Anjela Ponce - EVP

Anjela oversees the corporate direction and strategy of Integrity Housing, focusing on leadership, innovation, and relationships with all of Integrity's business partners and colleagues. She has been involved in affordable housing since 1999. Anjela assumes a principal role in project finance, feasibility analysis, partnership negotiations, acquisitions, development, and project operations. Prior to launching Integrity in 2009, she served as Chief Operating Officer of the Foundation for Affordable Housing affiliates and Affordable Housing Alliance II, Inc. Throughout her career, Anjela has participated in the development and management of over 155 affordable housing communities valued at close to $1 billion throughout the United States. She serves on the Program Advisory Committee for Families Forward and leads an active community outreach program at Good Shepherd Lutheran Church in Irvine. Anjela earned her degree from California Polytechnic State University San Luis Obispo and continues to broaden her knowledge through programs dedicated to the real estate industry and leadership.

Chuck Packard

Chuck serves as Chief Financial Officer for Pacific American Development. He is a highly skilled, financial veteran expert with over 30 years of experience spanning industries from aviation, automotive, financial services, real estate development and technology. Chuck holds a BS and MBA from the University of Toledo. Previously Chuck served as Chief Financial Officer and Vice Chairman of the Board for U.S. Ambassador George Argyros and The Argyros Family Interests. Mr. Packard has led several distressed corporate acquisitions and successful turnarounds including the due diligence, financial analysis, acquisition, operations, and disposition of the Seattle Mariners Baseball Team, AirCal Airlines, and TicketMaster. He was instrumental in the development of California Speedway and its subsequent sale to International Speedway Corporation. Chuck served as Principal and Chief Financial Officer of an investment fund responsible for numerous real estate acquisitions, project development, and property management portfolio in excess of $3.5 billion. He developed various due diligence analyses for multiple businesses to determine the proper valuation prior to acquisition. He was instrumental in improving operational and financial performance to increase valuations for a liquidity event by developing a disciplined financial approach utilizing Business-Specific Performance Metrics for all operating businesses to maximize annual cash flow and disposition valuation. He has served as board member of several public companies, including Kaiser Resources, Chair of Audit Committee, and Chair of Special Board Committee. In addition, Chuck served as Chairman, and currently serves as a member of the Orange County Employees Retirement System, a $13 billion pension fund.

Dawn Allen - Treasurer

With a passion to serve others Dawn oversees all of Integrity Housing's office operations, including budgets, accounting, financial reporting, human resources and risk management. New to affordable housing, she joined Integrity Housing in 2009. Dawn's drive and ability to organize and execute were integral as the Company grows. Prior to joining the team she worked for Irvine Apartment Communities as a leasing agent for properties located throughout Irvine and Newport Beach. Her duties included resident relations, marketing, lease negotiations and assisting management with community operations. Dawn earned her degree from Texas Christian University and has also completed extensive coursework in affordable housing management, financing and resident services.

Deanne Cecil

Recognizing that the needs and interests of our residents are paramount over our own, Deanne oversees the development and operations of Integrity Housing's resident services programs. From negotiating with service providers and program fund management to design and execution of services offered at each community, she is integrally involved. Deanne also manages the Michael Ward "ACE" Grant program which awards funds to organizations serving the affordable housing community. Deanne has over 20 years of experience in affordable housing. With her certification as a Professional Service Coordinator from the American Association of Service Coordinators, and her degree in Psychology from the University of California San Diego, Deanne has brought valuable insight in assessing the services that best meet the needs of our residents. Deanne also leads our welfare exemption team. From a project's inception through its operations she works closely with our partners, property management teams, and State and County offices to ensure compliance for a successful welfare exemption program which is critical to a successful project.

Gary Ponce

Gary has worked in affordable housing for 20 years and oversees our compliance and construction teams. He is responsible for identifying, evaluating, and mitigating compliance and reputational risks. Ongoing monitoring of property operations, financial reporting, regulatory and lender compliance help ensure a successful property. Additionally, Gary is actively engaged in all facets of construction, including project management, estimating and site management. His diligent communication with project teams ensures the successful and timely completion of all projects.

Kathleen Graves

Kathleen has concentrated in real estate law and development for the majority of her professional career. She has worked for some of the United States' leading real estate developers providing guidance with purchase and sale transactions, and ownership structuring. With over 20 years of experience in title work, due diligence, real estate documentation, loan documentation and master management agreement preparation Kathleen provides knowledgeable guidance in Integrity Housing's acquisitions and ownership structuring. She is a member of The State Bar of California and the Association of Corporate Counsel. Kathleen is a graduate of Wichita State University and Western State University College of Law. Her volunteer work in the community is extensive. She has served on the Board of Directors for the Irvine Community Alliance Fund, the Corporate Counsel Section of the Orange County Bar Association, and the Orange County Paralegal Association.

Paul Carroll - COO

With well over 25 years of experience in the affordable housing industry, Paul's strong knowledge of all aspects of developing a successful real estate portfolio has given Integrity Housing the firm foundation necessary for responsible growth. His expertise in forecasting the financial strength of new transactions and the intricacies of financing with Low Income Housing Tax Credits have been crucial for the success of the Company's development team. Paul has been involved in the acquisition, development, management, and financing of approximately 150 affordable housing communities since 1994. Prior to Integrity, Paul was Chief Operating Officer of the Foundation for Affordable Housing, President of the Vesta Development Group, and Senior Vice President with the Kaufman and Broad Multi-Housing Group. He has played an integral role in negotiating all aspects of a project's financing, development and acquisition. Paul earned his BS in Accounting from Loyola Marymount University and is a CPA (inactive) and licensed California Real Estate Broker.

Phil Wood - President

Phil leads Integrity Housing's corporate operations and strategic planning driving growth by pursuing new innovations in affordable housing, industry partnerships and investor relationships. His knowledge of the complex multiple layers of public and private financing of affordable housing developments is an asset to the company in identifying a potential project or opportunity to expand Integrity's portfolio. Phil began his career in affordable housing in 2005 at the Foundation for Affordable Housing affiliates where he served as an asset manager. In 2009 Phil co-founded Integrity Housing as Vice President. Initially working in project feasibility, acquisition, development, and asset management he moved into a leadership role in 2017 when he became President. During his career Phil has participated in a portfolio of over 12,000 units, comprised of approximately $915 million in Low Income Tax Credits, $312 million in conventional financing and $899 million in 501(c)3 Bond Financing.

Scott Whitmore

Scott graduated from Cal Poly San Luis Obispo and is a Certified Public Accountant who currently owns and operates an accounting practice, Whitmore Accountancy Corporation, in Dana Point, California. He also acts as a financial advisor for high net worth investors. Scott has a great deal of entrepreneurial experience having started, or been a part of starting several successful companies. His well-rounded background and professional experience have helped to shape the business model by which Integrity Housing operates. Scott provides invaluable input on the company's budget and operating finances and is an excellent resource in evaluating real estate transactions for potential investors both from a return and income tax perspective.

Teri Ward

Teri has worked for over 30 years as a Senior Executive Assistant to a large emergency physician partnership, supporting the Southern California Vice President, the Director of the Ambulatory and Urgent Care Practice, Regional Medical Directors and Emergency Department Medical Directors. In her role she has been involved in providing political advocacy support at the local, state and national level for the organization's legislative issues that benefit the partnership. This includes coordinating leadership participation in state and national medical societies, coordinating political donations, and planning two internal advocacy events for partners. Teri graduated from CSU-Fresno with a B.S. in Business Administration. Over the years her community involvement has included National Charity League, AAUW, Friends of the University Park Library, Orange County Performing Arts Center Guilds, and Friends of the Irvine Fine Arts Center.

Toni Hatamiya

Key to a successful portfolio of multifamily housing is oversight of property operations. Toni comes to Integrity Housing with solid experience in systems development and supervision. Managing our Northern California and Arizona properties, Toni oversees day to day portfolio activities and establishes working plans and systems for each project phase. In tandem with Integrity Housing's leadership team, she performs careful analysis of front and back-of-house operations, identifies areas for improvement and develops systems that provide support and solutions. Prior to joining Integrity Housing Toni served as Oracle's Director of Global Programs and Communications. She worked to develop and successfully implement global programs to enhance collaboration, provide mutual benefit for both sales executives and the partners they served and maximize incremental revenue growth. Through the programitization of processes and design of standards, the company was able to provide a better partner experience. Toni's goal at Integrity Housing is to ensure stakeholders have the tools and skills needed to effectively accomplish their objectives and to promote partners across the portfolio platform as well as insure financially successful communities.
