Frankel was the Manager of the Special Risk Claims Department of Chubb/Pacific Indemnity and was head of West Coast Claims Consulting for Price, Waterhouse, Coopers (formerly Coopers and Lybrand). While working in this capacity, he reviewed insurance company claims operations. He has reviewed claims for insurance companies, self-insured entities, municipalities and state insurance departments.
