Alan Woghin - CFO, SVP

Alan Woghin, IPRO's Senior Vice President and Chief Financial Officer, has dedicated the last 25 years serving the healthcare / not-for-profit community. For the eight years prior to joining IPRO, he served as the Chief Financial Officer of The Institute for Family Health, a Federal Qualified Health Center with an operating budget of approximately $130 million. As Chief Financial Officer, his responsibilities included all financial operations of the organization, including federal, state and private funded grants and contract budgets, financial projections and analyses, preparation of financial statements, and audit and tax filings. Mr. Woghin is acquainted with IPRO from his previous work with the accounting firm of McGladrey and Pullen, where he served as a Partner in the Healthcare Services Group for approximately 16 years. In this role he focused on the accounting, finance and tax needs of healthcare and not-for-profit organizations. He holds an MS in taxation from C.W. Post College and a BA in accounting and business finance from Muhlenberg College, and is licensed as a Certified Public Accountant (CPA) in New York State.

Clare B. Bradley - SVP

As Senior Vice President and Chief Medical Officer of IPRO, Clare Bradley, MD, MPH, supervises the organization's quality improvement, managed care and end-stage renal disease departments. She is also responsible for managing and coordinating the medical operations and policies of the organization. Prior to joining IPRO, Dr. Bradley held senior management positions at the Suffolk County (NY) Department of Health Services, culminating in the role of Commissioner, an appointed position which she held from 1998 to 2003. Board certified in Internal Medicine, Dr. Bradley holds a Master of Science degree from Georgetown University, a Master of Public Health from Columbia University and a Medical Doctorate from the University of Maryland School of Medicine. Dr. Bradley completed residencies at the University of Maryland Hospital (internal medicine) and the Stony Brook University Hospital (preventive medicine). She is an Associate Professor in the Department of Preventive Medicine in the School of Medicine at the State University of New York, Stony Brook. Dr. Bradley is a Past President of the American Health Quality Association, an educational, not-for-profit national membership association representing Quality Improvement Organizations and other professionals working to improve healthcare quality and safety. She is a Past President of the American Cancer Society, Eastern Division. Dr. Bradley received the Edward L. Trudeau Award from the American Lung Association in 2002 and the St. George Award from the American Cancer Society in 2009.

Dr. Jennifer Edwards is Associate Vice President of IPRO's Managed Care Department where she leads a multidisciplinary team in support of state health care quality measurement, improvement, and reporting. She is also Director of the Center for Program Evaluation. A seasoned consultant and driver of organizational improvement, Dr. Edwards has provided leadership to consulting organizations in assessing customer needs and delivering information and tools to help them achieve their goals. With substantial academic and policy credentials, Dr. Edwards bridges the gap between research, practice, and policy. Her 30-year career has aimed to make the healthcare system work better for vulnerable populations by addressing gaps in access, affordability, quality, and safety in the Medicaid and CHIP programs. Dr. Edwards has written numerous publications on delivery system transformation and Medicaid policy. She has led large, state and national evaluations of Medicaid/CMS initiatives. Dr. Edwards joined IPRO in 2017 with the goal of expanding IPRO's focus on integrating policy and practice, particularly linking IPRO's long history in the quality arena to payment reform. Dr. Edwards earned her doctorate in Health Policy at the University of Michigan School of Public Health, a Master of Health Science from the Johns Hopkins University Bloomberg School of Public Health, and a Bachelor's degree in Health and Society at Brown University.

Dr. Patricia Gagliano

Dr. Patricia Gagliano is an Internal Medicine physician and a member of IPRO's leadership team. In her role as Vice President of IPRO's Healthcare Quality Improvement Department, she is responsible for leading efforts to drive greater connectivity and coordination across all settings to transform healthcare delivery for healthcare consumers. She oversees quality improvement initiatives that span multiple states on behalf of state and federal contracts. Dr. Gagliano serves as the State Program Director for New York on IPRO's five-year Quality Innovation Network-Quality Improvement Organization (QIN-QIO) contract with the Centers for Medicare & Medicaid Services. In this role she oversees quality improvement initiatives in settings across the continuum of care and coordinates efforts with healthcare professionals, partners, patients and families to share knowledge, spread best practices, and improve care integration, with the ultimate goal to improve the quality of care for Medicare beneficiaries across New York State.

Dr. Edison Machado is a doctor of internal medicine with more than a decade of experience as a healthcare performance measurement and improvement executive. He serves as Senior Vice President, Chief Strategy Officer for IPRO. In this capacity Dr. Machado leads IPRO's Solutions Group which includes corporate strategy, business development, proposal solutions, corporate quality management, and communications solutions. He previously served as the Clinical Project Lead for the Centers for Medicare & Medicaid Innovation (CMMI) Episode Grouper for Medicare project under subcontract to Brandeis University team and currently acts as IPRO's CMS Measures and Instrument Development and Support (MIDS) IDIQ lead. Dr. Machado is an expert advisor to federal and state governments and has served on numerous advisory committees including the Centers for Medicare & Medicaid Services (CMS) Physician Cost Measures and Patient Relationship Codes (PCMP) Technical Expert Panel (TEP), CMS MACRA Episode Care Groups and Resource Use Measures TEP, the NYS DOH's Chronic Heart, Pulmonary, and Diabetes Value Based Payment Clinical Advisory Group, the URAC Measures Advisory and Research Group (Chair), the NQF Attribution Multi-stakeholder Committee for the Attribution: Principles and Approaches Project, and the NQF's Measures Feedback Loop Committee (Co-Chair). Prior to his current role with IPRO, Dr. Machado worked as Senior Director in the Strategic Partnerships Department at National Quality Forum. While at NQF, he directed projects related to uses of healthcare performance measurement information for payment incentives, public reporting, accreditation and certification, workforce education, and systems improvement. Dr. Machado received his undergraduate degree in Biological Sciences from Cornell University and earned both Doctor of Medicine and Master of Business Administration degrees from Yale University. Dr. Machado undertook his clinical training in internal medicine at New York Presbyterian-Weill Cornell Medical Center.

Harry M. Feder - COO, SVP

As IPRO's Chief Operating Officer, Mr. Feder serves as project director for IPRO's Medicaid and state contracts, and provides oversight of IPRO's Medicaid Integrity programs. Leading a department of more than 300 professionals with contracts in over 20 states and the District of Columbia, Mr. Feder is responsible for ensuring that necessary and appropriate care is provided across the continuum of care. Under Mr. Feder's direction, IPRO works with numerous state agencies assisting with delivery system reform, conducting utilization review and quality improvement activities, overseeing the treatment and quality of care provided to chronic care patients and patients with AIDS, oversight of the Early Intervention Programs to assure appropriate care to children from birth to age three, and monitoring hospital and residency training programs to assure compliance with working hour regulations. Included in each of these programs are requirements to coordinate sampling and data collection strategies, oversee data analysis and evaluation, as well as develop and maintain databases corresponding to review and reporting requirements. Mr. Feder also serves as the project director for contracts with the Centers for Medicare & Medicaid Services (CMS) related to Medicaid Integrity Programs (MIC), Professional Business Services (PBS) and Qualified Independent Contractors (QICs). Mr. Feder has in-depth knowledge of processes and issues surrounding the monitoring and assessment of the Medicare and Medicaid programs. He also has extensive knowledge and a national perspective of programs dealing with Payment Alternatives, Utilization Review, Quality Improvement, Managed Care, Long-Term Care, Fraud and Abuse, and Independent Review of Appeals. Mr. Feder was President of the National Association of Independent Review Organizations (NAIRO) and is the author of a regular column in the Journal of Health Care Compliance. He is a member of the URAC Board of Directors and chairs the URAC Legislative and Regulatory Committee. The New York University Graduate School of Public Administration awarded Mr. Feder a Masters Degree in Public Administration.

Dr. Matthew Roberts is the Vice President of State Healthcare Assessment at IPRO, where he provides oversight for New York State Medicaid healthcare provider compliance monitoring and quality improvement activities. Previously, he served as Senior Director of Health Informatics, and prior to IPRO, he managed the informatics and IT program at the Chicago Department of Public Health. Nikolas Matthes, Assistant Vice President, State Healthcare Assessment, has more than 20 years of experience in health care performance measurement. He led multi-disciplinary teams to develop clinical measurement, benchmarking, and analytics solutions and clinical quality measures across a multitude of care settings in state, federal, and private sectors, both in the United States and internationally. His professional experience spans not-for-profit organizations, trade associations and the health care industry. His health care quality measure expertise includes patient level clinical quality, electronic clinical quality, and nursing sensitive quality measures as well as survey-based patient reported outcome and patient experience measurement. Dr. Matthes served on the National Quality Forum's Technical Expert Panel for Outcomes and Efficiency Measures and the Measure Application Workgroup for Hospitals, as well as on CMS' Electronic Clinical Quality Measure Development and Maintenance for Eligible Professionals Technical Expert Panel. He was principal investigator for AHRQ's MONAHRQ initiative developing software enabling organizations to generate a health care quality reporting website. Dr. Matthes holds an adjunct appointment as Assistant Professor in Health Policy & Management at the Johns Hopkins Bloomberg School of Public Health where he teaches graduate level classes on Performance Measurement in Health Care. As IPRO's Chief Information Officer/Security Officer, Mr. Alfieri is responsible for the overall management, operation and enhancement of IPRO's technology infrastructure required to meet Federal, State and corporate contractual obligations. Mr. Alfieri has over 25 years of experience in the Health Care Information Technology arena. His accomplishments include development and enhancement of statewide and national health information systems; management of state and federal health care programs; contract negotiation and compliance; work plan development; interface requirements definition; technological needs assessment; operational procedure review; and vendor evaluation and assessment. In 2012, Mr. Alfieri was recognized as one of the top 100 leaders in the Health IT community by the HealthTech Council, a research-based organization providing high impact forums for executive level collaboration and information exchange on technology issues facing the Health Care community. Mr. Alfieri is also the first ever winner (2009) of the QIO Program Security Point of Contact Award from the Centers for Medicare and Medicaid (CMS) Services presented at the annual QIO/ESRD, recognizing superior performance in safeguarding Medicare Information Systems. He has also received the CMS 2005 Award for Outstanding Service to the SDPS QIO Community. Sara Butterfield serves as the Assistant Vice President of the Health Care Quality Improvement Program. Under the Centers for Medicare & Medicaid Services' (CMS) Quality Innovation Network-Quality Improvement Organization (QIN-QIO) contract she serves as the Program Director for New York and New Jersey, and leads the Transitions of Care initiative across the IPRO QIN-QIO region, which includes 11 states and the District of Columbia. As part of a subcontract, Ms. Butterfield also serves as Lead for the Transitions of Care initiative for Alliant Quality's QIN-QIO work, which includes seven states. Ms. Butterfield is responsible for facilitating and managing quality improvement initiatives addressing the National Quality Improvement Priorities for Medicare beneficiaries, as identified by CMS. Since joining IPRO in July 1998, Ms. Butterfield has coordinated collaborative partnerships with acute care hospitals, home health agencies, hospice organizations, skilled nursing facilities and physician practices on a cross-setting, multidisciplinary level to facilitate performance improvement initiatives in support of improved healthcare management, coordination of care and population health. Ms. Butterfield holds a bachelor's of science degree in nursing from Russell Sage College, Troy, NY. Susan Caponi, CEO of IPRO's End-Stage Renal Disease Network Program, is a registered nurse and healthcare program executive with more than 35 years' experience. She has dedicated the last fourteen years of her career to ensuring that people with end stage renal disease receive appropriate, timely and equitable care. Ms. Caponi provides leadership and executive oversight for the four IPRO ESRD Networks that comprise the IPRO ESRD Network Program. She has fiscal responsibility for a $25 million budget, and has been instrumental in the exponential growth of IPRO's ESRD Program since its inception in 2006.

Theodore O. Will serves as the Chief Executive Officer of IPRO, one of the largest healthcare evaluation organizations in the country. Mr. Will has been involved in the management of healthcare evaluation operations and establishing quality improvement initiatives for nearly 40 years. Providing leadership in a number of national and state healthcare organizations, Mr. Will is a Fellow of both the American College of Healthcare Executives (ACHE) and the New York Academy of Medicine; a member of the American Board of Quality Assurance and Utilization Review, and has served on the ACHE Regents Advisory Council. He is a past Board member of the American Health Quality Association (AHQA), Mr. Will previously held the office of Treasurer of the AHQA Board of Directors and was a member of the Chief Executive Officers' Section of AHQA. Mr. Will was awarded the first Annual Healthcare Quality Improvement Distinguished Executive Leadership Award. The award, which is sponsored by the James Q. Cannon Memorial Endowment, was presented at the 1999 American Health Quality Association Annual Session. In 2007, he was honored with a Leon J. Warshaw Leadership in Health Care Award, presented by the Board of Directors of the Northeast Business Group on Health. Ms. Hill oversees all managed care measurement and performance improvement activities at IPRO, including clinical studies, case review, audit and validation services and satisfaction surveys. As Vice President, Managed Care, she currently manages IPRO's external quality review contracts in Pennsylvania, New York, Kentucky, Rhode Island, and Nebraska, and Medicare managed care projects. Ms. Hill served on the CMS expert panel that advised on and contributed to the development of the mandatory and optional EQR protocols established in the Department of Health and Human Services' final EQR rules. She is a health care professional with clinical and oversight experience in acute, community and home health settings, as well as clinical management and health sciences education in the United States, Australia and South East Asia. She has had positions within IPRO as Assistant Director of Special Projects and most recently as the Senior Director of Medicaid State Healthcare Assessment & the AIDS Intervention Management System (AIMS) Review Program, responsible for directing utilization review operations, providing technical assistance to facilities and supporting New York State Department of Health (NYSDOH) contracts associated with HIV treatment and prevention, perinatal infectious disease, COVID-19 and quality review. Ms. Ferguson is familiar with the New York and Rhode Island Medicaid environments and provides clinical and administrative support to DOH special projects, actively participates on DOH advisory committee workgroups, is involved in the development of training and webinar presentations, and serves as a provider liaison. She has also participated in ongoing NYSDOH Sepsis and Perinatal Re-designation quality projects and administers budgets and contract work plans for multi-stream funding in excess of $13.5 million annually.
