David W. Gilliland - President

Dave Gilliland became president and part owner of Glenn Engineering in 2007. He joined our staff in 1980 and obtained his professional engineering license in 2004. Dave is proficient in such engineering design areas as water, wastewater, stormwater, parks and recreation, public improvements, streets and roads, and demolition. He is responsible for grant applications; contract administration; long-range planning; capital and fiscal budgets; project representation and construction inspection; surveying; drafting; water and sewer studies and reports; public presentations and hearings; structural integrity analysis and reports; and zoning and ordinance enforcement. The project of which he is most proud is the 1990 Braddock Water Authority water system improvement, which involved reconstruction of the borough's entire distribution system. He was instrumental in helping Braddock acquire funding for the $4.7 million project, handling the feasibility study, financing application, design, and construction management. Dave is a 1980 graduate of the University of Pittsburgh with a degree in civil engineering. He received his MBA from Duquesne University in 1989, is a Registered Professional Engineer in the Commonwealth of Pennsylvania, and a member of the American Society of Civil Engineers.

Donald M. Glenn

Don Glenn is the founder of Glenn Engineering. He serves as consulting engineer to numerous western Pennsylvania municipalities, authorities, and councils of governments. He has been deeply involved in day-to-day municipal infrastructure operations for more than 50 years. Don designs-and manages site development for-water distribution systems; wastewater treatment facilities and pump stations; sanitary and storm sewer systems; stormwater detention facilities; roads and bridges; and park and recreation facilities. He frequently assists his clients with fiscal budgets, annual reports, grant applications, and bond issues. A 1959 graduate of the University of Michigan at Ann Arbor with a bachelor of science degree in civil engineering, Don is a Registered Professional Engineer and a Registered Professional Land Surveyor in the Commonwealth of Pennsylvania, and a Certified Operator for both water and wastewater treatment facilities. He is a member of the American Society of Civil Engineers.

JOSEPH A. DURSA

As a municipal engineering representative, Joe Dursa helps numerous municipalities and municipal authorities identify and solve infrastructure-related problems. Joe is experienced in site planning and grading; road, highway, and bridge design; storm sewer and sanitary sewer design; water treatment and distribution; wastewater treatment; soil erosion and sedimentation control; and estimating. His responsibilities include project representation for major construction projects. He is a project representative (inspector) approved by the Pennsylvania Department of Transportation, the Pennsylvania Infrastructure Investment Authority, the United States Department of Agriculture, and the Farmers Home Administration. Joe joined Glenn Engineering in 1987. He is a 1969 graduate of the Fayette Institute of Commerce and Technology with an associate's degree in mechanical drafting, and is a 1974 graduate of Point Park College. He has been a designer and drafter for almost 40 years.

Mary Kay Kustra

Mary Kay Kustra serves as the Manager of Glenn Engineering where she is responsible for scheduling construction projects and monitoring them to their completion. She is also responsible for overall office activities including billing, payroll, inventory ordering, office automation, and responding to office inquiries. In 2017, Ms. Kustra joined the staff of Glenn Engineering. Among her assignments, Ms. Kustra provides computer support and assists with numerous administrative and clerical assignments relating to various projects and diciplines. Ms. Kustra is a graduate of Westmoreland County Community College with an Associate's Degree in Business Administration.

RANDY E. ZISCHKAU

Randy Zischkau carries out a wide variety of assignments for Glenn Engineering. An experienced field surveyor and crew leader, he serves primarily as our field technician, performing such tasks as sewer system evaluations, including manhole and sewerline assessments. He also supplies field details to support design and evaluation of problems and conditions. Randy provides project representation and inspection services for roadway improvements, storm and sanitary sewer construction and reconstruction, waterline replacement, park and recreational facilities improvements, and small-structure construction. He works on Community Development Block Grant (CDBG) projects and other grant-related assignments. His high-level computer skills facilitate productivity throughout our organization. Randy joined Glenn Engineering in 1999 after 25 years with the Alex Hutchinson engineering firm. He is a 1975 graduate of Turtle Creek Area High School.

RICHARD C. HINKLE

Rich Hinkle is our project coordinator, research and specification coordinator, and designer for sanitary sewage and wastewater treatment projects. He has been affiliated with Glenn Engineering for more than 30 years. After joining the firm in 1977, Rich spent his early years in field surveying, as a chainman, instrument person, and crew chief. Moving into the office, he assumed responsibilities including survey support, deed research, and drafting. His background in surveying equipped him to act as a design consultant for private developers during a period when Glenn Engineering focused on private-sector projects. For the past two decades, Rich has consulted on municipal infrastructure, specializing in wastewater system collection, conveyance, and treatment. The $2 million Drennen Heights sewer collection system (1990) is his largest single project to date. He also provides staff support, including design and contract administration, for projects such as storm sewer systems, pump stations.

ROBERT A. DEZORZI

As Glenn Engineering's project coordinator and designer, Rob DeZorzi reviews developers' plans for compliance with municipal ordinances and regulations, and prepares annual municipal reports-such as Chapter 94, wasteload management, and flow monitoring reports-required by regulatory agencies. He coordinates the design process of such projects as park and recreational facilities rehabilitation, sewer system rehabilitation, and new sewer systems. Rob has experience in stormwater management; soil erosion and sedimentation control plans and narratives; site plan preparation; Pennsylvania Department of Labor and Industry plan preparation; and private development, including roadway design, grading plans, subdivision layout, and storm and sanitary sewer design. He has prepared numerous Department of Environmental Protection permits, including planning modules and sanitary sewer Part II permits, and National Pollutant Discharge Elimination System (NPDES) permits. His project representation experience covers sanitary sewer air and vacuum testing, sanitary sewer construction, and inspection of private development projects. Rob is trained in computer-aided drafting and design, and has attended numerous seminars on such topics as playground safety compliance regulations, NPDES permits, and pump station design. He is a 1986 graduate of Westmoreland County Community College with an associate's degree in drafting and design technology.

ROBERT E. ZISCHKAU

Bob Zischkau is Glenn Engineering's primary contact with many western Pennsylvania municipalities and authorities. He has been a consultant on municipal infrastructure problems and solutions-including design and contract administration and the preparation of grant applications, budgets, and annual reports-for almost 40 years. Bob's assignments have included the design and contract administration of road, storm and sanitary sewer, water line, wastewater treatment, pump station, and park and recreation projects. His experience in grant applications and administration covers grants from the Community Development Block Grant Program; the Pennsylvania Infrastructure Investment Authority; the Pennsylvania Department of Conservation and Natural Resources Keystone Recreation Program; the Pennsylvania Department of Commerce Community Facilities Program; and the Pennsylvania Department of Economic Development. A 1972 graduate of the University of Pittsburgh with a bachelor of arts degree, he has been licensed as a Registered Professional Land Surveyor in the Commonwealth of Pennsylvania since 1976.

THEODORE J. CZEKAJ

Ted joined Glenn Engineering in 2002, bringing with him 21 years of experience in computer-aided drafting and design in mechanical and civil engineering. A 1977 graduate of East Allegheny High School and the Westinghouse Air Brake Company Apprentice Program, he holds certificates in wood pattern making and in journeyman and associate engineering. He resides in the Borough of Turtle Creek, where he serves as vice president of the Borough Council.
