Angela Bailey

Angela Bailey joined the Jones-Heroy & Associates team in August 2023, stepping into the role of Technician. Prior to joining JHA, Angela worked at DPIS Engineering, LLC (aka Arcxis) for 10 years. During her tenure at DPIS Engineering, Angela held the position of Manager of the Builder Integration Group. In this capacity, she worked to improve the project process and the development of innovative, efficient methods for handling engineering plans. Angela earned certificates in the interpretation of engineering plans, site plans, and HVAC systems. Furthermore, she collaborated with the Texas Department of Insurance in the processing and approval of windstorm area inspections and certifications, ensuring regulatory compliance and quality assurance. Angela's experience provides valuable understanding of construction processes, regulatory processes, and attention to detail essential to her role with JHA of providing support with Texas Commission on Environmental Quality (TCEQ) bond application process, construction documentation management, and Municipal Separate Storm Sewer System (MS4) documentation and reporting.

Bert Holmstrom

Bert Holmstrom received a bachelor's degree in Animal Science from the Texas A&M University in 1975. Before joining Jones-Heroy & Associates Inc. in 2021, Bert worked 10 years with the City of Killeen in the Public Works Department. During Bert's tenure with the City of Killeen, he was a Project Manager responsible for management of construction projects involving streets, water, wastewater, and storm drains while working with various contractors to ensure construction was completed on time and within City of Killeen requirements. Bert is responsible for construction observation and project coordination.

Crystal Pirone

Crystal Pirone joined the Jones-Heroy & Associates Team in August 2021. Prior to joining JHA, Crystal worked in the Facilities Services Division with Austin Public Library for 12 years as part of the team focusing on project management for bond related Capital Improvements Program (CIP) and internally funded construction projects for the library branches. She led renovation projects, outlined requirements, organized input meetings for staff and citizens, oversaw the hiring of consultants, and brought projects to final completion within City of Austin requirements. She was also responsible for developing specifications for purchasing and service contracts, taking bids, and managing contracts for the department once awarded. Crystal's experience provides valuable understanding of contract processes and attention to detail essential to her role with JHA of providing support with the Texas Commission on Environmental Quality (TCEQ) bond application process, and construction documentation management for utility district clients.

David Holler

Jason S. Jones - VP

Jason S. Jones received a bachelor's degree in Agricultural Engineering from Texas A&M University in 1999 and received a master's degree in Rangeland Ecology and Management from Texas A&M University in 2006. He received his license to practice as a professional engineer from the State of Texas in 2007 (License No. 100034). Jason's professional experience includes private consulting with HDR Engineering and State employment with Texas Agrilife Research. In 2010, Jason joined Jones-Heroy & Associates, Inc., opened the Lampasas office, and became a corporate partner in 2011. Jason specializes in water and wastewater planning, regulation, design, and construction management support.

Jenny Pollard

Jenny Pollard joined Jones-Heroy & Associates, Inc. in January 2023, having worked in the land development industry for over 20 years. Prior to joining JHA, Jenny worked with Randall Jones Engineering, Inc., Austin, Texas. Jenny's experience provides valuable understanding of construction processes and attention to detail essential to her role with JHA of providing administrative support and support with Texas Commission on Environmental Quality (TCEQ) bond application process and construction documentation management.

Ken Heroy - President

Ken Heroy received a bachelor's degree in Civil Engineering from Louisiana Tech University in 1989. He received his license to practice as a professional engineer from the State of Texas in 1999 (License No. 85479). After spending two years as a water engineer in the Peace Corps, he began his career in Texas in 1992 with the Texas Natural Resource Conservation Commission (now TCEQ) Creations and Bond Review Team. In January of 1996, Ken went to work for the Texas Water Development Board (TWDB). At the TWDB, he worked in the Office of Project Finance and Construction Assistance reviewing applications from cities and water districts for loans under the State Revolving Fund (SRF) program and the Economically Distressed Areas Program (EDAP). In September of 1998, Ken left state government for the private sector. He spent 8 ½ years in engineering consulting, planning, and designing master planned communities in central Texas before joining Sam Jones Consulting, Inc. on February 1, 2007. On May 1, 2009, the company's name was officially changed to Jones - Heroy & Associates, Inc. Ken became President in 2015, when Sam Jones retired. Ken oversees the Austin office. Jones-Heroy & Associates, Inc. represents water districts (i.e., Municipal Utility Districts) as District Engineer and provides construction plan review, operation and maintenance technical support, bond application preparation, administrative, and construction management services.

Marion Osteen

Marion "Buck" Osteen received a bachelor's degree in Civil Engineering from Clemson University in 1973 and received a master's degree in Environmental Engineering from Clemson University in 1977. He received his license to practice as a professional engineer from the State of Texas in 2017 (License No. 126529). He is also a licensed professional engineer in Florida, North Carolina, and South Carolina. Buck has an extensive background in the water and wastewater industry. Buck worked for Black & Veatch for 25 years designing and managing municipal water and wastewater projects. Prior to joining Jones-Heroy & Associates, Inc., he worked for American Water at Fort Hood, Texas for 8 years. Buck joined Jones-Heroy & Associates, Inc. in 2020 as a Senior Project Manager and is responsible for design, planning, bidding, and construction administration for water and wastewater projects.

He received a master's in business administration in 2015 from Concordia University of Texas. Ziaul joined Jones-Heroy & Associates, Inc. in September 2022 and is responsible for the company's growth and business development in the Austin and Dallas areas as well as managing and processing TCEQ applications for bond issues and creations.
