Annette M. Jennings

Annette M. Jennings was born in Moberly, MO in 1961 and graduated from Moberly High School. Annette changed careers in 2014 from working for the military in various capacities to become the Office Administrator at Turnbull & Stark, P. C. She also assists the firm's attorneys and clients with the administration of decedent's probate estates, conservatorship estates, and trust estates. In October 1982, Annette enlisted in the Missouri Army National Guard as a Personnel Specialist with the 1175th Military Police Company in Moberly, MO. In May 1984 she was selected for an Active Guard & Reserve (AGR) position and began her active duty career with the military as Unit Administrator in Boonville, MO. She served in a variety of positions including Legal Non-Commissioned Officer, Active Guard & Reserve (AGR) Medical Manager, and Non-Commissioned Officer in Charge of the Active Guard and Reserve Program. She retired in 2007 as a Sergeant First Class with over 23 years of active duty service After retirement, Annette served as the Retirement Services Officer for the Missouri National Guard from June 2007 to March 2009 and again from April 2012 to November 2014. From March 2009 to April 2012 she served as Executive Director of Missouri's Employer Support of the Guard and Reserve (ESGR) program. Annette was awarded two Meritorious Service Medals, three Army Commendation Medals, four Army Achievement Medals, and the Missouri Meritorious Service Medal as well as other medals and commendations during her distinguished military career. Annette has one daughter, Ashli, and a grandson, Ford. Annette enjoys traveling, crafts and spending time with family and friends. She loves football and is an avid Kansas City Chiefs fan.

Lee A. Waer

L ee was born in St. Louis, MO, in 1945 and grew up in Vienna, Missouri. He received Bachelors and Masters degrees in Social Studies from Lincoln University, Jefferson City, MO. Lee works part-time now to assist the attorneys at Turnbull & Stark, P. C., with Veterans MO HealthNet (Medicaid) applications and asset protection planning. In 1975 Lee b egan employment as caseworker with the Cole County Division of Family Services assigned to help clients with their applications and to determine their eligibility for Medicaid and other assistance programs. In 1980, he transferred to the Family Services' central office to handle inquiries and complaints from clients and elected officials about the public assistance, Medicaid, and Food Stamp programs. Lee was promoted to Program Specialist to help write policy for the Medicaid program. He became a Social Services Supervisor and was responsible for supervising a medical review team which determined if individuals met certain federal disability definitions to receive Medicaid. He retired from Family Services (now called Family Support Division) in August 2003 to join the staff of Turnbull & Stark, P. C. He retired from full-time employment at the law firm, in 2013, to work part-time for up to a couple of days per week. Lee was recognized by both Governors Bob Holden and Mel Carnahan and several state legislators (from both parties) for responding to inquiries about Medicaid, nursing care, and cash assistance eligibility from legislators, division employees, and citizens. He drafted portions of the state income maintenance manual which county Family Services offices used to administer Medicaid (now called MO HealthNet) eligibility. Lee served in the U. S. Army from 1970 to 1974 attaining the rank of First Lieutenant. Lee and his wife, Janet, have been married for more than 40 years. Janet's son, Marc, lives in Wentzville, Missouri, with his wife, Cindi, and sons, Joe and Brian. Lee and Janet have lived in Jefferson City since September 1974. Lee enjoys reading, bicycling, being with family and friends, and playing billiards.
