Candace Baker is a Senior Professional with GEI Consultants. She has 30 years of experience in the environmental field including 20 years in New Jersey. She has been an LSRP for almost 10 years. Candace has been an active member of the LSRPA since 2016, when she joined the Communications Committee. Caryn has worked extensively in New Jersey, on both New Jersey and USEPA-led projects. Her extensive knowledge of the regulations, coupled with her strong technical skills, enables her to be an effective client advocate, determining and implementing cost-effective environmental remedies that are protective of human health and the environment. Caryn is the Project Coordinator for a multiple-party Superfund site in New Jersey, and is addressing issues associated with emerging contaminants, including 1,4-dioxane and Per- and Polyfluoroalkyl Substances (PFAS). Ms. Barnes has worked with Fortune 500 Companies developing environmental portfolios of greater than 100 projects, managing regulatory, technical, and financial responsibilities. As an LSRP, Caryn has certified numerous Response Action Outcomes (RAOs) and has prepared dozens of LSRP submittals. Caryn has been the LSRP of record for more than 20 projects. She is President emeritus of the LSRP Association, a professional organization of over 1,000 members.

Colleen is currently Sr. Director of Real Estate & Redevelopment at AC Power, LLC. supporting the company's mission of becoming the leader in energizing landfills, brownfields, and Superfund sites with solar. Colleen has spent most of her career in brownfield remediation and redevelopment, gaining experience in project management, cleanup negotiations, funding, liability protection, cost recovery, renewable energy and sustainability. Before joining AC Power, Colleen worked in various programs at the NJ Department of Environmental Protection. Most notably, Colleen managed the Site Remediation's financial incentive and brownfield redevelopment programs. She was subsequently selected to help establish NJDEP's Sustainability and Green Energy Office, advancing the policies that would allow for the installation of solar energy on brownfields and other contaminated sites. Colleen also served in an executive position in the private sector, managing the acquisition of industrial properties for redevelopment. The USEPA Administrator appointed Colleen to its Environmental Finance Board and currently collaborates to advise the agency on cost efficiencies in its water programs. Colleen served on the Board of the NJ Economic Development Authority and as Director of NJDEP's Water Resources Coordination, overseeing the critical path of water-related permits. Colleen previously served as USEPA Region 2 representative to the Brownfield Task Force under the Association of State and Territorial Solid Waste Management Organization (ASTSWMO), and on the National Brownfield Association Advisory Board providing input from a state government perspective on legislative, regulatory and technical advancements for brownfields on the national level.

Dave is a shareholder in the Environmental Department at Giordano, Halleran & Ciesla, P.C. headquartered in Red Bank. He has experience in the private and public sectors and focuses his practice on environmental regulatory, real estate, and corporate transactional matters. He counsels clients on site remediation, due diligence, participation in potentially responsible party groups, and interaction with the Environmental Protection Agency on Superfund matters. Deborah Barsotti, Ph.D., DABT As a Board Certified Toxicologist, Dr. Barsotti has extensive experience dealing with the toxicological and risk assessment issues surrounding a variety of relevant issues and substances including petroleum hydrocarbons, manufactured gas plants (MGP), polychlorinated biphenyls (PCBs), polychlorinated dioxins and furans, polyaromatic hydrocarbons (PAHs), polyfluoroalkylated substances (PFAS), flavors and fragrances (including d-limonene and coumarin), petroleum hydrocarbons, chlorinated solvents, arsenic, lead, hexavalent chromium and other metals. She has been involved in determining potential liability of historical operations to environmental media including sediment. She is a recognized published expert on numerous substances including PCBs and dioxin/furan toxicity and risk assessment. She has employed risk assessment in a broad spectrum of projects, including land acquisition and sale, state risk-based cleanups (e.g., Arizona, California, Indiana, Illinois, New York, Pennsylvania, West Virginia, North Carolina, New Jersey, Florida, Wisconsin, Montana, Minnesota, Michigan and Ohio), CERCLA and RCRA remediation, indoor air problems, natural resource damage claims and litigation support and strategy including toxic tort, product liability, class action and workman's compensation claims. Mr. Putnam has over 40 years experience in the contaminated site remediation field with the New Jersey Department of Environmental Protection (NJDEP), the U.S. Environmental Protection Agency (USEPA), and most recently with PennJersey Environmental Consulting (PEC). Since joining PennJersey Environmental Consulting in 2020 as the Director of Redevelopment, Mr. Putnam has been leading the firm's efforts to find new opportunities for solar development on Solid Waste Landfills, Brownfields, and Historic Fill sites.

Heather uses her broad experience in both federal and state environmental law matters to craft creative solutions that meet her clients' environmental needs. Jeffrey Entin has over 30 years of experience assessing, managing, and mitigating multimedia hazardous materials for private industry, investors, developers, and government entities. Mr. Entin's practice includes directing all phases of site investigation and remediation projects at contaminated sites. His experience includes complex ecological risk assessments, in-situ groundwater remediation, capping and closure, redevelopment of confined dredged material disposal facilities, landfills and brownfields, and linear construction. He provides environmental due diligence, industrial compliance, permitting and sustainability support, and litigation support in brownfield redevelopment, remedial cost and feasibility, contaminant migration and insurance matters. Mr. Entin has been a LSRP since the program's inception. He is a regular course instructor for the LSRPA.

Jillian Terhune is a Project Scientist based in Langan's New Haven, CT office. Jillian has twelve years of experience in the environmental industry focused primarily on regulatory compliance, permitting, and emerging contaminants. Jillian has managed regulatory programs in the water industry from source to tap, including drinking water, municipal and industrial wastewater and pretreatment, as well as environmental laboratory accreditation and certification. Her experience includes multimedia environmental compliance and permitting support for water and wastewater treatment systems, as well as regulatory support for environmental reporting technology solutions. Jillian has operated municipal wastewater and water treatment systems and developed industrial pretreatment programs up and down the East coast. Her experience in environmental permitting, managing compliance programs, and as a multimedia system operator spans municipal and industrial clients across the country. She has also co-chaired toxicology and policy subcommittee work on emerging contaminants such as PFAS as well as regional Lead and Copper response initiatives. Jim Peterson is a PA and NY Professional Geologist and NJ Licensed Site Remediation Professional with 35 years of experience as an environmental consultant providing contaminated site investigation, remediation, and project management services. Jim has extensive experience applying geological characterization to site remediation. He is a past Chairman and Programming Chair for the Association of Environmental and Engineering Geologists (AEG) NY-PA Chapter; the current (2024) President of the Geological Association of New Jersey (GANJ); a past member of the Technical Sounding Board for the LSRPA; and is a supporting instructor for the "Groundwater in Fractured Bedrock" continuing education class at Rutgers University. A graduate of Colorado State University, Jim worked at two leading consulting firms, gaining diverse project experience before founding Princeton Geoscience, Inc. in 2000.

He has provided expert testimony on matters related to risk assessment and significance of potential releases of chemicals to the environment and has supported clients in conducting communication with the public, regulatory agencies, and other stakeholders. Kevin also serves as a member of the NJ Licensed Site Remediation Professionals Association (LSRPA) Remediation Standards Stakeholder Engagement team and is a member of the NJ Department of Environmental Protection's (NJDEP) Technical Guidance team for the Development of Alternative Remediation Standards (ARS).
Lawra J. Dodge, PG, LSRP is founder and President of Excel Environmental Resources, a full-service environmental consulting and engineering firm located in North Brunswick, NJ. She is a licensed Professional Geologist (PG) and a Licensed Site Remediation Professional (LSRP) with 40 years of experience working with municipalities, redevelopment authorities, and non-profit organizations across the State as well as industrial, commercial, and residential property owners, developers, and builders. Since its inception in 2010, Ms. Dodge has served on the NJ Site Remediation Professionals Licensing (SRPL) Board that oversees the Licensed Site Remediation Professional (LSRP) Program and chairs the Board's Continuing Education Committee.

Mr. Fisher has over thirty years of experience in environmental risk management. He has an environmental assessment and multi-media remediation background, including expertise in regulatory program management and contaminated site remediation and redevelopment. His expertise is augmented by comprehensive experience in environmental compliance assessment and program development, including ISO-14001 and environmental management systems. Mr. Fisher is a New Jersey Licensed Site Remediation Professional (LSRP), and the lead partner of ELM's LSRP Team. He was a member of the Board of Trustees for the New Jersey LSRP Association (LSRPA) since the inception of the Association in 2009 through January 2017, including serving as President of the LSRPA. He is actively involved in numerous LSRP-related regulatory and guidance committees, including Chair of the LSRPA Regulatory Outreach Committee. Rod Ritchie is the South Jersey Branch Manager at Dynamic Engineering Consultants, PC. He is a licensed Professional Engineer and Professional Planner with over 25 years of practical experience in the design and management of commercial, residential, institutional, and industrial land development projects throughout New Jersey and Pennsylvania. Included within his areas of expertise are site layout, grading, stormwater management design, water quality design, environmental impact analysis, land development feasibility studies, and permitting to acquire sanitary sewer extensions, water main extensions, DEP and NJDOT permits, wetland permits, soil erosion control plan/SWPPP certifications, and local/county approvals. Rodger has been the President of PennJersey Environmental Consulting since 2012. He earned a Bachelor of Science degree in Chemistry from Ursinus College in 1983 and has 30+ years' experience in the environmental field. Rodger is an active member of the LSRPA Steering, Risk Management and Loss Prevention, and Regulatory Outreach Committees, has served on the Board of Trustees, and was President of the LSRPA in 2018. He has been a key participant in NJDEP stakeholder groups established for the Technical Requirements for Site Remediation, Remediation Standards, and guidance documents, including the committees established to evaluate alternative and clean fill material protocols (as stakeholder co-chair) as well as the quality assurance and analytical laboratory methodologies required for the investigation of contaminated sites. Sara Redding is a Principal Hydrogeologist at Roux, a New Jersey Licensed Site Remediation Professional (LSRP), and a Professional Geologist (PG) in Pennsylvania. She is experienced in characterization and remediation of petroleum, chlorinated solvents, PAHs, metals, DNAPL, and LNAPL, as well as assessment of vapor intrusion conditions and emerging contaminants (i.e., PFAS, 1,4-dioxane). In addition to design and implementation of environmental investigation and remediation, Ms. Redding has experience with environmental forensics, fingerprinting, apportionment, cost-to-closure estimates, and third-party review. Ms. Redding specializes in navigating the ISRA process, management of Sites with complex hydrogeologic settings including multi-aquifer systems and fractured bedrock, management of Sites with complex data management and data evaluation needs. Ms. Redding leads the Geographic Information System (GIS) and Database department for Roux's New Jersey operations.
Steven Spayd, PhD, MPH, PG, is a hydrogeologist and public health scientist recently retired from NJDEP where he worked in the Site Remediation Program and New Jersey Geological Survey for 40 years. He worked on many sites with groundwater and well contamination with a focus on water quality and hydrogeology. Investigations ranged from Superfund and radioactive waste to leaking tanks and road salting with an emphasis on sites contaminating public supply wells and private wells. Steve helped design New Jersey's Well Head Protection Program, was a founding member of the New Jersey Private Well Consortium, and provided technical support for regulation development. His latest work at NJDEP was on the sources and effective water treatment for geogenic contaminants, like arsenic and radionuclides, as well as public health outreach to private well owners in high-risk areas. He has also been an adjunct professor teaching geology and hydrogeology and has coauthored 17 peer-reviewed papers, a book chapter on arsenic in groundwater, and several NJ Geological Survey and NJDEP publications. Currently, he is the Founder of a startup water consulting business called Diagnosis Water, LLC, and the owner of Farmer Steve's Popcorn.

Susan Rosenwinkel has been with the New Jersey Department of Environmental Protection for 34 years. Susan's current position is the Assistant Director of the Water Pollution Management Element within the Division of Water Quality. This Element includes the Bureau of Surface Water and Pretreatment Permitting as well as the Bureau of Ground Water Residuals and Permit Administration. Both these programs manage New Jersey Pollutant Discharge Elimination System permits including discharges to surface water, ground water, residuals and combined sewer overflows. Susan graduated from the College of Engineering at Rutgers University.
Tim Hull is a Professional Geologist and NJ Licensed Site Remediation Professional with nearly 20 years of experience implementing multi-media field investigations, managing large volumes of complex data, and developing concise summaries and graphics that support remediation decision making. Currently serving as Field Team Leader for complex RCRA Corrective Action and CERCLA (Superfund) projects, Tim also has expertise in oversight of drilling, remediation, surveying and geophysics subcontractors; and preparation of various remedial phase reports. A graduate of Bates College, Tim received his training in borehole geophysics from the NGWA and equipment manufacturers. As Vice President of Princeton Geoscience's field operations, Tim has participated in scoping for, and has implemented and developed reports for borehole geophysical logging projects supporting our consulting industry clients at dozens of fractured bedrock sites in New Jersey and Pennsylvania. Along with Jim Peterson, Tim has presented continuing education training in the application of borehole geophysics to environmental site remediation to over 40 engineering and consulting firms and to several professional groups and regulatory agencies.

Virginia Wong is Chief of the Clean Water Regulatory Branch in the Water Division of the United States Environmental Protection Agency, Region 2. Region 2 covers New Jersey, New York, Puerto Rico, U.S. Virgin Islands, and eight federally recognized Indian Nations. In her current position, Virginia directs and manages the entire Clean Water Act point source control program, water quality standards, and dredging, sediments and ocean disposal. Virginia graduated with a Chemical Engineering degree from the City College of New York and has over 30 years of experience in water quality, wastewater management, industrial waste, pretreatment, National Pollutant Discharge Elimination System permit and enforcement programs.
