Cathy Hester has over forty years of experience providing excellent customer service in various industries. She has been an Interface team member since 2005. Cathy specializes in understanding the unique requirements of government customers and ensures that all obligations are met under the performance of contracts. She provides exceptional inside sales support, business development, and contract management support.
Cathy is an active member of the GSA Facilities, Maintenance and Hardware Acquisition Center Marketing Committee in Region 6 where she assists clients with the latest marketing programs.
Dave Knapp has been actively involved in Federal Agency business development and sales since 1977. After graduating from Yale University he worked for a United Technologies subsidiary for 8 years where he first gained exposure to the government market prior to joining Interface in 1982.
Since that time, Mr. Knapp has nurtured new clients for Interface that had virtually no federal business into multi-million dollar per year accounts with government agencies. Introduction of commercial off-the-shelf (COTS) products and services directly to agency customers or through prime contractors is an area he has been very successful in pursuing for Interface clients.
In the past 15 years, he has had a direct hand in helping Interface clients secure over $500 million in contract awards with multiple agencies for environmental services, facility maintenance and health and safety products.
In early 2013, Mr. Knapp was invited to join the board of the DC Chapter of the National Defense Industrial Association, a position he holds along with participation in NCMA, the Coalition and several other government -focused associations. Mr. Knapp sits on the advisory board of a local community bank and is a past-President of a prominent northern Virginia golf and country club.

Dr. Swiggett has provided management, technical and business development consulting services to many, major A&E/E&C, systems engineering, facilities construction project management, energy and environmental remediation firms in the United States for many years. He has focused on the US Department of Energy, NASA, the US Department of Homeland Security and the US Department of Defense.
Dr. Swiggett has previously held senior management positions with SAIC, Lockheed, Dupont, Atlantic Richfield and Olin while participating in the civilian space program, the US Department of Energy's nuclear energy program, the petrochemical and oil refining industry and international environmental programs.
Dr. Swiggett holds a Ph.D. in Chemical Engineering from Oregon State University (is an elected member of the OSU Engineering Hall of Fame) and a B.S. in Engineering Science from Trinity University. He resides in Palmyra, VA.

Larry Allen is the president of Allen Federal Business Partners and has over 23 years' experience in government acquisition. He provides critical information and advice to both top 10 federal contractors as well as small and medium-sized companies doing business with the government today. His goal is to increase the federal business of his clients through strategic relationship development, messaging, contract enhancement, market intelligence, and continuing contract compliance.
Larry's relationships in, and knowledge of, the federal contracting arena are second to none. He is routinely sought out by contractors, investment firms and other consultants to provide expert insight into various aspects of the federal market, including spending trends, market leaders, acquisition policy, and the opportunities to shape federal acquisition via coordinated government affairs campaigns.
Larry has written or contributed to four books on government contracting, including Multiple Award Schedule Contracting and The Secret of Schedules Sales Success. He has written numerous articles on the state of federal acquisition in periodicals such as "The Washington Business Journal", "Federal Computer Week" and "The Federal Times". He regularly teaches classes on government acquisition and has been a guest of the governments of South Korea, Canada, and Great Britain speaking on the topic of how foreign companies can do business in the US government marketplace.
For over 20 years Larry led the Coalition for Government Procurement, a leading non-profit association of government contractors. He joined the Coalition when it had a membership of 90 companies and a budget of a little over $100,000. He led the growth of the association into a brand-name organization with over 330 corporate members and a sizeable operating budget. Along the way he wrote parts of several landmark acquisition bills, promoted common sense regulations and helped modify or defeat proposals that would harm the ability of government contractors to conduct federal business that provided a fair return for their efforts.
Larry is an expert in GSA and VA Multiple Award/Federal Supply Schedule contracting, as well as GWAC and IDIQ contracts. He served as a member of the Multiple Award Schedule Advisory Panel and the "Federal Contracts Report" Board of Advisors. He has testified often before committees of the US Senate, House of Representatives, and several state legislatures.

Michael Kelley serves as President and CEO of Berkshire, Inc., which offers a broad range of problem-solving services in the international business sector, the energy and energy-consuming industries, environmental technology, high technology and health care sectors. Previously Mr. Kelley served as Deputy Assistant Secretary of International Trade at the U.S. Department of Commerce where his area of responsibility was the U.S. Basic Industries Sector, including the International Chemical Industry, the U.S. Energy Industry, the Ferrous and Non-Ferrous Industries and the Forest Products Industry. He also worked with the U.S. Department of Energy as Deputy Assistant Secretary for Congressional Affairs, and has extensive private sector experience with Babcock & Wilcox, Inc., Union Camp Corp. and HNG Corp. Mr. Kelley currently sits on the Board of Directors of Vanguard Voice Systems, Treadstone Technologies and Servhawk, Inc. In addition to CoalTek, Mr. Kelley is on the advisory board of Synzyme Technologies, LLC.

Michele Zentner has over twenty five years of experience facilitating and negotiating federal government contracts to secure profitable business for many key Interface clients. Michele is a recognized expert in contractual requirements and compliance. She has extensive knowledge of the Federal Acquisition Regulations, DOD Federal Acquisition Regulations, and General Services Administration Acquisition Manual. Her areas of expertise include General Service Administration, Defense Logistics Agency, Federal Prison Industries and the Department of Veterans Affairs.
Michele has served as the Co-Chairwoman of the GSA Greater Southeast Alliance Board in Region 7 since 2002. She also participates in various other government committees to keep current in the federal business environment. Michele is involved in several industry working groups to provide input for a smarter and better federal procurement system. Michele has received numerous awards from the government on behalf of Interface clients for outstanding performance.

Pat Gallagher is the managing partner at TransAtlantic Services. His areas experience includes Corporate Management, Legislative Action Plans, Acquisition Master Plans, Research and Development (R&D) Programs, Business Development and Sales activities for U.S. and international defense contractors. He has conducted business start-up activities for three European defense companies establishing US subsidiaries.
Mr. Gallagher's work on behalf of clients over the years has resulted in sales and program values in excess of $2.5B. His areas of expertise include the Department of Defense, the Intelligence Community, and the Domestic Counterterrorism communities. He has directed the efforts of over 35 prime and sub-contractors engaged in disparate development tasks under multiple contract vehicles.
Mr. Gallagher's clients have included Beretta Defense Technologies, Zeiss Optronics, L-3/ EOTech, Rockwell Collins, Systems Planning Corporation, Kongsberg Protech (Norway), Simrad Optronics, SAIC, Cubic Corporation, American Defense International, SFI Financial, Rheinmetall Defense (Germany), Heatgear (Denmark), LC Industries, TrustComm, and O3b Networks.
Mr. Gallagher is a retired Army special operations officer with 25 years of service. In 2003, he served as a Military News Analyst for three major television networks during Operation "Iraqi Freedom". He is a graduate of the University of Texas at Arlington with a Bachelor of Science Degree in Architecture.

Bob Williams has more than 40 years of experience in Federal Government Sales and Marketing and in Legislative Affairs. After completing his degree in Aerospace Engineering at the University of Virginia in 1968, Bob joined the Government Relations Office of the Trane Company in the Washington, DC Metropolitan Area. He worked with both Military and Civilian agencies that specified Trane HVAC Products. While at Trane Bob earned an MBA in Finance from American University.
In 1974 Bob joined the National Association of Manufacturers as Director of the NAM Energy Policy Committee where he coordinated input from NAM Members to the Congress on Energy Legislation.
In 1976 Bob joined Interface. He has extensive expertise in GSA Contracting, and in dealing with the Department of Defense and its Military Groups, the Defense Logistics Agency (DLA), the Coast Guard and the Federal Prisons Industries (UNICOR) for electrical wire and cable products and cable assemblies, commercial and household appliances, air filtration s, and pumps, valves and industrial equipment. Bob is a specialist on Navy and Coast Guard shipboard potable water system.
Rudy has over 40 years of experience in federal marketing, sales consulting. He has developed over 1 billion in contracts for civilian and Department of Defense Agencies. Rudy has advised government and private sector executives on e-commerce and procurement strategies, represented client interests to legislative and executive branches of government and has been at the forefront of procurement policy development throughout his career. Rudy holds a BS in Mechanical Engineering from Rensselaer Polytechnic Institute and an MBA in Marketing from Northwestern University.
