Hayley Campbell

Hayley has a complimentary degree in Marine biology, ecology and biodiversty and prior to joining Oceanlaw worked for the Waitiangi Tribunal and Te Puni Kokiri, Ministry of Maori development. Hayley joined Oceanlaw in 2007. Her specialist areas are aquaculture and Maori fisheries (customary and commercial), but she also advises on a wide range of resource management, fisheries and aquaculture issues.

Justine Inns

Justine joined Oceanlaw in January 2005 as a Senior Associate. Prior to joining Oceanlaw, she spent more than a decade as an advisor to various iwi (tribes), including several years with the Ngai Tahu team responsible for negotiating, then implementing, the iwi's $170M Treaty of Waitangi claim settlement. For the past 6-7 years, her focus has been on various aspects of the fishing industry and other Maori commercial enterprises. Her specialist areas are aquaculture and Māori fisheries (customary and commercial), but she also advises on a wide range of resource management, fisheries and aquaculture issues. Justine's skills include: Assisting iwi to establish new governance entities (or amending existing structures) to comply with the Maori Fisheries Act 2004, as well as the requirements of other government agencies, such as the Office of Treaty Settlements Providing advice on optimal commercial structures for iwi fishing enterprises Advising iwi on other elements of compliance with the Maori Fisheries Act, including negotiation of coastline agreements, Maori Land Court dispute resolution and commercial quota/ACE arrangements Advising on the implementation of the Aquaculture reform package, including transitional provisions and the Maori Commercial Aquaculture Settlement Advising government departments, local government and others on dealing with iwi Preparing and presenting submissions to government departments and Parliamentary Select Committees on a range of law reform proposals Proficiency in te reo me ngā tikanga (Maori language and custom) Justine also lectured in the Geography Department and Law School at Canterbury University, and has presented papers to a number of seminars and conferences, most recently a paper on the international human rights dimensions of New Zealand's Foreshore and Seabed Act to an international Sociology Congress in Trondheim, Norway

Karyn van Wijngaarden

Karyn has a particular interest in maritime matters and is also involved in all aspects of the fisheries side of the practice. Karyn's skills include advising: on all aspects of commercial fisheries matters, including optimal commercial structures for fishing enterprises on compliance with Maritime Rules and advising clients under investigation by Maritime New Zealand clients involved with major Ministry for Primary Industries investigations clients involved in the super-yacht industry clients on maritime related insurance disputes, and disputes involving foreign jurisdictions clients regarding purchasing vessels, both domestically and internationally Karyn also has a STCW-95 (International Maritime Qualification) & Steering Certificate

Kim Proctor-Western

Kim specialises in Fisheries Maritime, Aquaculture, Employment and Business Law. Kim brings a wealth of experience to Oceanlaw, both as a former prosecutor for the Ministry of Fisheries and in private practice since 2001 as Solicitor, Partner and Director in firms specialising in Fisheries and Commercial law. Kim's skills include: Representing fishing companies and individuals in Ministry of Primary Industries' investigations. Defence Counsel in fisheries and maritime prosecutions. Fisheries Compliance training, and advice on Maritime, Fisheries and Food Safety, compliance regimes. Employment law Kim has also taught applied law and business management courses at NMIT for the past five years and has a graduate diploma in Marine Resource Management (Aquaculture) from the Australian Maritime School; is an approved assessor for the Seafood Industry Training Organisation's compliance training and mother to three active children.

Michael Sean Sullivan

Mike Sullivan founded New Zealand's first dedicated Ocean and Coastal Marine Law practice, Oceanlaw New Zealand, which he set up in December 1998, following on from his specialist practice with a Nelson firm. Mike built up a substantial clientele in the New Zealand Fishing Industry and at various times has advised most of the major fishing companies in New Zealand. Mike is one of this country's foremost experts on fisheries law. He is the principal author of New Zealand's leading textbook on fisheries law in New Zealand Mike's experience is second to none and includes: Regularly advising some of the largest New Zealand fishing companies on fisheries laws and policies. Appearing for Fisheries Clients in Judicial review proceedings that overturned Ministry of Fisheries long standing Non-QMS species policies. Representing fishing companies and individuals in many of the major Ministry of Fisheries investigations conducted over the last decade or more.
