She was called to the English Bar at Gray's Inn, London in 1991 and was subsequently called to the Sabah (Malaysia) Bar in 1993. She is a founding partner of a Labuan based legal firm, M/s. Foo Teo and Associates which deals in both onshore and offshore matters.

Colin graduated from United Kingdom with a degree in engineering, a post graduate degree in computer science and a diploma in Chartered Institute of Banking. He worked in the banking sector for several years before managing a trust company in Labuan. Having being in Labuan since the beginning of 1994, he is one of the most experienced trust officer in Labuan.
