Carlos Leonardo has been dedicated over the last 10+ years to improving the state of the cyber ecosystem in the Dominican Republic.
Since 2009, Carlos has been part of the cybercrime unit of the National Police of the Dominican Republic as digital forensic analysis, cybercrime investigator and responsible for the 24/7 Network against cybercrime.
In the legislative and regulatory framework of cybersecurity and cybercrimes, he was part of the technical committees for the creation of the National Cybersecurity Strategy and the establishment of the National Cybersecurity Center and it's National CSIRT. Also the draft bill to amend the cybercrime law and draft the cybersecurity and the personal data protection bills.
He led the team that created from scratch the Dominican Republic's National CSIRT, establishing the procedural and operational bases for the development and improvement of the cybersecurity posture of the Dominican Republic.
He has been instrumental in helping the Dominican Republic create sectorial teams to exchange information and indicators on incidents between the government and public and private critical infrastructure organizations.
Carlos has supported many other governments and regional organizations around the world in establishing national incident response capabilities and creating channels for regional cooperation and sharing of best practices. Carlos' involvement in the incident response community over the years has included presentations at various forums and participation in committees and working groups of international organizations such as FIRST, OAS CICTE, GFCE, Interpol and EUCybernet. Through his regional leadership, he has been a key player in building capacity and supporting the region's CSIRTs to motivate and assist them in meeting the controls required to enter the Forum of Incident Response and Security Teams (FIRST) thus expanding the participating teams and countries in the region.

Chris brings a wealth of relevant and up-to-date experience in setting up and managing CERTs at the very highest levels of the worldwide Information and Cyber Security community.
Chris spent over 12 years working in the Computer Emergency Response Team (CERT) whilst at Citigroup and, for 10 years, was part of the leadership of the Forum of Incident Response and Security Teams (FIRST); 2 as Chair.
Within FIRST he implemented the Fellowship program. This was created to fund CERTs from UN-designated "Least Developed Countries" (LDCs) allowing them both to join FIRST and attend conferences and training.
Chris joined the UK's Cabinet Office, in 2013, to build, launch and lead the UK's first formally chartered national CERT - CERT-UK.
When CERT-UK was subsumed, in 2016, into the UK's National Cyber Security Centre he left and joined Close Brothers as Chief Information Security Officer in November 2016, moved to Orwell Group as CISO in Jul 2018.
Chris joined FIRST as it's Executive Director in May 2019.
Chris' experience has allowed him to work with colleagues from both inside some of the world's largest global financial institutions with the complexities that brings and also with colleagues from the incident response community, with members ranging from Microsoft and Oracle through to the national CERTs of Azerbaijan and Indonesia.

Serge Droz is a senior IT-Security expert and seasoned incident responder. After more than twenty years work in different CSIRTs he now works as a senior adviser for the Swiss FDFA. He studied physics at ETH Zurich and the University of Alberta, Canada and holds a PhD in theoretical astrophysics. He has worked in private industry and academia in Switzerland and Canada in different security roles as well as at the national CERT in Switzerland.
Serge is a member of the board of directors of FIRST (Forum for Incident Response and Security Teams), the premier organisation of recognised global leaders in incident response. In this role he actively participates in discussion relating to cyber security at various policy bodies, in particular related to norm building.
Serge is an active speaker and a regular trainer for CSIRT (Computer Security Incident Response Team) courses around the world.

Yukako Uchida is the Manager of Global Coordination Division at Japan Computer Emergency Response Team Coordination Center (JPCERT/CC). She is responsible for international collaboration activities with overseas Cyber Security Incident Response Teams (CSIRTs), mainly in the Asia Pacific region. She has participated in several international CSIRT communities including Asia Pacific Computer Emergency Response Team (APCERT) for about 10 years. She joined the FIRST Board of Directors in 2021.Yukako has participated in the FIRST community through the following activities:
Supported the organising team for Osaka TC in 2018
Attended TCs and Regional Symposia held in Shanghai, Muscat, Málaga and Bilbao
Organised a panel session at 2020 Annual Conference (virtual) on regional CSIRT communities
Assisted in Japanese translation of several FIRST documents (TLP v2, EthicsfIRST etc.)
Involved in multiple membership applications as a sponsor for teams in Japan and other countries
Actively communicate with local FIRST members to keep them updated about the latest FIRST activities
