Anthony Abeykoon

Dr. A. T. P. L. Abeykoon is a Senior Fellow at the Institute for Health Policy (IHP). Prior to joining IHP he was the Director of the Population Division in the Ministry of Healthcare and Nutrition. He holds a Masters degree in Population and Development from Cornell University and a M.S. and Ph.D. in Population Planning from the University of Michigan, Ann Arbor, USA. A demographer by training, Dr. Abeykoon has served in the Ministries of Economic Planning, Plan Implementation and Health for 38 years, specialising in the field of population. He was the President of the Population Association of Sri Lanka during 1998 to 2002. During 2009 to 2010 he served as the Secretary General of the Asian Population Association. He has more than 90 research publications to his credit, and he has undertaken evaluations of projects for the ILO/IPEC, UNIFEM and the UNDP. He was the Lead Evaluator of the Asia-Pacific Population Journal published by UNESCAP since 1986.

Chamari has a Bachelor of Science in Management Degree from University of Sri Jayawardanepura and is a part qualified member of the Institute of Chartered Accountants of Sri Lanka. Chamari joined IHP in June 2010 as an Assistant Accountant. Her previous working experience is drawn from her work with an audit firm and two prestigious private sector companies and finally at the Federation of Chambers of Commerce & Industry of Sri Lanka. At IHP Chamari handles the project accounts, final accounts, audit related issues and other finance related issues of the organisation.

Dr. Ravindra P. Rannan-Eliya is Executive Director & Fellow of the Institute of Health (IHP). He has expertise in a number of areas relating to health systems equity, health financing and policy, social protection and public expenditure analysis, with research, consulting and field experience in UK, Serbia, Turkey, Kyrgyz Republic, Egypt, Lebanon, Palestine, Bangladesh, India, Sri Lanka, Thailand, Malaysia, Singapore, Indonesia, Brunei, Korea, China, Hong Kong, Taiwan, Mongolia, USA, Mexico, Guatemala, Ecuador, Bolivia, Kenya, Ghana, Zambia. He is a leading international expert in health expenditure estimation and projection methods and health accounts systems, collaborating extensively with WHO, World Bank, OECD and Eurostat and has been lead analyst of several assessments of pension and social security schemes in Sri Lanka, and currently leading team designing new pension scheme for informal workers. He has extensive experience in design and analysis of large household and health care provider surveys, in a diverse range of settings (Africa, Asia, Latin America).

Dr. Reginald Perera

Dr. Reginald Perera is a Senior Fellow at the Institute for Health Policy (IHP), and the former Secretary to the Ministry of Health. He is a Board Certified Consultant in Community Medicine (1986) of the Post Graduate Institute of Medicine, Colombo University, Fellow of the College of Medical Administrators of Sri Lanka, the College of Community Physicians of Sri Lanka, and a Hon. Fellow of the Sri Lanka Ayurveda Medical Association and a life member of the Sri Lanka Medical Association. Before joining IHP, he completed over 37 years of service in the Health Ministry, with experience in management of health systems at the Primary, Secondary and Tertiary levels of care. He has expertise in management at the Divisional, District and National level. His national level experience was as Director (Medical Technology and Supplies), Deputy Director General (Medical Services), Director General of Health Services, Additional Secretary (Medical Services) and Secretary Health, Nutrition and Welfare.

Dr. Shanti Dalpatadu

Dr. Dalpatadu joined the Institute for Health Policy (IHP) in June 2005, after 33 years of service in the government health sector and two years with WHO. He is a retired senior medical administrator, who has worked in various capacities in the Curative, Preventive and Administrative sectors in the Health Ministry and was the Deputy General of Health Services (Planning) for 8 years up to the time of his retirement. He served in the Medical Administrative grade for 16 years. He is a Board Certified Consultant in Community Medicine and has obtained the MD in Community Medicine in 1981 from the Post Graduate Institute of Medicine in Sri Lanka. He is also a Fellow of the College of Medical Administrators of Sri Lanka. He has specialized skills in Health Care Management & Community Health. He also has training in areas of Hospital & Health Administration (UK), Health Planning & Management (USA), Health Care Evaluation (Canada), Human Resource Development (Australia), and Health Sector Reforms (USA) Burden of Disease & Health Systems Performance (South Africa).

Harees Hashim

Harees is the Design and Publication Specialist at IHP and a Computer Graphic Designer by profession. He has been employed since June, 2008. His computer knowledge includes Desktop Publishing and Graphic Designing and 3D Animation, as well as a range of softwares and Operating Systems. He is involved in conceptualizing and designing printed and electronic IHP publications, designing layouts and pre-press production of the IHP publications and information materials, and ensuring quality and final print of all publications. His other responsibilities include designing corporate communications materials, developing web contents and upgrading the IHP website, preparing the IHP media kit and cooperate profiles.
