Ayesha Nichols

As Chief Contracts Officer for J3 Consulting, Ayesha Nichols maintains a keen eye on customer satisfaction, contract management, and project operations. She is the single point of contact for all J3 contractual matters. Working collaboratively with all departments she oversees the life cycle of client contracts to ensure compliance and risk mitigation. In addition, Ms. Nichols directs J3's project operations, making quality work performance and on-time deliverables each project's top priorities. Ms. Nichols has more than 20 years of management experience in the federal government, commercial, and non-profit sectors. Prior to coming to J3 Consulting, she held various leadership positions at DB Consulting Group for more than 15 years. There she helped guide strategic objectives related to contract management, quality management, and project operations. She is a member of the National Contract Management Association (NCMA) and with this alliance she can stay current with contract related methodologies, practices, and resources. In 2010, she received a Master of Science in Project Management and demonstrates this level of knowledge in her direction of all J3 Consulting contracts. Much earlier and at the beginning of her career in 1999, she obtained her Doctor of Law credentials that lends to her success as a contract administration subject matter expertise. When Ms. Nichols is not reviewing contracts or project deliverables, she is crocheting or caring for the bounty of plants at her home. Originally from Denver, Colorado, she now resides in Baltimore, MD.

Ira L. Hobbs

As the Federal Government Advisor at J3 Consulting, Ira L. Hobbs' focus is building long-lasting relationships with new and existing government clients. In his role, he serves as a coach to J3's chief executive officer, contributing his expertise and guidance as she navigates through the federal government's massive landscape. In addition, he is a key Brand Ambassador, introducing the company's offerings and capabilities to future clients that would benefit from J3's support services. Before coming to J3 Consulting, Mr. Hobbs served as the Deputy Assistant Secretary for Information Technology (IT) at the U.S. Department of the Treasury and as Deputy Chief Information Officer (CIO) for the U.S. Department of Agriculture. Mr. Hobbs was responsible for providing broad leadership in planning, budgeting, acquiring, and managing IT resources. This included formulating policies and programs to maximize the value of IT investments and minimize risks. In addition, Mr. Hobbs represented the Treasury and Agriculture agencies' IT interests with external stakeholders, other Federal agencies, the U.S. Congress, and various private sector entities. During his federal career, Mr. Hobbs served as co-chair of the Federal CIO Council's Workforce Committee whose goal was to improve the recruitment, retention, and skills of the federal IT workforce. For his leadership, Mr. Hobbs was selected by Federal Computer Week as a recipient of the Fed 100 Award for five consecutive years, and ultimately inducted into their Hall of Fame. He is a member of Greater Leadership Washington's, Class of 1996, former President of the Association for Federal Information Resources Management and was Vice Chair at large of the Industry Advisory Council. Mr. Hobbs is a native of Tallahassee, Florida, where he received his Bachelor of Arts degree in political science at Florida A&M University and received a Master's degree in Public Administration at Florida State University. He currently lives in Mitchellville, MD., along with his wife Deborah and son, Ira Lynn.

Jeannie Jones-Ledford - CEO, President

As President and CEO of J3 Consulting, Jeannie Jones-Ledford is the woman behind this HUBZone certified, Small Disadvantaged Business (SDB). J3 Consulting was built on Jeannie's extensive range of experience creating successful solutions for federal government agencies and commercial industries. Under her leadership, J3 offers highly respected support services in the areas of Project Management, Information Technology, Program Management, Change Management, and Training. Mrs. Jones -Ledford remains actively engaged with J3's clients developing transformational strategies and working to ensure consistent delivery while driving and managing strategic objectives, diversification and rapid company growth. As an executive she is a leader, partner and a coach to the leadership teams, instilling the company's core values, such as Integrity, Diligence, Reliability, Compassion, and Accountability. Her tenacity, integrity, and strong character allowed her to grow J3 from a non-existent government practice with zero revenue to now a trusted partner with multi-millions in revenue within a short timeframe. She created the company's motto "Plan the Work…Work the Plan" because she strongly believes that out of the box and forward thinking, innovation, dedication, and hard work yields accomplishment and success. This is what has made her a reputable entrepreneur over the years. And this is what makes her a leader destined to accomplish her mission and vision to be the top Contractor of Choice when government and private companies need quality and results. Mrs. Jones- Ledford holds a Bachelor of Science degree from Bennett College. Throughout her career she has obtained various certificates of knowledge showing her zest for pursuing continuous education and staying abreast of current disciplines in her field of work. She has certifications in Artificial Intelligence (AI) from UiPath and attended American University Industry Focus Groups on Change Management and Program Management. Mrs. Jones Ledford received the 2016 USDA Research, Education, and Economics (REE) Small Business of the Year award. She currently lives in Ashburn, VA with her husband Derrick Ledford and their daughter Sade and their Miniature Schnauzer "Harper". Mrs. Ledford has passionately supported multiple charitable events and causes throughout her lifetime.

Peter F. Cipriano - CIO

Cipriano brings over 25 years of experience to J3 and is highly recognized as a global Subject Matter Expert for Secure Digital Services. Throughout his career, he has held senior-level roles at Unisys and IBM. In addition, he has used his expertise to transform U.S. Federal agencies, the global public sector, including Intelligence agencies and commercial clients, to modernized digital service-based organizations. During his most recent role at Unisys, Cipriano played a significant part in building the Unisys Regulated Business strategy. Additionally, Peter will oversee the company's IT strategy for internal and external customers, which includes leading CIO Advisory Services, Business and IT Performance Management and Professional Development offerings. Recognizing the expansion of the Federal Government's Cyber requirements due to recent security exploitations such as Log4j and SolarWinds, Cipriano will build on the stellar assessment and compliance capabilities of J3 to meet new Zero Trust requirements. Adding to his impressive credentials, Cipriano is an established innovator with four patents and five publications in data center and cloud services, which he earned during his tenure at IBM.

Wade Oakes

As the Program Manager for J3 Consulting, Wade Oakes brings an extensive background and history in Software Development and Information Technology (IT). In his current role, Wade leverages his vast experiences in these fields to help our clients identify areas for alignment of best practices across large development efforts, as well as innovations to help solve cumbersome process flows. With a total career that spans 29 years, Wade has extensive experience in software development, software development team management ( local and remote), as well as management of teams that support enterprise applications for major technology companies. Prior to coming to J3, Wade served as an Operations Director for NCR where he steered over 17 teams consisting of +1200 members in the alignment of software development and testing practices to help in standardization and overall quality improvement. In a period of only two years, his efforts helped raise NCR's Net Promotor Score (NPS) from an abysmal -17 to an astounding +18 score. Mr. Oakes has served as a Software Development Manager for Synapse Wireless where he personally created and managed multiple, remote software development teams in the development of Internet of Things applications. He has also served other Fortune 500 companies in directing multiple teams in support of enterprise applications that help "run the business" as well as having served as a software developer for multiple Federal Government programs. Wade earned his BS in Computer Science from the University of Alabama. He currently resides in Somerville, AL with Rachel his wife of 30 years. He has been long retired from coaching youth sports as his sons have recently graduated from college. Now, in his spare time, he enjoys going to the gym and trying to minimize his losing of golf balls.
