PCS DEVELOPMENT - Key Persons
Ann Sherrod Russell, CPA, joined PCS Development in 2004 and brings a wealth of experience to her role as Real Estate Controller. She oversees all of PCSD's finance and accounting activities and those of its related entities both domestically and internationally. Ms. Russell is responsible for all financial systems, projections analysis, reporting, and operations.
Prior to PCSD, Ms. Russell served as VP Finance and Controller for companies in commercial real estate development and management, waste water treatment R&D, amusement park development, and motion picture and television production and distribution. She also spent thirteen years in public accountancy specializing in the tax issues related to start-up and emerging businesses and real estate construction.
Ms. Russell holds a BA and MFA from the University of California, Riverside and has extensive post-graduate education in taxation both domestic and international.

Liz Goldman brings over 25 years experience managing high-end, multi-family apartment communities and an extensive knowledge base in low-income housing requirements and tax credit compliance to her role as Executive Vice President with PCS Development. In this role, she oversees the day-to-day leasing and management operations of the company's real estate portfolio and is responsible for resident relations, establishing rental rates, managing annual budgets, and ensuring the lease-up of new developments.
Ms. Goldman also serves as Vice President of Administration for PCSD's resort development, Bahía de los Sueños, and is responsible for U.S. procurement and customs, contract administration for all U.S. based consultants and suppliers, and FAA compliance and registration.
Before joining PCSD, Ms. Goldman served as Director of Property Management of The Yousem Company. In that position she was accountable for the day-to-day operations of a fee-managed portfolio which consisted of over 5,000 units of multi-family apartments as well as 75,000 sq feet of commercial space. She was an integral part of developing the company's large fee-management base of over 40 residential communities and commercial office buildings. She was also responsible for the development, design, and implementation of marketing plans and leasing objectives for both the residential and commercial portfolios.
Ms. Goldman has been a licensed California Real Estate Broker for more than 20 years.
A pioneer in the de-regulated telecommunication services for over two decades, Paul Jennings founded a company known as Public Communications Services, Inc. Prior to the successful sale of the company in 2010 the company grew to annual sales exceeding $100 Million.
In 1994, Mr. Jennings shifted focus to his development company, PCS Development. Under his leadership, PCSD quickly earned the reputation as a visionary in the real estate industry, developing more than 88,000 square feet of office and over 4,000 residential properties. Today, with its parent company, PCSD has assets in excess of $1 Billion.
Mr. Jennings holds a Bachelor of Science degree in Marketing and a degree in Mathematics from California State University Northridge. He has been a board member on several school boards including currently Park Century School, and a Board of Advisory for California State University Northridge. Mr. Jennings was a long term member of the Young Presidents Organization (YPO) serving in five chair positions.
Stephen Heiney joined PCS Development in 2007. As Project Manager for PCSD, he is responsible for securing entitlements and managing development teams for the company's U.S. properties in Southern California and Arizona. Mr. Heiney also oversees budgeting and forecasting for PCSD's project in Mexico, Bahía de los Sueños.
Prior to joining PCSD, Mr. Heiney worked for Bixby Land Company and Commerce Construction, managing retail, office, and industrial developments. He has successfully managed the development and construction of over 25 properties in Southern California, securing entitlements and city approvals, overseeing the construction process and negotiating leases. Prior to his position as Project Manager, he was in charge of analyzing commercial properties resulting in the acquisition of over $100 million in properties.
Mr. Heiney holds a degree in Finance from California State University at Fullerton.
