Commissioner Allison Clements joined the Federal Energy Regulatory Commission in December 2020 following a range of public and private sector experience in energy law and grid modernization policy. Prior to her current role, she worked at Energy Foundation, Goodgrid LLC, and Natural Resources Defense Council. She began her legal career in private practice at Troutman Sanders LLP and Chadbourne & Parke LLP. Over the course of her career, her clients have included utilities, independent power producers, developers, lenders, nonprofits, and philanthropies. Commissioner Clements has also served as a federal energy expert in several capacities, including as a member of a National Academies of Sciences committee on grid resilience and as a clinical visiting lecturer at Yale Law School. She holds a Bachelor of Science from the University of Michigan and a Juris Doctorate from The George Washington University Law School. Commissioner Clements grew up in Dayton, Ohio and now lives in Washington, DC with her husband and two children.

Anton Porter is the Executive Director of the Federal Energy Regulatory Commission. Prior to this position, Mr. Porter held several financial leadership positions within the Commission. He served as the Chief Financial Officer (2012 -2013), Deputy Chief Financial Officer (2005-2012), and Accounting Officer (2002-2005). His career at the Commission spans 26 years. Additionally, Mr. Porter is highly involved in the improvement of core mission support processes within the federal enterprise. He serves on the Executive Committee of the Small Agency Council (SAC). He also has served as the Chairman of the SAC Finance Committee and was the SAC Liaison to the Chief Financial Officers Council. In these roles, he has worked on behalf of sub-cabinet level agencies to ensure financial management, human resources, and information technology guidance issued by federal policy-setting bodies takes into consideration the unique challenges small agencies confront. Mr. Porter studied accounting at the University of Maryland. He is a native Washingtonian and currently resides in Maryland with his wife and two sons.

Benjamin has over ten years of federal service and joined the Federal Energy Regulatory Commission (FERC) in 2013. He has served with several distinguished FERC officials including Chairman Bay, Commissioner Honorable, and Commissioner Norris. Before joining FERC, Benjamin worked for United States Senator Tom Harkin. Benjamin has a Master of Science in Communications, focused on Public Relations, from the S.I. David is Director of the Office of Electric Reliability (OER) at the Federal Energy Regulatory Commission. OER helps the Commission to oversee the reliability and security of the electric grid. OER's responsibilities include oversight of the North American Electric Reliability Corporation in its development and enforcement of mandatory reliability and cybersecurity standards. David leads over 90 staff, including electrical engineers, statisticians, attorneys and analysts. OER's recent accomplishments include: a standard ensuring that the grid can operate through extreme cold weather; standards for securing the supply chain for grid-related cyber systems and protecting the integrity and availability of grid communications; a standard requiring increased grid cybersecurity incident reporting; a rule requiring new generators to be able to provide frequency response, ensuring reliability of the grid as it incorporates more renewable resources; a standard protecting the grid from solar storms; a series of reports documenting utility best practices in grid restoration and recovery; and a series of best practice reports in utility cybersecurity. From 2013 to 2016, David was a Deputy Assistant Secretary for Energy Infrastructure Modeling and Analysis (EIMA) in the Office of Electricity Delivery and Energy Reliability at the Department of Energy. From 1998 through 2013, David worked at the RAND Corporation, where he built a program of energy policy research and analysis. David earned his doctorate in Electrical Engineering from the University of Michigan. He graduated from Princeton University. David lives in Falls Church, Virginia with his wife, Nicole, and two children. He is an avid tennis player, cyclist, home cook, and musician.

Eric Vandenberg

Eric Vandenberg currently serves as the Deputy Director of the Office of Electric Reliability. Prior to his current position, Mr. Vandenberg served as the Deputy Director of the Office of Energy Policy and Innovation from 2019 to 2022 and as the Technical Advisor to Chairman Neil Chatterjee from 2017 to 2019 with primary responsibility for wholesale electric market design, electric reliability, and cybersecurity issues. Prior to joining Chairman Chatterjee, Mr. Vandenberg served in various positions throughout the Commission in the Office of Energy Market Regulation, the Office of Electric Reliability, and as an Acting Advisor to Commissioner Cheryl LaFleur. Mr. Vandenberg joined FERC in 2009 as an Electrical Engineer in the Office of Electric Reliability. Mr. Vandenberg earned a Bachelor's Degree in Electrical Engineering and Master's Degree in Business Administration from Ohio University.

Janel Burdick first joined the Commission's Office of Enforcement (OE) in July 2009 as an Energy Industry Analyst. She served as a Technical Advisor to former Chairman Norman Bay from September 2014 to August 2015. In June 2016, she was named Director, Division of Energy Market Oversight, within OE, and in July 2019 was elevated to the position of Deputy Director, OE. Burdick has been serving as Acting Director, OE since February 2021. Prior to joining FERC, she served as a Commodities Product Controller and Commodities Settlement Analyst for Barclays Capital and was a Commissioned Officer in the U.S. Navy. Burdick holds a Bachelor of Science in Quantitative Economics from the U.S. Naval Academy and a Master of Public Administration from Columbia University.

Jette Gebhart is the Director of the Office of Energy Market Regulation. Prior to being named OEMR's director, Gebhart served as the deputy director and as the senior legal advisor in the office beginning in April 2015. She was the agency's co-chief of staff in 2014-2015 and a legal and policy advisor to Commissioner Cheryl LaFleur in 2013-2014. She joined FERC in 2011 as an attorney in the Office of Enforcement, previously practiced energy law in Washington, D.C., and was a legislative assistant in the U.S. House of Representatives. Gebhart is a graduate of Wellesley College, summa cum laude, and the Georgetown University Law Center, cum laude.

Jignasa Gadani is the Director of the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission. She formerly held the position of Acting Director of that office. Prior to joining the Office of Energy Policy and Innovation, Ms. Gadani served from 2010-2014 as the Director of the East Division in FERC's Office of Energy Market Regulation. John Kroeger

John Kroeger joined the Commission in 1991, after working in a private energy law practice and for the U.S. International Trade Commission. In the Commission's Enforcement section, he led a number of high profile cases involving matters arising from the Western Energy Crisis. He also led and directed investigations involving alleged electric and natural gas market manipulation, market transparency, tariff compliance, and statutory and regulatory violations. Following enactment of the Energy Policy Act of 2005, John contributed to the creation and execution of Enforcement-related policies of the Commission. In 2011, he joined the Office of Administrative Litigation as Director of the Legal Division. As the leader of the Commission's trial counsel, he assured high quality representation of the public interest and set strategic direction in the settlement and litigation of disputes involving rates, terms and conditions of service, market power, and other issues. John graduated with a B.A. from The George Washington University with Special Honors. He earned a J.D. from The George Washington University Law School, where he served as a clinical director, and an M.B.A., with a concentration in finance, from Johns Hopkins University.

John Wood is the Deputy Director of the Office of Energy Projects. The Office is responsible for siting infrastructure projects including licensing, administration, and safety of non-federal hydropower projects; authorization of interstate natural gas pipelines and storage facilities; and authorization and operation of liquefied natural gas (LNG) terminals. John started his career at the Commission in 1988 as a staff engineer responsible for the review of natural gas pipeline applications, including performing hydraulic modeling of interstate pipeline systems. He subsequently took on positions of increasing responsibility within the pipeline certificates program area, serving as a Branch Chief, Deputy Director, and Director of the Division of Pipeline Certificates (DPC). As Director of DPC, John oversaw a team of engineers and geologists responsible for reviewing and analyzing applications for proposed natural gas pipeline and underground storage projects and import and export projects including LNG terminals. In addition his team provided engineering support for other offices within the Commission. John holds a Bachelor of Science Degree in Petroleum Engineering from the New Mexico Institute of Mining and Technology.

Terry started his career at the Commission in 1998 as a staff engineer where he was responsible for the review of natural gas pipeline applications. He then took on positions of increasing responsibility within the LNG program area and served as LNG Engineering Branch Chief and then LNG Engineering & Compliance Branch Chief. More recently, Terry served as Deputy Director of this office, and prior to that Director of the Division of Gas - Environment and Engineering within the Office of Energy Projects. In this role, Terry oversaw a multi-disciplinary staff in the preparation of environmental documents for proposed natural gas pipelines and LNG facilities. Terry holds a Bachelor of Science Degree in Civil Engineering and is a Registered Professional Engineer.

V. Annual Filing

Once a CEII requester has been verified by Commission staff as a legitimate requester who does not pose a security risk, his or her verification will be valid for the remainder of that calendar year. Such a requester is not required to provide detailed information about him or herself with subsequent requests during the calendar year. He or she is also not required to file a non-disclosure agreement with subsequent requests during the calendar year because the original non-disclosure agreement will apply to all subsequent releases of CEII.
