Retired Lieutenant General Charles Hooper joined the board in 2021 and is the former Director of the Defense Security Cooperation Agency (DSCA).
Retired Lieutenant General Charles "Hoop" Hooper is a member of the board and is based in the Washington, D.C./Baltimore area. He is the former director of the Defense Security Cooperation Agency (DSCA). This included oversight of 20,000 people globally and over $50 billion (USD) in annual sales. In that capacity, he served as the Department of Defense expert on U.S. security assistance funding and U.S. foreign military sales.
Charles Hooper is recognized as one of America's most distinguished soldier-diplomats and known as a conceptual and analytical thinker. He is a consummate negotiator and trusted adviser who effectively navigates complex, sensitive issues and challenges and is a catalyst for collaboration and cooperation.
Charles is a member of the board of directors for the National Bureau of Asian Research (NBR) and a senior fellow at Harvard University's Belfer Center for Science and International Affairs. He is also a senior nonresident scholar at the Atlantic Council and the Carnegie Endowment for International Peace as well as a member of the Council on Foreign Relations (CFR).
Charles is a graduate of the United States Military Academy, West Point (BS) and Harvard University Kennedy School of Government (MPA), where he was awarded the Don K. Price Award for Academic Excellence and Public Service. He also holds a certificate in Chinese language and literature from the British Ministry of Defense Chinese Language School and returned to Harvard University as a postgraduate research fellow at the Weatherhead Center for International Affairs to study U.S.-China military relations.

Frank J. Coyne joined the board in 2009, bringing years of expertise as an attorney and business executive.
Frank J. Coyne joined the board in 2009, where he contributes his many years of experience as an attorney and business executive. With his deep expertise in the insurance industry, Frank provides UL with valuable guidance on legal and human resources matters as well as his overall business acumen.
Frank joined Insurance Services Office (ISO) as president and chief operating officer (COO), was elected president and chief executive officer (CEO) in 2000 and became chairman two years later. He spearheaded ISO's acquisition of more than 20 companies, fortifying the company's capabilities. In 2008, Frank led the initiative that created Verisk Analytics as the parent of ISO and its family of companies.
Following a distinguished career in the U.S. Army where he rose to the rank of captain, he served as a trial attorney for the U.S. Department of the Treasury, vice president and assistant general counsel of Universal Underwriters Group and associate general counsel and general counsel for Reliance Insurance Company, and general counsel of PMA Insurance Company, before becoming President of General Accident Insurance Company.
Frank received his bachelor's degree in political science, and graduated magna cum laude from the University of Scranton with a law degree from Duquesne University.
Hecker joined the board in 2013. He brings extensive expertise in the testing, inspection and certification (TIC) industry.
Friedrich Hecker joined the board in 2013, providing extensive experience in the testing, inspection and certification (TIC) industry. Friedrich now supports UL Solutions' mission by helping drive strategic growth, operational excellence and innovation.
As the CEO of ROSEN Group, a leading supplier of specialized diagnostic technology and services to the energy markets around the world. As CEO, he is focused on driving strategic growth, operational excellence and corporate innovation.
Prior to his service with ROSEN Group, Friedrich also served as CEO of TÜV Rheinland Holding AG. Friedrich restructured the organization and deployed energy efficiency and sustainability services globally and was a member of the operations council for SGS. Friedrich is also a former senior advisor with Cobepa, a Belgian investment company.
Friedrich received a degree in economics from Ludwig Maximilian University of Munich and is currently a member of the supervisory board of the Opus Group AB in Sweden and vice president of the Organization for International Economic Relations (OIER) in Vienna.

Jennifer F. Scanlon is president and chief executive officer (CEO) of UL Solutions. Scanlon's deep commitment to science, technology, engineering and math shape her approach to advancing UL Solutions' leadership as a trust-ingredient brand, driving confidence and trust in the next generation of innovation.
Prior to becoming CEO in September 2019, she served as president and CEO of USG Corporation, a manufacturer of innovative building products. During her 16 years at USG, she also served as chief information officer (CIO), and head of Corporate Strategy. She led the company through a major international expansion, transformed the role of technology in driving operational efficiency and customer satisfaction, and invested in research to develop sustainable building materials. Data analytics, machine learning and artificial intelligence were key drivers in the transformation of USG's understanding of and ability to serve its customers. She began her career at IBM. Her experience will be central to building new offerings, opening new markets, and creating the next generation of solutions at UL Solutions.
Scanlon is a fierce advocate for STEM education. She is also dedicated to increasing diversity in the science, technology, engineering and math fields, enabling greater organizational diversity and improving the ability of organizations to fully understand and meet the needs of a diverse stakeholder base.
Scanlon serves on the board of Norfolk Southern Corporation and the board and executive committee of the Chicago Council on Global Affairs. She is a member of The Chicago Network, the Economic Club of Chicago and the Commercial Club of Chicago.
She graduated from the University of Notre Dame with dual degrees in government and computer applications and a Master of Business Administration in finance and marketing from the University of Chicago Booth School of Business.
