A.J. "Chip" Bogosian

Overwhelmingly enthusiastic about the quality of care provided at Island Health, Bogosian said it was "a determining factor in my decision to retire to Guemes. Our hospital is a true anomaly: We've managed not only to attract and hold top-notch physicians, surgeons, oncologists, nurses and administrators, but everyone at the hospital works as family, with all members working in the same direction. I've come from other systems, so I can compare. Our quality of care is nothing short of fantastic." Bogosian received his Doctor of Medicine from the University of Arizona in 1973. He completed his surgery internship through the Tucson Hospitals Medical Education Program, his surgery residency at the University of Washington and his anesthesia residency (with a Senior Student Fellowship) at Harvard University. In 1977-1978 he was a Fellow in Regional Anesthesia at Virginia Mason Medical Center. Author of pivotal articles in the field of anesthesia, Bogosian has served as Chief of Anesthesia at Swedish Hospital Medical Center, Providence Hospital, and the United Cerebral Palsy Dental Facility in Seattle; Chief of Cardiac Anesthesia at Swedish Hospital Medical Center; and President and Treasurer of the Physician's Anesthesia Service (Washington's largest Anesthesia group). Voted as one of Seattle's Top Doctors in 2004, Bogosian retired in 2005, after serving since 1979 as Staff Anesthesiologist at Swedish Hospital Medical Center. He is a former Associate Clinical Professor of Anesthesia at the University of Washington and currently serves as Senior Medical Examiner for the Federal Aviation Administration. Bogosian is also Parental Advisor to Camp Good Times, a camp for pediatric cancer patients, sponsored by the American Cancer Society.

Dr. Jason Hogge

Dr. Jason Hogge, MD brings more than 15 years of exceptional clinical expertise to the role of Chief Medical Officer at Island Hospital. Currently a primary care provider at Anacortes Family Medicine, Hogge is also Medical Director at Island Hospital's Walk-In Clinic. Community minded and collaborative, Hogge's Island Hospital physician leadership experience includes six years on the Medical Executive Committee and two as Chief of Staff. He believes deeply in educating and cooperating with patients and families to obtain a holistic, patient-centered approach to medical care. Hogge was also a pivotal leader on the transition team of providers that supported the Island Primary Care - Orcas clinic opening. He received the Partnership Award (2006) for his excellence in patient care and professional competencies. Since 2006, Hogge has served as the Clinical Associate Professor of Family Medicine at the University of Washington in Seattle, staying at the forefront of innovation and medical breakthroughs. He was awarded the Clinical Faculty Teaching Award 2019 for his excellence in teaching medical students while providing exceptional care. Prior to coming to Anacortes, Hogge was Chief Resident at Mercy Family Medicine in Janesville, Wisconsin where he also worked as a primary care physician in urgent care centers around the state. Hogge received his Doctor of Medicine from Ross University School of Medicine in Dominica, West Indies and his Bachelor of Science from Weber State University in Ogden, Utah.

Elise Cutter - CEO

Formerly Island Health's Chief Operating Officer (COO) and Chief Financial Officer (CFO), Elise Cutter has risen through the ranks, recognized throughout her years of service to the organization as a leader and dedicated employee. In 2002, Cutter was named Island Hospital Employee of the Year and in 2007, as Finance Director, she received the coveted Island Hospital Management Leadership Award. Cutter and her family left Anacortes from 2009-2011 for her husband's Navy career. Upon their return to Anacortes, Cutter rejoined the hospital's management team. In 2013 Cutter took on the CFO role, and under her leadership significantly increased the hospital's cash reserves while spearheading initiatives to save hospital and taxpayer dollars. In 2020, as Chief Operating Officer, Cutter readied the organization to address the COVID-19 pandemic, standing up emergency operations, including both testing and vaccination clinics. Under her leadership, Island Health was one of the first healthcare entities in the region to offer vaccinations in December 2020. Cutter received a Bachelor of Science Degree in Accounting from Villanova University and obtained a Master of Business Administration with a focus in Healthcare Management from Western Governors University. Prior to joining Island Health in 2001, Cutter was employed at a public accounting firm in Seattle and worked as a controller for a manufacturing firm in Everett, Washington.

Jan Iversen

Jan Iversen brings medical and business experience to Island Health's Board of Commissioners. In addition to her vast professional experience, Iversen is a prominent figure and philanthropist within the local community with a focus on advocacy for senior citizens. Iversen is a retired President and CEO of Kinesis Manufacturing, Inc., and an aerospace-manufacturing consultant for Fortune 500 companies. Furthermore, Iversen sat on Island Health's Finance, Quality Management, Capital Campaign and Feasibility Study Committees, as well as previously serving as President of the Board of Commissioners. In addition to her notable business accomplishments, Iversen was the recipient of the Anacortes Volunteer of the Year and was the first recipient of the Community Service Excellence Award from the Anacortes Chamber of Commerce in recognition of her local leadership. Currently, Iversen is a member of the Dr. Samuel G. Brooks Guild (Seattle Children's Hospital); a volunteer with the Anacortes Family Center and Summit Assistance Dogs; a Community Emergency Response Team (C.E.R.T.) leader on Guemes Island; and an ambassador for Friends of the San Juans. She is a sponsor of the annual Education Scholarship Award Oak Harbor JROTC and an advisor to the annual Richard Iversen Tuition Assistance Award, a scholarship setup through the Island Hospital Foundation in honor of her late husband. In addition, Iversen is a senior advocate for Skagit County and a member of the Anacortes Senior Activity Center Foundation Board.

Julie Norton Stewart - CFO

Julie Norton Stewart joined Island Hospital's leadership team as the Chief Financial Officer in January 2021. Stewart brings a depth of experience to the role with over 20 years of expertise in leading financial operations including developing financial models, assessing financial risk, evaluating cost structures and revenue streams, and maintaining annual operating budgets. Stewart earned her Bachelor of Science in Finance and Master of Business Administration from Clemson University in South Carolina. Originally from a town in the outskirts of Cape Cod, Massachusetts, Stewart relocated to Portland, Oregon where she created a home for herself and her family, eventually becoming the Owner and Chief Operating Officer of the Academy Theatre. Prior to joining Island Hospital, Stewart led a successful career in finance, holding prominent roles such as Financial Consultant, Senior Financial Analyst and Director of Finance. As the Chief Financial Officer at Island Hospital, Stewart provides oversight of Finance, Patient Accounts, Revenue Cycle (Patient Access, Medical Records and Coding), Information Systems and Materials Management. After relocating to Anacortes, Stewart noted how it feels reminiscent of the coastal area where she grew up in Massachusetts. Stewart and her family are happy to be a part of Anacortes' vibrant community and explore all that Fidalgo Island has to offer.

Lynne M. Lang

Lynne M. Lang received a Bachelor of Science degree in Accounting from Chapman University, a Masters of Business Administration degree from City University and a Doctorate in Management and Decision Sciences from Walden University. She is the founder and CEO of Anacortes-based Lynne M. Lang Accounting & Business Services Company and formerly served as Anacortes School Board Director, an elected position charged with forming strategic connections between the school system, businesses, parents and other community stakeholders. In addition, Lang has served as Comptroller of the City of Oak Harbor and has held positions with two financial services companies and two regional hospitals. She has a 30-year record of volunteer service and community involvement with organizations that include Hospice of the Northwest, Friends of Home Health Care, Anacortes School District, Fidalgo Island Rotary, Anacortes Chamber of Commerce, Soroptimist International of Anacortes and local youth sports activities. Long-time residents of Oak Harbor, Lang and her husband, who was born in Anacortes, moved to this community over 10 years ago. She says she is honored and delighted to be given the opportunity to serve on the Island Health Board of Commissioners.

Paul M. Maughan

Paul Maughan has served on the Board of Commissioners since March 1997 and has led important initiatives for the welfare of our community. In addition to his local service, Maughan is nationally and internationally recognized as a prominent figure within the academic community. Dr. Maughan holds a Doctorate in Physical Oceanography, as well as degrees in Mechanical Engineering and Meteorology, and is an internationally-recognized expert in satellite imaging systems. After 35 years, Maughan retired from his consulting company where he was intimately involved in the application of advanced technology such as Geographic Information Systems (GIS) and Global Positioning Systems (GPS) and was an early contributor to what is now Google Maps. He has served as a contractor, advisor and contributor to several groups including the National Academies' National Research Council. Within the local community, Maughan leads a full and spirited life where he has spearheaded significant projects such as the Automated External Defibrillator (AED) Project, which was enthusiastically received in Anacortes and neighboring communities. He also serves on the Board of Directors of the Snowater Resort and enjoys traveling worldwide to visit family.

Warren Tessler

Warren Tessler has over 27 years of healthcare management experience working in executive positions for hospitals across the United States. In addition to his professional experience, Tessler has a diverse background with volunteerism and community service. Tessler received his Bachelor of Arts in political science and Russian language from Arizona State University and his Master of Business Administration (MBA) from Portland State University in Oregon. He also received technical training from Johnson and Wales University in Providence, RI, earning a diploma in baking and pastry arts. In addition to his academic achievements, Tessler has become a prominent figure in the local community with both his business accomplishments and his dedication to civic duty. After moving to Anacortes in 2000, Tessler became well-known as the owner and pastry chef of La Vie en Rose Bakery in downtown Anacortes. He also served as Director of Marketing and Operations for Anacortes' Trust Accounting Center. Along with serving as the President for Island Health's Board of Commissioners, Tessler is the President of the Anacortes Parks Foundation, Treasurer for the Anacortes Family Center, chairs the Guemes Channel Trail Planning Committee, and is an active member of the Anacortes Kiwanis Noon Club. In addition, he co-chairs the Anacortes Bicycle and Pedestrian Advisor Committee and directs the annual Anacortes Open Streets event. Tessler has become a passionate leader within the community because he feels public services should support and enhance the lives of local citizens.
