Antony Donato - EVP

Antony Donato began his career as a police officer in Laval in 1986, and was promoted to Detective Sergeant in 1993 then onto Detective Lieutenant later on. His 23 years as a field investigator and a section manager made him the perfect candidate to take over responsibilities for our investigation, research and intelligence, tailing and infiltration departments. Mr Donato worked in all major crimes areas during his career. More specifically, he was involved in major crimes, organized crime, property crimes and in the narcotics and morality divisions. Mr Donato sat on the provincial committee for infiltration manager for many years and made this investigation technique one of his specialty. He also worked in close cooperation with specialized corruption and collusion investigation teams. In his capacity as Executive Vice-President, Mr. Donato is in charge of our specialized investigation teams and conducts complex investigations with a focus on narcotics, theft and fraud. He is also involved in managing major events such as crises and labour disputes. His extensive and diversified background make him an outstanding advisor who is attentive to client problems, and able to suggest creative and innovative solutions.

Claude A. Sarrazin - President

Claude A. Sarrazin has been working in the private security sector for 30 years and at the helm of SIRCO as founding president. He has led complex investigations on many occasions, both in Canada and internationally. His passion for problem-solving knows no limits. From the simplest business problem to complex governmental issues, Mr. Sarrazin approaches every challenge with the same enthusiasm that has driven him since the start of his career. An ambitious manager, he is known as an effective strategic advisor by leaders in private businesses as well as public organizations. His in-depth knowledge of the private and public security sectors provides him with a fresh perspective on contemporary issues affecting Quebec society. Mr. Sarrazin enjoys sharing his knowledge and is called upon as an expert by various media, including Groupe TVA, COGECO Radio, and CTV regarding security and police intervention matters. He is also consulted on matters of police discipline and is a trainer for the Barreau du Québec. He additionally sits on many boards of directors including for the National Crime Prevention Centre and for the Association professionnelle des enquêteurs privés du Québec (Chair).

Denis Pelletier

Denis Pelletier has been working in investigation for forty years, including some 20 years at SIRCO. He has held national and international investigation management positions in a variety or major companies. His exceptional experience is an asset to his clients in resolving their issues. Mr. Pelletier is extremely well versed in research, data and fact gathering, analysis, and interviewing. A master in the art of questioning, Mr. Pelletier is considered one of the pioneers in Quebec's private investigation sector. His clients appreciate his responsiveness and his continual commitment on every level.

Geneviève Chauvin

Geneviève Chauvin began her career as a security guard in institutional and public settings. After earning a bachelor's degree in homeland security and police studies and a certificate in investigation and intelligence, she completed her master's thesis in criminology on police interventions targeting cryptocurrency markets. She is also interested in the dark web, hackers and cryptocurrency markets. Before she joined the SIRCO team full time, she also worked as a research and teaching assistant for courses in security, private investigation and crisis management. Geneviève Chauvin started at SIRCO as an investigative analyst and later joined the Computer Forensic Investigations Division. Her attention to detail, analytical skills, responsiveness and computer expertise are valuable assets to our clients.

Jocelyn April

Job Titles:

Jocelyn April has thirty (30) years of experience as a police officer in Canada, including more than fifteen (15) years in computer forensics. His work in the police service earned him a Canadian Member of the Order of Merit of the Police Forces medal in 2012 and the Police Exemplary Service Medal in 2014. Over the years, Mr. April has testified in court more than forty (40) times on computer-related matters, including nine (9) times as an expert witness in data analysis and recovery, victim identification and computer forensics before various Quebec court jurisdictions. Between 1999 and 2005, he was an investigator with the technological support service of the Sûreté du Québec as a specialist in computer data analysis and extraction, analyzing more than two hundred (200) cases and conducting more than three hundred (300) computer searches during that time. Between 2005 and 2008, he joined the Internet surveillance and monitoring team as a social media specialist. In that role, he investigated over 300 cases, including the Golden Palace case involving online casinos. His expertise was required for many investigative cases. Between 2008 and 2015, he created the Unité d'Identification de Victimes for the province of Quebec. During that time, he was appointed sergeant responsible for the victim identification and Internet surveillance teams. From November 1999 to December 2014, he participated in more than thirty-nine (39) specialized computer forensics training events and more than nineteen (19) Interpol conferences, symposia and interest groups on the topics of computer forensics and crimes against children. These training events and conferences led him to represent the Sûreté du Québec across Canada as well as in the United States, Europe and the Caribbean. He has also been a speaker at more than thirty (30) college and university conferences, symposia and courses on topics related to computer science. He also specializes in photo and video analysis. Mr. April's expertise stands out particularly in the following areas: forensic investigation, photo and video analysis, and evidence analysis in criminal matters.

Julie Anne Gagnon

Julie Anne Gagnon joined the SIRCO team in 2008 in order to restructure its administrative functions, including the implementation of tight internal control measures. Having earned a Bachelor's Degree in Business Administration from McGill University, an MBA from Harvard Business School, and experience as Vice-President of Finance and Development for an insurance marketing agency, Ms. Gagnon has strongly contributed to the organization's rigour and efficiency. As Vice-President of Finance and Human Resources, she is primarily responsible for accounting, financial statement supervision, financial performance analysis, financial information communication, and administrative policy and procedure management.

Mario Lacombe

Job Titles:

Mario Lacombe began his career as a police officer in Trois-Rivières in 1985. In 1986, he was appointed to a permanent position as a police officer in the town of Deux-Montagnes. During his 32 years with the force, Mr. Lacombe held positions ranging from patrol officer to detective lieutenant. He has investigated all types of crimes, managing cases involving narcotics, robbery investigations, breaking and entering, fraud, criminal harassment and arson, in addition to managing informants and undercover officers. Over the course of his career, Mr. Lacombe also worked with mixed squads involving several police forces to investigate major crimes. Mr. Lacombe has been SIRCO's Director of Investigations since 2018. He oversees undercover agents and canine operations. His many years of experience are an asset to SIRCO and its clients.

Mathieu Gagnon

Mathieu Gagnon has worked at SIRCO since 2018. As Senior Director, he manages a variety of major cases, primarily economic crime and theft. Mr. Gagnon started as a senior investigator and quickly rose through the ranks at SIRCO, standing out for his expertise and attention to detail. He has conducted numerous corporate investigations and managed multidisciplinary teams on a number of key assignments. Trained as a police officer, he previously worked as a patrol officer for municipalities in Montérégie and the Eastern Townships. Mr. Gagnon handles several of SIRCO's corporate cases. He also manages whistleblower platform development and monitoring for our clients. Mr. Gagnon regularly supervises junior investigators during investigations. His versatility, diplomacy and talent are regularly put to good use at SIRCO to meet the varied needs of our clients.

Myriam Larose

Myriam Larose holds a Bachelor of Laws from the Université du Québec à Montréal and has been a member of the Barreau du Québec since 2008. Once sworn in, Ms. Larose built her practice specializing in criminal and penal matters. She has managed major cases and presented several cases before a jury, in both the Superior Court and other courts. Her considerable court experience has allowed her to hone her skills at cross-examining witnesses and defending the interests of her clients by invoking violations of their rights and freedoms. She also has experience managing employees and training interns and lawyers. She is always focused on the human aspect of work, and has adopted a management approach that leverages everyone's strengths. Ms. Larose has always been driven by her team spirit, curiosity and willingness to improve. In 2022, Ms. Larose joined the Sirco team as Director of Specialized Affairs, handling business development and conducting complex investigations, both in the workplace and in matters of economic crime. Her experience and dedication are valuable assets for SIRCO.

Patrick Rogers

Patrick Rogers was a police officer with the Sûreté du Québec for almost thirty (30) years. He spent seven (7) years as a patrol officer before joining the Groupe tactique d'intervention of the west Emergency Response Team. He developed his policing skills during strikes and demonstrations, wilderness missing persons searches and crime scene evidence searches, as well as through monitoring of the police service's integrated telecommunication network and search channel. During this time, he also served as a guard and provided personal protection services to political figures and dignitaries. He spent the next eighteen (18) years as a surveillance device technician, selecting and preparing the equipment needed for each investigation, installing it and ensuring its proper operation through a platform to prepare a detailed investigation report on the content collected. He was also tasked with securing sites during government trips. Over the course of his career, he has been involved in major national investigations. Recognized as an expert in electronic surveillance systems, he excels at scanning and countermeasure methods. SIRCO is pleased to welcome Mr. Rogers to its team as Electronic Surveillance System Technician. Trained in criminology and communication, Marco Harvey has worked at SIRCO for ten years, now as Corporate affairs and comsulting director. Mr. Harvey also taught police techniques for around twenty years and has contributed to the implementation of college training in investigative and investigative techniques. Mr. Harvey has worked in the field of public and private security for multiple workplaces. He has over thirty years of relevant experience in major organizations in strategic, operational and partnership roles. During these years, he acquired an excellent knowledge of the Quebec police community both Canadian and foreign, and has collaborated on academic research projects in public health. In addition, he has developed teaching skills abroad and has been involved in several international projects. He knows how to develop specialized programs and plan different forms of skills transfer. At SIRCO, he deals with relations between external partners and control agencies. He is responsible for the Risk Management Plan for Corruption and Collusion. To this end, his expertise is used to develop tools for good governance, planning and strategic vision. He also deals with Registrations to the Lobbyist Registry, if necessary. For SIRCO, he manages investigations and internal audits of compliance or security for various companies. As a strategist, he is responsible for corporate affairs and advisory services at SIRCO. SIRCO would like to welcome Laura Tétreault to the team. Ms. Tétreault has several years of experience as a litigation lawyer within various organizations, where her top priority was to develop contacts and communicate with clients. She is recognized for her ability to simultaneously manage several cases and delegate within her team to meet deadlines. Her exceptional qualities will be an asset to our investigations.

Richard Beaulieu

Suzanne De Larochellière

Retired from the Sûreté du Québec, Ms. De Larochellière was a police officer for 30 years. Most of her career was spent fighting organized crime and drugs. Trained in 1989 in drug abuse prevention, she has intervened in a variety of contexts. Having worked undercover for a decade, she had the opportunity to learn about the workings of criminal activities, especially those related to morals and drugs. As an investigator of organized crime, she had the privilege of intervening in prisons, airports, customs, hospitals, etc. She has been involved in more than 900 investigations and dismantled 14 clandestine chemical laboratories for the production of synthetic drugs. Her expertise has been recognized since 1998 by the courts, which have heard her more than 50 times as an expert witness for criminal drug, prescription, organized crime, criminal practices, cannabis, etc. both at the Court of Quebec and at the Superior Court. As such, we must add to the filing of so many reports of expertise to the various courts that did not require her testimony. Promoted to sergeant-specialist in drugs recognition and prevention in 2006, she has collaborated not only throughout Quebec but also in several settings; hospitals, Aboriginal or Nunavut regions, for example, through a variety of issues and committees. Her ability to intervene in French and English has also enabled her to cross borders in order to benefit from and disseminate certain training stakes in the United States.
