Dr. Omar Smadi

Dr. Omar Smadi has over 25 years of experience in the area of infrastructure and asset management ranging from pavements, bridges, safety, pavement marking, signs and other infrastructure assets. He is currently serving as principal investigator for several research projects for the Iowa Department of Transportation, Iowa Highway Research Board, the federally funded Midwest Transportation Center, National Cooperative Highway Research Program, Second Highway Research Program, and Federal Highway Administration dealing with roadway data, safety, and asset management.

Dr. Shauna Hallmark

Dr. Shauna Hallmark is a professor in the Department of Civil, Construction and Environmental Engineering at Iowa State University and has over 20 years of experience in traffic safety research. She serves/has served as principal investigator (PI) on more than 90 projects for clients like the Strategic Highway Research Program, National Cooperative Highway Research Program, Iowa Department of Agriculture, and various state departments of transportation (DOTs) (most notably Iowa and Minnesota). Projects have ranged in size from $8,000 to $760,000, with an average project length of 12 to 24 months, but several have spanned 3 to 5 years. Dr. Hallmark serves as the director of InTrans, which has over $16M in annual research expenditures and includes 30 participating faculty, 49 professional and engineering staff, and over 100 graduate students. As Director, she manages a master agreement with the Iowa DOT and another with the Minnesota DOT. This entails ensuring contracts are completed on-time and within budget, managing concerns between researchers and the DOT, assisting in setting direction and research priorities, and identifying opportunities for collaboration.

Mr. Neal Hawkins

Mr. Neal Hawkins is a licensed professional engineer with 34 years of experience in traffic engineering, operations, and safety. Throughout his career, he has held various key roles, including city traffic engineer, consultant, and, for the past two decades, academic researcher. Mr. Hawkins leads research initiatives across diverse domains such as traffic operations, safety, managing disruptions, weather, connected vehicles, work zones, pavement markings, and infrastructure. He holds the position of Associate Director for the Institute for Transportation at Iowa State University, and he leads numerous research projects as principal investigator (PI) or Co-PI. He established and now co-directs the Center for Transportation Research and Education's Real-Time Analytics of Transportation Data (REACTOR) Laboratory, which is a collaborative research initiative focused on streaming analytics and decision support tools for public agencies. Additionally, Mr. Hawkins fulfills the role of the Iowa Department of Transportation's (DOT's) Traffic Operations Research Engineer and serves as an adjunct assistant professor in Iowa State's Department of Civil, Construction and Environmental Engineering. He also co-leads the Federal Highway Administration's Pooled Fund (Aurora), which includes 19 state DOTs focused on road weather information systems and operations.

Ms. Beth Richards

Ms. Beth Richards is the program specialist for the Iowa Statewide Urban Designs and Specifications (SUDAS) Program. She handles the technical editing of the SUDAS manuals, assists with SUDAS-related research, and coordinates/facilitates meetings, communication, and collaboration between board members, committee members, and various SUDAS users. Ms. Richards has 20+ years of experience in urban public works activities. Along with the rest of the SUDAS staff, Ms. Richards is working on the development of an Iowa Public Works Service Bureau. In addition, Ms. Richards is an active member in the American Public Works Association and is currently serving on the Iowa Chapter Board as Secretary and Treasurer.
