in 2008, he launched his career as Able Seaman with an interisland vessel in Philippine waters. Since then, he has worked on offshore vessels for an Iranian company. This has taken him all over Europe, the Mediterranean and the Middle East.

Mr. Paulo B. Dipon

Mr. Vincent B. Ignacio

Mr. Vincent B. Ignacio is our System Administrator. He provides data management, computer software/hardware maintenance, manages and administrates the company's entire computer systems. He performs a variety of duties ranging from installing applications to maintaining computers and information databases. He developed the company's websites, including the company's official website and social networking sites, the company's email, web server configuration, search engine optimization and other aspects common to IT development in general. He is also a professional within the printing and graphic arts industry. With more than 15 years experience in art and copy preparation (pre-press) and is behind FIL-CREW MARITIME & OFFSHORE SERVICES, INC. corporate identity design for published or printed media such as brochures and business cards. He attended the Informatics Computer Institute's Computer Software Course in March 1997; and completed the TESDA Computer Systems Servicing course in January 2014. He also attended the Quality Management System Auditing to ISO 9001:2008 Seminar conducted by Mr. Juan Miguel Gonzales in November 2009.

Ms. Chariss Cecilia P. Dipon

Ms. Chariss Cecilia P. Dipon is an accomplished Executive Assistant with an extensive experience in manning agencies. Customer-orientated, she consistently exceed targets by delivering outstanding service, focusing on long term benefits to clients.

Ms. Letty D. De Leon

Ms. Letty D. De Leon is our Vessel Crewing Manager. She is the one who makes contact with various educational and training institutions, other manning or maritime agencies, and sources seafarers as per clients' requirements. She previously held position as Bookeeper of Gau Sheng Philippines, Inc. from November 1994 to September 1997; promoted to Documentation Manager from September 1997 to September 2000 of the same company; worked as Processing Head of Tai-Fil Manpower Services, Corp. from October 2000 to March 2005; she also worked as Recruitment Head of Big Dipper Maritime Services, Corp. from June 2005 to April 2009 before joining FIL-CREW MARITIME & OFFSHORE SERVICES, INC.. She graduated Bachelor of Science in Business Administration, Major in Accounting from Polytechnic University of the Philippines and gained her knowledge and expertise through the various shipping companies she previously worked for. Among the seminars, trainings and conferences she attended are Applied Behavior Analysis Seminar conducted by the University of the Philippines in September 2002, Effective Internal QMS Auditing to ISO 9001:2000 Seminar conducted by Certification International, Philippines in April 2006 and the Quality Management System Auditing to ISO 9001:2008 Seminar conducted by Mr. Juan Miguel Gonzales in November 2009.

Ms. Lorena D. Gonzales

Ms. Lorena D. Gonzales is our Liaison Officer. She works in close coordination with the Crewing and Documentation Officers for the prompt processing of documents of qualified seafarers and the accreditation/registration of employers with the POEA. It is her job to submit the required documents to POEA in a timely manner in order to maintain good standing and prevent administrative sanctions. It is also her job to ensure the confidentiality of all documents she handles such as the ones concerning our company's accounts including employers' and seafarers' data. She also maintains a friendly, open communication with various embassies and keeps an eye out for new and updated requirements and effectively convey such information to our company officer concerned. Generally, this is done to achieve the best utilization of resources or employment of services of one organization by another. She is already very familiar with the policies and procedures, hence making sure that everything is legal and accurate to avoid future problems.
