Donnie Videsh

Dr. Donnie Boodlal was appointed to the Board of NGC in February 2022. He is an Associate Professor in Process Engineering at the University of Trinidad and Tobago where he serves as Discipline Leader for the BASc/MEng in Process Engineering and MSc in Energy Engineering Programmes. He holds a BSc in Mechanical Engineering, a Postgraduate Diploma in Petroleum Engineering, an MSc in Industrial Innovation, Entrepreneurship and Management and a PhD in Process and Utilities Engineering.

Dr. Joseph Ishmael Khan - Chairman

Dr. Joseph Ishmael Khan was appointed as Chairman to NGC's Board in September 2022. His initial appointment to NGC's Board was as a Director in February 2022. He is an international project management practitioner with more than 20 years of consulting, facilitating and lecturing experience. Dr. Khan commenced his career as a Mechanical Engineering Technician and Mechanical Inspector with several industrial process plants in the Point Lisas Industrial Estate. Dr. Khan presently leads and collaborates on development projects in Trinidad and Tobago, Guyana, Jamaica, Barbados, Belize, Bahamas, Grenada, Suriname and Germany, France and Spain for private and public sector organisations and international agencies such as the Inter-American Development Bank Group (IDB), Caribbean Development Bank (CDB) and Organisation of American States (OAS/CICAD), among others. Dr. Khan is also intimately involved in the evaluation of renewable energy projects relating to geothermal, solar and wind energy sources in the Caribbean Region. Dr. Khan is an adjunct faculty with the Project Management Department, Faculty of Engineering and Department of Creative and Festival Arts, Faculty of Humanities and Education, University of the West Indies, and the Arthur Lok Jack Global School of Business. Dr. Khan holds a Doctoral Degree (DBA) in Management with the Australian School of Business, Adelaide, South Australia; a Master of Business Management degree and Post Graduate Diploma from the Henley Management College/University of Reading, UK; Certified Associate Welding Inspector (CAWI) with the American Welding Society; and the Mechanical Engineering Technician's Diploma from the San Fernando Technical Institute. Dr. Khan is also a Project Management Professional® (PMP®), Certified Project Consultant, Certified PROSCI Change Management Practitioner, and an active Certified Agile Scrum Master.

Edmund Subryan

Edmund Subryan is the Vice President, Legal and Corporate Affairs. Throughout his tenure at NGC, he has served as Legal Counsel, Head - Legal Services, and Manager of Legal and Corporate Affairs. Additionally, he previously served as the Company Secretary for the following entities: The National Energy Skills Centre (NESC) Trinidad and Tobago LNG Limited NGC Trinidad and Tobago LNG Limited NGC E&P Investments Limited NGC CNG Company Limited Trinidad and Tobago NGL Limited Edmund was instrumental in the TTNGL IPO-launched on the Trinidad and Tobago Stock Exchange in October 2015-a milestone for NGC. He also played a pivotal role in NGC's landmark acquisition of Total's (The France-based global energy operator) Exploration and Production (E&P) assets in Trinidad and Tobago in September 2013 and ConocoPhillips' interest in Phoenix Park Gas Processors Limited in August 2013.

Howard A.W. Dottin

Howard A.W. Dottin was appointed Director on the Board of NGC in February 2020. Mr. Dottin holds an Executive MBA from The University of the West Indies and is a Fellow Chartered Certified Accountant. He worked as an Auditor at Ernst and Young in his early career, before taking up the post of Field Auditor III at the Ministry of Finance. From there, he moved to Scotiabank Trinidad and Tobago Limited, where he progressed through several Account Management positions to eventually assume the role of Chief Financial Officer in 1997. In 2000, Mr. Dottin took over as Group Chief Financial Officer at Guardian Holdings Limited. He also started to lecture in Corporate Finance, Management Accounting and Financial Accounting on the Masters programmes at the Arthur Lok Jack Graduate School of Business. He was later appointed Programme Director for the MSc in International Finance, and still serves at the institution. In addition to his career portfolios, Mr. Dottin has served on different Boards, as Chairman at ASPIRE FUND Management Company Limited, and Director/Chairman of the Audit Committee at TRINRE Insurance Company Limited.

Joel Jack

Former Assemblyman Mr. Joel Jack was the Deputy Chief Secretary of the Tobago House of Assembly (THA) with responsibility for Finance and the Economy. He was appointed Secretary of Finance and Enterprise Development in the THA in 2013. Prior to this, he was also the Programme Coordinator in the Financial Literacy Secretariat, and the Director of Enterprise Development. Under his leadership, the Division of Finance initiated the adoption of the International Public Sector Accounting Standards (IPSAS), and the modernisation of the Assembly's financial architecture with the introduction of the Integrated Financial Management Information System, as well as the Automated Clearing House System (ACH) payment system. He also championed the Assembly's Alternative Financing Modality, which resulted in the Assembly, for the first time in its history, accessing funding on the local capital market of approximately TT$165M. He also championed the Assembly's Public Private Partnership modality and the Development of the Tobago Infrastructure Investment Strategy. The Division of Finance also encompassed responsibility for Enterprise Development, and during that time, he ensured that entrepreneurs and small business owners not only acquired the finances required to open and expand their operations but also ensured they received the training and financial education needed to successfully manage, operate and scale their businesses. Under his direction, the Division implemented a suite of initiatives focused on providing training and financial support targeting females, the elderly, the physically challenged and young entrepreneurs as well as programmes positively impacting the fishing, agricultural, technology and micro-enterprise sectors. During his tenure, he also introduced the Tobago Export Readiness Programme. Mr. Jack was also responsible for the Assembly's Draft Medium Term Planning Framework, which is guiding and advancing the island's socio-economic development for the period 2019-2024. He also advanced Tobago's Intelligent Island Mandate through a Joint Venture with TSTT to construct a Tier III Data Centre and the completion of a comprehensive study. A past student of Signal Hill Secondary School, he has a Bachelor of Science degree in Business Administration and Accounting from St. George's University, Grenada. Mr. Jack also holds a Certificate in Cost Management Accounting and is an MBA student at Warwick University, UK. A father of two, he believes in continuous learning and the kaizen approach to doing things and is committed to the development of Tobago and continues to serve the people of Tobago with fervour and excellence.

Kurt Scotland

Kurt Scotland joined NGC as Manager Contracts and Procurement in 2019. He was promoted to the role of Senior Manager of Supply Chain Management (SCM) in April 2021. Kurt has over 18 years proven expertise in Accounting, Audit and Supply Chain Management and wide-ranging international supply chain experience in both the upstream and downstream sectors. In his role of Senior Manager at NGC, Kurt has been instrumental in the strategic alignment of the company's procurement plan execution in accordance with sound procurement practices and effective service delivery. He has worked to ensure that policies and procedures for centralisation of the procurement process is executed to meet business objectives and operational needs. In his current position of Senior Manager, Supply Chain Management and as part of the Leadership Team, Kurt oversees the strategic sourcing of high value, sensitive, complex, high profile requirements with due regard afforded to costs, quality, HSE and schedules variables, consistent with NGC's contracting policies and procedures, as well as long-term planning for the strategic objectives of the SCM Division. Kurt further supports NGC pillar for national contribution as he currently serves on the board of iGovTT under the Ministry of Digital Transformation and is a member of the country's Permanent Local Content Committee overseen by the Ministry of Energy and Energy Industries. As part of his national contribution Kurt further supports other state agencies in building their SCM departments capacity to align with global best practices.

Lisa Burkett

Lisa Burkett was appointed Manager, Corporate Communications on October 5th 2016 and then Senior Manager, Corporate Sustainability on January 1st 2022. She has over 25 years' experience in the Public Relations and Communications field, having started her career in the Advertising industry. Lisa first came to NGC as a Public Relations Assistant and was promoted to Public Relations Officer in 1996. In 2011 she was appointed Head, Internal Communications. Over her career at NGC, Lisa was responsible for corporate, stakeholder and community events; media engagement; leadership networking; publicity and promotions to support CSR programmes and most recently, internal communications. Lisa Burkett is a former President of the Public Relations Association of Trinidad and Tobago and has lectured for several years on Public Relations, Marketing and Advertising at UWI Roytec. An avid reader and film enthusiast, Lisa has sought to give back to society by being involved in the Past Pupils' Association of her Alma Mater, serving as an executive member for several years, and as its President for the period 2011-2015. Mr Ian Walcott

Mr Ian Walcott joined NGC as Vice President, Operations in March 2023. Mr. Walcott is a chemical engineer by profession, starting his career in 1991 as a trainee engineer for the then ‘Fertilizers of Trinidad and Tobago Limited'. Over the last 32 years, Mr. Walcott has gained his professional experience and growth, including working on multiple plant revamps and new plant construction projects. For the last two decades, he has functioned in a variety of leadership roles, including leading technical groups, HSE, operations and most recently, Managing Director of an ammonia and urea complex on the Point Lisas Industrial Estate. From his perspective in the energy sector, Ian has developed a keen passion for Trinidad and Tobago's energy journey, getting involved in strategic conversations around various carbon reduction initiatives and plans to diversify Trinidad and Tobago's energy portfolio. Mr. Himalaya Boodoosingh

He brings over 21 years' experience in various positions across Atlantic LNG from its inception, including HSSE expertise. Mr. Boodoosingh is the former Director Integrated Management Systems, Atlantic.

Mr. Lawrence J. Arjoon

Mr. Lawrence J. Arjoon was appointed as an NGC Director in February 2023. He is the Chief Executive Officer of the Heroes Foundation, a Caribbean development centre that delivers strengths-based and rights-based, child and youth-friendly interventions for psychosocial development, sustainability education, and mentorship. His leadership has demonstrated a methodical approach to operational optimisation and digital transformation, a keen sensitivity to diversity and inclusion, a fervent focus on safety and safeguarding, and a deep commitment to a sustainable future for all people. With a history of innovation and creativity through work within media, energy, and non-profit organisations, and global experience in the fields of corporate communications, risk management, stakeholder relations and employee engagement, Mr. Arjoon is also Chairperson of the U Report Trinidad and Tobago Main Steering Committee; NextGen Board Member, Inter-American Development Bank (Trinidad and Tobago); Board Member, Caribbean Gender Alliance and holds membership on other local and international development committees. He holds a Bachelor of Arts (Hons) - Communications Studies and Geography - from The University of the West Indies, St. Augustine.

Mr. Mark Loquan is a Chemical Engineer by profession with over 35 years' experience in the petrochemical industry. He was appointed President of The National Gas Company of Trinidad and Tobago Limited (NGC) in September 2016 and was appointed Director on the Board of NGC in July 2019.

Mr. Martineau

Mr. Martineau joined the NGC Board on July 5th 2019. He holds a BSc. in Electrical Engineering from the University of Pennsylvania and an MBA in International Finance from The University of the West Indies. Mr. Martineau's career began in the USA, where he worked for different Trading Groups as a Commodity Trading Assistant and Equity Day Trader. In Trinidad and Tobago, through various portfolios held at BWIA, RBTT, Caribbean Money Market Brokers, ANSA Merchant Bank and the Unit Trust Corporation, he developed core competencies in financial management. These included Securities, Market and Financial Analysis; Financial Operations; Securities Trading; Risk Management and Distressed Asset Analysis. After managing a private business for three years, Mr. Martineau last joined NCB Global Finance Limited in 2018 as a Portfolio Manager. He was appointed as a Director to the Board of NGC in July 2019.

She is a certified HR Business Partner, (sHRBP) and Workforce Planner (SWP) through the Human Capital Institute of Ohio, and a Certified Recruiter and Assessment Centre Designer and Developer through the Institute of Leadership and Management of the United Kingdom. She also holds certificates in Mediation and Dispute Resolution and Train the Trainer. Gillian is a member of the performing arts community and takes pride in being a singing member of The Lydians choir, where she also served as a former Director.

Ms. Sandra Fraser

Ms. Sandra Fraser joined NGC's Board on July 5th 2019, bringing considerable public sector experience to her appointment. Ms. Fraser holds a BSc in Economics from The University of the West Indies (UWI) and has trained extensively in the Caribbean, South America, the USA and Europe. She began working in the Judiciary Magistracy before taking up a role as an Economist at the Ministry of Works and Transport. Thereafter, she progressed her career at the Ministry of Finance through various positions, and was promoted to Assistant Director (Ag.) of the Economic Management Division. In 2016, Ms. Fraser was appointed Senior Advisor for Trinidad and Tobago at the Board of Executive Directors of the World Bank Group in Washington for a period of two years. Upon her return, she was called to serve as Deputy Permanent Secretary at the Ministry of Energy and Energy Industries with responsibilities in the areas of energy research, renewable energy, commercial evaluation, procurement, health and safety and local content. She was appointed as a Director on the Board of NGC in July 2019.

Winston Mohammed

Winston Mohammed, joined NGC in August 2018 as the new Senior Manager, Projects, Projects Division. Mr. Mohammed is a graduate of The University of the West Indies, St Augustine. He has over 25 years' experience in the oil and gas industry and has spent over 10 years leading large projects (>US $500 million) from design, procurement, construction, commissioning and handover to operations, including the Juniper, Mango and New Oil Export Pipeline projects in a Programme approach. His work experience, prior to NGC, includes project management and gas commercial experience at BP Trinidad and Tobago LLC. He is accountable for the delivery of all capital projects in NGC and for the compliance of all capital projects against the requirements of NGC's Project Management Methodology (PMM) across the NGC Group.
