As Chief Development Officer, Adhi Nagraj assumes the leadership for all of the Project Management functions within MBS. He will oversee all project management across the country, including the company's Western, Midwest, Southern, and Mid-Atlantic regions, and Puerto Rico/USVI. He will also help leadership teams think holistically about the business while also representing the perspectives and functions of direct reports.
A designer, urban planner and architectural historian, with extensive cross-disciplinary experience, Adi Shamir-Baron focuses on the early stage design process and cross-company design procedures. She coordinates with the design team on early conceptual designs to articulate design goals, define challenges and identify opportunities to enhance the built environment through design, including advancing template unit designs, creating sustainable and resilient building designs, incorporating green infrastructure and preserving historic assets.
As Assistant Vice President, Ms. Carpenter focuses on master planning, stakeholder engagement, management of third-party consultants and contractors, coordination of financial closings, and oversight of construction management and property management turnover.
Angel Eufracio creates and maintains a strong online presence for our company. He also implements online marketing strategies through social media.
Anne Stevenson plans and coordinates feasibility analysis of affordable housing development projects, coordinates the execution of development projects from conception to completion; advises development team, agencies, and administrators concerning development project planning, scheduling, acquisition, building design, implementation strategies and third-party contract preparation and supervision.
Prior to joining McCormack Baron Salazar, Ms. Stevenson worked at Development Strategies, Inc., a real estate consultancy, as a senior planner and project manager. In this role, she developed strategic plans and implementation strategies for municipal and institutional clients while balancing the needs of multiple projects, coordinating resources, communicating with clients, ensuring timeliness, and remaining cognizant of potential political issues.
Antonio Garate is responsible for managing the finance, design, construction and legal teams as well as collaborating with external partners and community stakeholders for all of our development work in Puerto Rico. He works to leverage public, private and philanthropic resources to develop comprehensive, large-scale, mixed-income and mixed-finance communities in low- and moderate-income neighborhoods, creating a new paradigm for renters on the island.
Mr. Garate has over 20 years of experience in commercial, residential, institutional and industrial design, development and construction management. He currently serves as the Senior Project Executive over four new mixed-finance developments in the cities of San Juan and Caguas that total in excess of $190 million in development costs and include over 750 mixed-income multifamily units and 25,000 square feet of commercial space.
As Project Manager, Antonio Ramon plans and coordinates feasibility analysis of affordable housing development projects; coordinates the execution of development projects from conception to completion; advises development team, agencies, and administrators concerning development project planning, scheduling, acquisition, building design, implementation strategies and third-party contract preparation and supervision.
As a project manager, Ashley Foell leads a team of finance, design, construction, and legal experts, along with external partners and investors, to develop affordable, mixed-income and mixed-use projects. She engages communities, residents, and stakeholders to leverage public, private, and philanthropic resources to bring community-driven redevelopment projects to fruition.
Brad Arst is responsible for monitoring and tracking the financial performance of the McCormack Baron Asset Management portfolio, and assisting in the refinance and disposition of select portfolio properties.
Brock Armstrong leads the development finance team, which structures and underwrites mixed-finance and low-income housing tax credit (LIHTC) investments across all development projects. He has particular expertise in creating financial structures, managing the financial and legal aspects of the financial closing, and overseeing the close-out process upon project completion.

These strategies include managing MBS Urban Initiatives CDE, the firm's New Markets Tax Credit (NMTC) division. Ms. Seabaugh leverages our allocations of NMTCs to bring strong economic and social impacts to the communities we serve - and communities similar to those we serve. She sources NMTC investments that fill needed gaps in the community, provides analysis of additional available federal, state and local tax credits and incentives, and structures complex transactions to maximize the impact of the investment on the community.
As a LEED Fellow, Ms. Seabaugh leads our green building and operations initiatives, working with Project Managers, property management and the Design and Construction team to ensure that our communities are resilient and sustainable and that our residents are receiving equitable access to green and healthy home features.
As Project Manager, Ms. Culbert-Jackson plans and coordinates feasibility analysis of affordable housing development projects; coordinates the execution of development projects from conception to completion; advises development team, agencies, and administrators concerning development project planning, scheduling, acquisitions, building design, implementation strategies and third-party contract preparation and supervision.
Claudia Brodie coordinates with McCormack Baron Management and other divisions on both pre-development and development activities in order to create policies and procedures to improve efficiency and more effectively facilitate community revitalization. Her varying positions in the company, since 1980, have included development and marketing activities, grant writing and property management.
Connie Raney manages all internal education and training activities, including on-site corporate training of all new property management staff and on-line employee training. She ensures that all associates are up-to-date on required certifications and corporate policies. In addition, Ms. Raney also handles crisis management and media inquiries.

Darryl Vandever has over 34 years of experience in design and planning. As Vice President, Planning and Design, Mr. Vandever oversees the design activities of individual projects from inception through financial closing. He works closely with external design teams and internal Project Management teams from project inception, through master planning and design and throughout construction. Mr. Vandever also assists the Project Management teams with early design and budgeting, preliminary environmental assessments, geotechnical reports, and civil engineering.
As President of McCormack Baron Management, David Nargang has full profit and loss responsibility for McCormack Baron Management and oversees daily operations of the 23,000+ unit portfolio in over 250 properties.
Mr. Nargang has more than 20 years of property management experience in market rate and affordable multifamily housing. He provides strategic leadership and direction for the company and works to establish long-range goals, strategies, plans and policies to enable McCormack Baron Management and the McCormack Baron Companies to function more efficiently and fulfill its mission of transforming places into communities where all people can thrive. To implement his strategies and vision, Mr. Nargang calls upon an executive team that includes a Senior Vice President and Chief Operating Officer, four Vice Presidents, a Vice President of Accounting/Compliance, a Director of Engineering and Procurement, a Marketing Director, and a Chief Information Officer.
Mr. Nargang holds Bachelor of Business Administration from the University of Houston and is a Certified Apartment Portfolio Supervisor of the National Apartment Association.

Emily Bernstein leads the implementation of mixed-income and mixed-use developments with both public and private partners. She manages the process from initial concept through securing project financing and construction completion.

With over 9 years of experience in affordable housing, Ethan Daniels structures and underwrites economically integrated, mixed-finance, low-income housing tax credit and historic tax credit-funded investments generated through our west coast office. Mr. Daniels works across multiple projects, structuring financial stacks, working to maximize equity, bond and loan proceeds, negotiating deal points, managing the financial and legal aspects of the financial closing, and overseeing the closeout process upon project completion. He has deep experience in California-specific financing programs, HUD subsidies, LIHTC, tax-exempt bond financing, and coordinating among partners, funders and investors, and government agencies.

Frantz Sanon serves as the Owner's Representative overseeing all aspects of the construction of McCormack Baron Salazar developments. This includes coordinating preconstruction design activities, overseeing onsite construction, and managing post construction and closeout activities. Mr. Sanon is seasoned construction executive with over 25 years of experience and has provided leadership, oversight and management of almost $2 billion in development.
As the owner's representative, Gary Schwartz's primary responsibility is to ensure the construction quality of new developments. He certifies that the general contractor meets his contractual obligations and that the construction of the project is completed on schedule and within budget.

Geoffrey Lowe provides support, oversight and policy direction targeted at optimizing the physical operation of McCormack Baron Management's entire managed portfolio. His primary areas of focus include capital improvement oversight and budgeting, utility management, and national procurement of goods and services.
Senior Vice President | Development Finance and General Counsel
Ian McCormack works with the new business, development finance and asset management departments to underwrite new and current transaction structures from a risk/return prospective. He helps drive deals to closings, overseeing them from new business to development. Mr. McCormack is responsible for ensuring that all financing structures meet MBS standards. He has more than 14 years of experience in structuring and underwriting mixed-finance, low-income housing tax credit, workforce and new markets tax credit developments, corporate risk management, and new business. As General Counsel, he is responsible for coordinating and managing all legal work for McCormack Baron Companies.

With over thirty-five years of experience in affordable housing and community development, Judith Moran is a leader in the community redevelopment industry. As Vice President, Ms. Moran coordinates with finance, design, construction and legal team members, external partners, and community stakeholders, and works to leverage public, private and philanthropic resources to bring transformative projects to fruition. Her skills include analyzing, initiating, negotiating and overseeing real estate development projects; directing the management of affordable properties; and providing asset management oversight for mixed income housing communities.
Julie Williams manages and coordinates all capital events for McCormack Baron Salazar, including initial construction/financial closings, capital contributions and conversions. She ensures that all capital events occur on target and in accordance with all governing legal requirements. As a member of the Finance team, she acts as a communication liaison between internal departments/senior executives and external legal teams, investors, and project partners.

She works with Qualified Low-Income Community Businesses (QALICBs) to manage and analyze semi-annual certifications, financial statements, and reporting and helps to prepare MBS Urban Initiatives' reports to the Department of Treasury, including AMIS and investor reporting.

Karen Pruiett manages McCormack Baron Management's implementation of the Yardi© integrated property management software program. Yardi helps McCormack Baron Management's property managers handle myriad compliance issues, including those related to public housing, tax-exempt bonds, Low Income Housing Tax Credits (LIHTCs), resident-based and project-based Section 8, and specific local development agreements and produces reports for on-site staff review and for corporate monitoring.
As a Project Manager, Ms. Cutler leads the development of mixed-income and mixed-use projects, leveraging and securing project financing, and coordinating the efforts of public and private partners. She currently supports the development efforts in the southeast area, collaborating with partners, community groups, and stakeholders to transform previously isolated and deteriorated areas into sustainable, vibrant, and connected mixed-income communities.

Kelly Kinnaman is responsible for McCormack Baron Salazar's owned portfolio of more than 120 properties as well as additional portfolio management of approximately 150 properties.
Kevin Griffith has over 20 years of experience in the affordable and workforce housing industry. He works closely with the firm's executive leadership and senior management, internal design, construction, finance and legal teams as well as with community stakeholders, external consultants, private sector financial partners and public sector agencies to visualize and complete new housing and mixed-use development projects.
Kevin McCormack is Vice Chairman of McCormack Baron Salazar, Inc. and President of the parent holding company, MBA Properties, Inc. Mr. McCormack has been with the company since 1981 and served as President from 2000-2015.
During his tenure at McCormack Baron Salazar, Mr. McCormack helped to pioneer the revolutionary HUD/public housing "mixed income/mixed finance" model, which combines Public Housing funds with first mortgage and equity funds and local and state subsidies. This model (the cornerstone of the HOPE VI and Choice Neighborhoods programs) is instrumental in transforming former public housing sites into mixed-income privately-managed housing and helps to deconcentrate poverty in urban areas while revitalizing previously stigmatized public housing sites.
Prior to joining MBS, Mr. McCormack served nine years as a vice president at a large, New York bank. He is a graduate of Lehigh University and received a master's degree from University College, University of London, England.
Kim Hartmann is accountable for the financial and risk management operations of McCormack Baron Salazar and of its parent company, MBA Properties, Inc. She is responsible for maintaining the organizations' financial integrity, developing and monitoring financial and operational strategies to ensure company health, and reporting accurate financial results to leadership and external stakeholders. Ms. Hartmann is also responsible for the company financial plans and policies, accounting practices, internal controls, relationships with lending institutions, maintenance of fiscal records, cash management and the preparation of financial reports and tax returns. She supervises the general accounting, development accounting and budgetary control departments of the organization.
As a Vice President, LaShona McGrew holds full management responsibility of her portfolio of communities. This includes overseeing the financial, operational, marketing, and budgetary aspects of each McCormack Baron Management community in her territory. Ms. McGrew has extensive knowledge of HUD programs, regulations and requirements as well as the compliance regulations of the Low Income Housing Tax Credit program.
LaShunda Gonzalez serves as the hub of the communications across McCormack Baron and with funders, government partners, resident partners and the media. Her team is responsible for representing McCormack Baron Salazar in
all public-facing enterprises, including public relations, social and new media, funding applications, and internal communications. In addition, Ms. Gonzalez manages relationships with government partners and foundations, providing input on policy and funding opportunities and helping to identify opportunities for deeper collaboration.
