Adam Hatcher is General Counsel and Vice President of People and Culture for MAU Workforce Solutions, a family-owned company that provides staffing, recruiting and outsourcing solutions for companies. He was appointed to the DCA Board in 2017. Hatcher is a member of the Association of Corporate Council and the Society for Human Resource Management, and sits on the advisory boards for the Salvation Army, Heritage Academy and Fireside Ministries. Hatcher earned a bachelor's degree from the University of Virginia and a law degree from Wake Forest University, working as a prosecutor and in private practice before joining MAU. He and his wife, Courtney, have two children and reside in Augusta.

Bob Duncan is a utility business professional from St. Simons Island, Georgia, who has extensive experience in consulting, business development, and senior management for public utilities. He is Principal and General Partner of Duncan Builders, LLP, a construction company based in Saint Simons that specializes in residential design and renovation projects. Before his current position, he worked as a manager for Duke Energy in Lake Mary, Florida, where he handled distribution rights of way for integrated vegetation management. He currently serves as vice chairman and finance committee chair of the Brunswick-Glynn County Joint Water and Sewer Commission, of which he has been a member since 2018. He earned his bachelor's degree in electrical engineering from Southern Tech, a division of Georgia Tech. He lives in St. Simons with his wife Bonnie, and together they have an adult son.

Charlie has been a resident of Athens for the past seventy-two years. He was educated in the Clarke County School System and attended the University of Georgia from 1965-1967. He is a veteran of the U.S. Army, and he was employed with the Georgia Department of Labor for thirty-four years. Maddox also served as the pastor of Twin Oak Baptist Church in Washington, Georgia for fourteen years and is currently the pastor of the White Rock Missionary Baptist Church in Rayle. He and his wife, Linda, have been married for thirty-nine years. Together, they have five children and three grandchildren.

Christopher Nunn was appointed Commissioner of the Georgia Department of Community Affairs (DCA) in 2017. He leads the State's community development efforts to support local leaders in their efforts to build strong, vibrant communities. DCA has a broad reach that includes comprehensive planning, safe and affordable housing, downtown development, community infrastructure, and economic development finance. Prior to DCA, Commissioner Nunn led a regional professional services firm as Chief Operating Officer. In this role, he was responsible for all business aspects of the 150-person firm, including strategic planning and growth. Previously, he spent 15 years as a business consultant with two global firms, Arthur Andersen and Russell Reynolds Associates, focused on strategic planning, operational improvement, leadership development, and executive recruiting. A native of Perry, Georgia, he graduated Phi Beta Kappa from Emory University with a B.A. in Political Science. He earned his Master's degree in International Relations from the University of St. Andrews in Scotland. Commissioner Nunn serves as Chairman of the Board of Directors at Wesley Woods, and he serves on the Boards of Advisors for the Robert T. Jones, Jr. Scholarship Trust at Emory University and the Center for Family Business at Kennesaw State University. He and his family are also active members of Peachtree Road United Methodist Church. Commissioner Nunn and his wife, Nancy, have two children and live in Atlanta.

With over 15 years of combined experience in government consulting and legal affairs, Christy J. Barnes serves as General Counsel for the Georgia Department of Community Affairs. As General Counsel, Attorney Barnes oversees and directs all legal affairs, procurement and records management activities for DCA, the Georgia Housing Finance Authority, and the One Georgia Authority. In addition, Attorney Barnes serves as the agency's Ethics Officer, Fair Housing Coordinator and Americans with Disabilities Act Coordinator.

Clinton Johnson has served District 3 on the Dougherty County Board of Commissioners since 2013 in addition to his full-time position as Managing Partner for Bottoms Up! LLC in Albany, Georgia. Prior to becoming a managing partner, Johnson served as Director of Outreach Services for Mt. Olive Community Outreach Center, Inc. and as the Youth Program Services Coordinator and as the Housing and Community Development Specialist. He is known as a visionary and motivated leader with a solid history of achievement in government services. His collaborative approach brings divergent and opposing views together to create solutions for citizens and provide community needs in a fair and balanced manner.

Scott Gibbs was appointed to the DCA Board in July 2014. Gibbs, a Hall County native, began his first term on the Hall County Board of Commissioners in January 2011. He earned a bachelor's degree in Business Administration from North Georgia College and State University, and he serves on the Hall County Soil & Water Board as well as the Hall ‘96 Olympic Venue Committee. Gibbs has been the owner and operator of Gibbs Grading and Utilities, Inc. for more than 20 years. He and his wife, Jennifer, have one son and live in Gainesville.

She has served in executive positions in regional planning, local economic development, and higher education. She is a Certified Public Manager (CPM), holds a Master of Public Administration from the University of West Georgia, a BA in Communications/Public Relations from Shorter College, and a professional certificate in Economic Development from the University of Oklahoma. In addition, she is a 2001 graduate of Leadership Georgia. She and her husband, Norman, reside in south Carroll County and have two children.

DCA Board Chairman Frank Turner, Jr. is a partner at Greer, Stansfield & Turner, LLP in Covington. A graduate of Washington & Lee University and the Walter F. George School of Law at Mercer University, Turner has served in numerous leadership and membership roles in community service to Covington and Newton County. He is currently a member of the Newton County Industrial Development Authority, chairperson of the Newton County Land Trust Alliance, Inc., and serves on the board of directors of United Bank. He is a graduate of Leadership Georgia. A lifelong resident of Newton County, Turner and his wife, Loy, have three children and make their home in Covington. He was appointed to the DCA Board in 2005.

Gilbert Barrett, co-owner of G&H Poultry Farms and President & CEO of the White County Farmers Exchange, an agricultural cooperative serving northeast Georgia, was appointed to the DCA Board in February 2013. A past president and current member of the Habersham County Farm Bureau, he is currently chairman of the Habersham County Board of Education and a member of the executive Archway Committee. Barrett also sits on the Board of Directors for the Upper Chattahoochee Soil and Water District. He is a member of the Chattahoochee Baptist Church where he serves as a deacon, a Sunday school teacher and a pianist. Barrett and his wife, Donna, have three children and reside in Demorest.

Joyce Carter Stevens owns Stonebridge & Stevens Properties and a farming operation located in Good Hope. Stevens and her late husband, John, owned and operated Stonebridge Western Treasures, a western art gallery located in Madison. They worked together at The Stevens Group, a business consulting company, for twenty-five years. Stevens previously served as Executive Director of the Georgia Republican Party and Vice-President of Sales, Marketing, and Operations at Del-Cook Lumber Company. Stevens also owned and operated Ten-Four, Inc., a wholesale lumber operation. Stevens is a founding board member and past President of Walton County Boys & Girls Club. She currently resides in Good Hope.

Kwanza Hall is a native of Atlanta, Georgia, and former United States Representative for Georgia's 5th Congressional District, a seat to which he was elected after the death of former Congressman John Lewis in 2020. Before serving in Congress, Mr. Hall served as a member of the Atlanta City Council for the 2nd District, on the Atlanta Board of Education as Vice-Chair of the Audit Committee, and on the Atlanta Development Authority. He has also served on the boards of directors of the World Affairs Council, Leadership Atlanta, and the National Center for Civil and Human Rights. He is now the CEO and Managing Partner Chattahoochee Trails, an organization dedicated to promoting water reclamation and recreational development near the Chattahoochee Riverfront in Atlanta. Kyle Hood began serving as the Georgia Department of Community Affairs' (DCA) Chief Operating Officer in the summer of 2022 after joining the agency as the Division Director for Community Development in 2017. In his current role, Mr. Hood and the administrative team are responsible for managing the day-to-day business operations and support services of the agency's programs and over 400 employees. These services include external affairs, human resources, marketing, communications, risk management, and information technology, along with facilities and asset management. Prior to joining the team at DCA, Mr. Hood held city and county manager positions as well as helping to direct the economic and workforce development programming at the Georgia Department of Education.

Philip Gilman returned to the Department of Community Affairs as the Deputy Commissioner for Housing Assistance and Development in March 2023. In this role, Philip oversees multiple divisions critical to addressing housing needs in Georgia. These programs include the Housing Tax Credit program, Housing Choice Vouchers, homelessness prevention, and supportive housing programs. Philip has a decade's worth of public policy experience, including a prior role at DCA where he served as the Director of Housing Finance. He has experience in city government leadership, with private sector affordable housing development and advocacy, and with several volunteer organizations.

Mayor Randall Walker is a 1964 graduate of Warner Robins High School and a 1969 graduate of Georgia State University with majors in Business Management and Marketing. He joined the Chevron Corporation where he served in various marketing and management positions. After 43 years, he retired from Chevron and formed Walker Energy Group, LLC, an energy consulting firm. He and his wife, Terre, moved to Perry in 2005. Four years later he was elected as City Councilman and served for ten years before he was elected Mayor in 2019.
