Daniel L. Glaser

Daniel L. Glaser was appointed as a member of the QFC Regulatory Authority Board in March 2018. He is a member of the Board's Audit and Risk Committee. Mr Glaser is the global head of jurisdictional services at K2 Integrity and head of its Washington, D.C. office. Mr Glaser served as Assistant Secretary for Terrorist Financing and Financial Crimes in the U.S. Department of the Treasury's Office of Terrorism and Financial Intelligence from May 2011 through January 2017. As Assistant Secretary, he was responsible for helping to formulate and coordinate counterterrorist financing, Anti-Money Laundering (AML), sanctions, and other counter-illicit finance policies and strategies within the Treasury Department and U.S. government, and globally. Mr Glaser served previously as Treasury's Deputy Assistant Secretary for Terrorist Financing and Financial Crimes from November 2004 to May 2011. He also served as the Head of the US Delegation to the Financial Action Task Force (FATF) from 2001 to 2011,and served as co-chair of FATF's International Cooperation Review Group from 2007 to 2017. Earlier in his career, Mr Glaser served as the inaugural Director of the Treasury Department's Executive Office of Terrorist Financing and Financial Crimes and as Senior Counsel for Financial Crimes in the Treasury's Office of the General Counsel. He also served as an attorney for the U.S. Secret Service. Mr Glaser currently serves on the board of advisors of the Center on Economic Financial Power at the Foundation for Defense of Democracies. He previously served on HSBC's Middle East Financial Risk Advisory Committee.

Dr Giovanni Bandi

Dr Giovanni Bandi directs the Investment Manager, Advisor and Securities Supervision department at the QFC Regulatory Authority. He is a standing member of IOSCO's policy committee on Investment Management, where he co-chairs the C5 working groups on Leverage and Global Leverage Data Framework and the C5 working group on Fund's Risks Investing in Crypto-assets. Dr Bandi came to the Regulatory Authority from the UK Financial Services Authority (FSA) where he was a Technical Specialist for the asset management sector. In his role of department quantitative expert, he constructed a pivotal fund surveillance system and key analytics used in supervision. Previously, Dr Bandi was with MSCI RiskMetrics in London, where he led advisory for the wealth management analytics business across Europe and Asia, advising financial institutions on the application of quantitative methods for portfolio construction and risk management analytics. Dr Bandi currently researches in the field of regulatory sequencing and advises on the development of pilot machine learning systems for regulatory matters. He is a Fellow of Cambridge Judge Business School, where he works closely with the Cambridge Centre for Alternative Finance, and a faculty member of Northwestern University in Qatar as an Adjunct Assistant Professor in Economics and Finance. Dr Bandi holds a PhD in Financial Regulation from Durham University (UK), an LLM in European Business Law from the PALLAS Consortium (Netherlands) and a BSc/MSc in Finance from Bocconi University (Italy).

Dr Jeffrey Carmichael

Prue Morris joined the QFC Regulatory Authority in October 2006 as Associate Director, Policy, moving to the position of Director, Policy in 2010, followed by her appointment in January 2015 to Senior Director of the reformulated Policy and Legislative Counsel division. In August 2016, she was appointed Managing Director, Policy and Enforcement, with responsibility for policy, enforcement and legislative counsel. With over 26 years of experience in financial sector regulatory policy, Ms Morris serves on joint regulator committees in Qatar. She is involved in training Qatari law graduates through both the Regulatory Authority's Al Masar nationalisation programme and serving as a mentor in the Qatar University Women's Law Mentoring Programme. Ms Morris came to the Regulatory Authority from the Australian Prudential Regulation Authority (APRA) in Australia, where she was a senior policy officer and involved in prudential policy work in the banking, insurance and superannuation (pension) industries. At APRA and its predecessor organisation, the Insurance and Superannuation Commission, she contributed to the development of Australia's superannuation reforms in 1993, Life Insurance Act 1995, implementing policy recommendations of the Australian Financial System Inquiry (Wallis) Report and the General Insurance reform package in response to the HIH Royal Commission. She was responsible for legislative work and coordination with the Commonwealth Treasury and Attorney-General's Department on APRA's policy issues from 2000 to 2006. Prior to her position with APRA, Ms Morris was Manager, Coal Competitiveness at the Australian Department of Industry, Science and Resources. This role contributed to advancing Australia's coal-related energy policy. Ms Morris holds a Bachelor's degree in Law (Honours) and a Bachelor's degree in Commerce from Bond University in Australia. Dr Jeffrey Carmichael was appointed as a member of the Regulatory Authority Board in March 2012. He is Chairman of the Regulatory Authority's Audit and Risk Committee and is a member of the Nominations and Remuneration Committee. Dr Carmichael is the Chief Executive Officer of Promontory Financial Group Australasia (PFGA), an IBM company. Prior to joining PFGA, Dr Carmichael worked as a company director and consultant to the World Bank, the Asian Development Bank and a number of governments on issues relating to regulatory structure, design and effectiveness, debt management and training. Until June 2003, Dr Carmichael was the inaugural Chairman of the Australian Prudential Regulation Authority (APRA), with responsibility for regulating and supervising banks, insurance companies and pension funds. Dr Carmichael's career includes senior positions in a 20-year career with the Reserve Bank of Australia, seven years as Professor of Finance at Bond University, and appointment to a number of government and private sector boards and inquiries, including the Wallis Inquiry into the Australian financial system.

Dr. Ali Al Amari

Dr. Ali Al Amari brings two decades of regulatory experience to the QFC Regulatory Authority, covering a range of financial services disciplines including risk management, supervision and licensing, Islamic banking, anti-money laundering and corporate governance. Dr. Al Amari took a Bachelor's degree in Accounting from Qatar University before going on to take MBAs in finance and accounting and international business from Regis University (USA). He also holds a PhD in credit evaluation process and the role of credit scoring from University College Dublin (Ireland). During his tenure at Qatar Central Bank (QCB) Dr. Al Amari was responsible for the supervision and licensing of financial institutions as well as leading the implementation of Basel II. Ewald Müller

Ewald Müller joined the QFC Regulatory Authority in April 2012 as Director, Financial Analysis. He joined from the South African Institute of Chartered Accountants (SAICA) where, as Senior Executive: Standards, he influenced developments in international standard-setting and South African legislation and regulation. In October 2015 he was appointed as Director, Prudential Supervision (Banking and Asset Management) and Financial Analysis. In August 2016, he was appointed Managing Director, Supervision and Authorisation, with responsibility for banking, asset management, insurance, anti-money laundering and macroprudential analysis. Prior to his position with SAICA, Mr Müller held senior roles in financial management, regulation, financial analysis and investor relations, primarily in financial services. Mr Müller is a member of the King Committee on Corporate Governance and the Global Forum for Ethics. He serves on the Intergovernmental Working Group of Experts on International Standards on Accounting and Reporting of UNCTAD (which he chaired in 2014), and was previously Chairman of XBRL SA and a member of the Audit Committee Forum and the Corporate Governance Network of the Institute of Directors SA. Mr Müller has presented at various international conferences hosted by organisations such as the World Bank, the World Congress of Accountants, the United Nations and IFAC, and was also an anchor on business radio and television. He holds an Honours Bachelor Degree in Accounting from the University of South Africa and is a Chartered Accountant (SA).

Farah Abdulrahman Al Muftah

Farah Abdulrahman Al Muftah joined the Regulatory Authority as Director, Office of the General Counsel in January 2019. Prior to this, she held the positions of Acting General Counsel and Associate General Counsel of Litigation and Compliance at Al Jazeera Media Network. During her time at Al Jazeera, Mrs Al Muftah advised on the acquisition, development, production, and distribution of content on all Al Jazeera platforms, and handled Al Jazeera's litigation and compliance matters in multiple jurisdictions. Prior to her appointment at Al Jazeera Media Network, Mrs Al Muftah spent three years at the Supreme Committee for Delivery and Legacy, where she served as Legal Counsel in the Projects division, advising on the different aspects of delivering the stadiums and associated infrastructure required for the 2022 FIFA World Cup™. In addition, Mrs Al Muftah established and chaired the Workers' Welfare Committee to ensure the health, safety and dignity of workers who are helping to achieve the 2022 FIFA World Cup™. Mrs Al Muftah is licensed by the California State Bar, and holds a Juris Doctorate of Law from Loyola Law School, Loyola Marymount University in Los Angeles, California. Additionally, she holds a Bachelor of Arts in Political Science (summa cum laude) and a Bachelor of Arts in Communication (summa cum laude), both from George Washington University in Washington, D.C.

Fatma Abdulrahman Al Meer - CFO, COO

Fatma Abdulrahman Al Meer began her career in finance in January 2010 as a graduate trainee at the QFC Regulatory Authority. She joined the Regulatory Authority as a Finance Associate later that year, moving to Senior Associate in 2012. In 2014, Mrs Al Meer was appointed Head of Finance, responsible for budget control, management analysis and procurement, and serving as the Regulatory Authority's key liaison with the Ministry of Finance and the Ministry of Administrative Development, Labour & Social Affairs. She was appointed Director of Finance in 2016, and to her current position of Chief Financial Officer in April, 2018. Mrs Al Meer is a graduate of Leeds University in the UK with a Bachelor's degree in Accounting and Finance. She is currently pursuing professional qualifications in Accounting from the Chartered Institute of Management Accountants (CIMA), having obtained a CIMA Certificate of Business Accounting and a CIMA Diploma in Management Accounting. In 2014, Mrs Al Meer received the highest marks in Qatar on her CIMA - Operational Level exam.

Glen McKay

Glen McKay joined the QFC Regulatory Authority in May 2006 as an Insurance Supervisor, joining from the Bermuda Monetary Authority where he had held roles in Insurance Supervision and Policy. Mr McKay also served as a secretary to their Authorisations Committee as well as assisting the Monetary Authority with various committees of the International Association of Insurance Supervisors (IAIS). During his time at the QFC Regulatory Authority, Mr McKay had a number of roles before being appointed Head of Authorisation in October 2020. He assisted in drafting the Regulatory Authority's Insurance Business Rules (PINS), and the Captive Insurance Business Rules (CAPI) and was the lead drafter of the prudential returns used by insurance companies and insurance intermediaries. He also assisted the Authorisation department with the authorisation of a number of insurance entities. In 2013 he was seconded to the Qatar Central Bank (QCB) for five years, assisting QCB in the development of their insurance regulations and prudential requirements. Before becoming the Head of Authorisation, he was working in the Financial Analysis section of the Supervision and Authorisation department. Mr McKay is a Canadian Chartered Professional Accountant (CPA-CA) and is also a Certified Islamic Professional Accountant (CIPA). He holds a Bachelor's degree in Chemistry and a Bachelor's degree in Psychology from the University of British Columbia.

H.E. Sheikh Bandar Bin Mohammed Bin Saoud Al-Thani

His Excellency Sheikh Bandar has spent most of his professional life in the financial and regulatory sector, before assuming his current position as Governor of the Qatar Central Bank. Prior to this appointment, he was Head of the State Audit Bureau during the period 2015-2021. His Excellency was elected President of The Arab Organization of Supreme Audit Institutions (ARABOSAI) and Chairman of the Executive Council of the Organization.His Excellency also held several senior positions in the Qatar Central Bank, where he started his career in the Credit and Banking Supervision Section and joined the Investment Department as head of trading and managing the foreign exchange reserves at the Qatar Central Bank. He also played a key role in establishing the Qatar Credit Bureau. As CEO of Qatar Credit Bureau, the responsibility and leadership of the Banking Risk Department was assigned to him in 2014. In addition to these responsibilities, he was also appointed as a member of Qatar Projects Board of Directors and a member of Executive Committee representing Qatar Central Bank. Jean-François Lepetit

Maryam Mohammed

Maryam Mohammed currently heads the International Cooperation Department at the QFC Regulatory Authority. She joined the QFC Regulatory Authority in 2009 as part of the Graduate programme in the Policy and Enforcement Division. With over 10 years of experience at the Regulatory Authority, Ms Mohammed has experience in policy development, with a particular focus on international organisations and cooperation. Her role involves the oversight and management of the International Cooperation team, which focuses on the Regulatory Authority's membership and participation in international organisations, management of regulatory requests from foreign regulators and negotiation of cooperation agreements. Additionally, Ms Mohammed works on the development and implementation of consumer education programmes such as Global Money Week and World Investor Week. In 2017, Ms Mohammed was seconded to PwC's Dubai's financial services consulting team where she provided advise on the development of a financial centre in Asia. She also gained consulting experience during her MBA, through providing strategic advice to the senior management of one of the largest retail companies in Guangzhou, China. Ms Mohammed holds a BA in Politics from Kingston University in the United Kingdom and a Master in Business Administration from ESSEC Business School in France and Singapore.

Mr Ryan is a member of Qatar's Financial Stability and Risk Control Committee and a member of the Board of Directors of the Qatar Financial Markets Authority. Mr Ryan joined the Regulatory Authority in 2009 from Bank of America Merrill Lynch where he served in a number of senior management positions in London and Dublin, including as Chief Executive Officer of Merrill Lynch International Bank Limited and Country Executive for Bank of America Merrill Lynch in Ireland. Prior to joining Merrill Lynch, Mr Ryan was Vice President at Credit Suisse Financial Products and an associate with Cadwalader, Wickersham & Taft specialising in banking, securities and corporate law. Mr Ryan is a member of Qatar's Financial Stability and Risk Control Committee and a member of the Board of Directors of the Qatar Financial Markets Authority.

Mona Abdulla Ali

Mona Abdulla Ali joined the Regulatory Authority in 2012 as a Graduate Fellow, a bespoke programme that was replaced by the Al Masar programme in 2015. Miss Ali's 12-month rotation exposed her to various functions in the Finance department, which helped solidify her understanding and selection of a specific career path. In 2013, she joined the Finance department as an Associate. After completing one year, she was promoted to Senior Associate in July 2014. In 2017, she was promoted to Associate Director, responsible for preparing the Regulatory Authority's annual budget in accordance with Ministry requirements. Miss Ali graduated from the University of Leeds in the UK with a Bachelor's degree in Accounting and Management in 2012. She is currently pursuing a Chartered Institute of Management Accountants (CIMA) qualification, as well as a Master's degree in Accounting.

Mr Hamad Al Mulla

Mr Hamad Al Mulla was appointed as a member of the Board of the Qatar Financial Centre Regulatory Authority (QFCRA) in 2022, representing the Qatar Central Bank through his capacity as Assistant Executive Director of Supervision and Control. Mr Al Mulla is also a Board member the Qatar Central Security Depository and holds other leadership positions in the State of Qatar and internationally through the Chairmanship of Working Groups and Committees. Some of these organizations include the IFSB and NAMLAC.As Assistant Executive Director for Supervision and Control, Mr Al Mulla is responsible for the supervision of the Qatari Banks and Financial sector and represents Qatar Central Bank internationally in its role with the Basel Committee for Banking Supervision and other external parties such as credit rating agencies and the IMF. Mr Al Mulla joined the Qatar Central Bank in 2010 and has held different roles in Financial Stability and Supervision, which led him to implement several initiatives. Prior to joining the Qatar Central Bank, Mr Al Mulla began his career at the Commercial Bank of Qatar.Mr Al Mulla holds a master's degree in Islamic Finance from the Faculty of Islamic Studies at Qatar Foundation, and a Bachelor of Science degree in International Banking from the New York Institute of Technology.

Nasser Ahmad Al-Shaibi

Nasser Al-Shaibi was appointed a Board member of the Regulatory Authority in March 2012. Mr Al-Shaibi is presently the Chief Executive Officer of the Qatar Financial Markets Authority, prior to which he served in a number of roles at the Qatar Stock Exchange (Doha Securities Market) from 1998 to 2006 and at Qatar Gas from 1993 to 1998. He was the team leader behind the establishment of the Qatar Financial Markets Authority in 2006, where he was actively involved in developing the Qatar Financial Markets Authority in the State of Qatar. He has held many leadership positions in the financial sector such as Vice-Chairman of the Qatar Finance and Business Academy and Board member of the Qatar Central Bank. At the international level and during his current position, the Qatar Financial Markets Authority gained full membership of the International Organization of Securities Commissions (IOSCO) and became a member of the three specialised committees under the umbrella of IOSCO. He signed a partnership agreement with the Association of National Numbering Agencies, as well as joined the membership of the Islamic Financial Services Board. At the regional level, he was the President of the Union of Arab Securities Authorities for the year 2012-2013. Mr Al-Shaibi has been a member of numerous national steering committees such as the Financial Stability and Risk Control Committee (FSRCC) and the Qatar National Anti-Money Laundering and Terrorism Financing Committee (NAMLC). He was also a member of the Founding Committee of the Establishment of Aspire Sports Academy.

Nurein Said Mohamed

Nurein Said Mohamed joined the QFC Regulatory Authority in June 2008 as Senior Manager in Internal Audit and was promoted to his present role in January 2017. He began his career with PricewaterhouseCoopers in Kenya from where he attained his Certified Public Accountant (CPA) and Certified Information Systems Auditor (CISA) designations. Mr Mohamed subsequently spent four years at Barclays Bank in Kenya in various roles, the last of which was Regional Head of Risk and Control Assessments for Africa and the Middle East and Acting Head of Operational Risk. There, he was a key member of the Basel II operational risk workstream for the Advanced Measurement Approach waiver application. He graduated from ICMA Centre, Henley Business School with MSc International Securities, Investment and Banking. He is also a Fellow, Chartered Institute of Securities & Investments, a Certified Internal Auditor and also holds the CAMS designation. Prior to the Regulatory Authority, Mr Mohamed was with a start-up Islamic bank as Head of Risk and Compliance.
