Joseph C. Phillips

Joseph C. Phillips joined the firm in 1982 as an associate. In 1987 Mr. Phillips was made a shareholder in the firm. Mr. Phillips graduated from The Pennsylvania State University in 1977 with a B.S in Law Enforcement and Corrections, with distinction. From 1977 to 1979 Mr. Phillips was a Juvenile Probation Officer in Northumberland County, Pennsylvania. Mr. Phillips graduated Magna Cum Laude from the Dickinson School of Law in 1982. From 1980 to 1982, while attending law school, Mr. Phillips served as law clerk for the Honorable Dale F. Shughart, President Judge of the Court of Common Pleas of Cumberland County, Pennsylvania. During the course of his career Mr. Phillips' practice has involved primarily litigation of issues involving employment law, personal injury and workers' compensation. Mr. Phillips has successfully litigated cases in State and Federal Court and before the Workers' Compensation Office of Adjudication and the Workers' Compensation Appeal Board. He currently devotes a substantial portion of his practice to workers' compensation providing representation and counseling to insurance carriers, third party administrators and self-insured employers. Mr. Phillips has written and lectured on various topics in workers' compensation for the National Business Institute, Council on Education in Management; the Pennsylvania Bureau of Workers' Compensation, and for his insurance and business clients. Mr. Phillips has also been named to the Pennsylvania Super Lawyers list under the practice area of workers' compensation from 2011-2017. Mr. Phillips is admitted to practice before all courts in Commonwealth of Pennsylvania, the Federal District Court for the Middle and Eastern Districts of Pennsylvania, and to the United States Court of Appeals for the Third Circuit. Mr. Phillips is a member of the Pennsylvania Bar Association, the Dauphin County Bar Association, the American Bar Association, the Pennsylvania Defense Institute, The Defense Research Institute, and the Workers' Compensation Section of the Pennsylvania Bar Association.

Rebecca M. Clouser

Rebecca M. Clouser was born in Hanover, Pennsylvania in 1982. She graduated from Duke University with a Bachelor of Arts Degree in Political Science. In 2007, Ms. Clouser received her law degree from The Pennsylvania State University Dickinson School of Law. While attending law school, Ms. Clouser was a law clerk for Peters & Wasilefski. She was admitted to the Pennsylvania Bar in 2007. Ms. Clouser's practice focuses primarily on issues involving employment law and workers' compensation. Ms. Clouser devotes a substantial portion of her practice to workers' compensation providing representation and counseling to insurance carriers, third party administrators and self-insured employers. Stephen F. Moore - Shareholder

Mr. Moore was born in Alston, England in 1963. He graduated from Wilkes University in 1988 with a Bachelor of Arts Degree in Political Science. He graduated Cum Laude from The Dickinson School of Law in 1991. While attending The Dickinson School of Law, Mr. Moore was selected for membership in The Woolsack Honor Society by virtue of outstanding academic achievement. Upon graduation from The Dickinson School of Law, he joined Peters & Wasilefski as an associate. He is a shareholder in the firm. Mr. Moore has litigated cases at the trial, appellate and administrative levels of the Pennsylvania Judicial system, including cases of first impression. In addition to successfully representing the firm's clients in formal judicial proceedings, Mr. Moore has used alternative dispute resolution procedures such as mediations and arbitrations when available and appropriate. He has also successfully litigated cases in the federal administrative system. Mr. Moore's workers' compensation practice is primarily focused upon representing the interests of insurers and self-insured employers. Mr. Moore is a member of the bars of the Supreme Court of Pennsylvania, the United States District Court for the Middle District of Pennsylvania, the United States Court of Appeals for the Third Circuit, and the United States Supreme Court. Mr. Moore is also a member of the Dauphin County Bar Association, Pennsylvania Bar Association, American Bar Association, Pennsylvania Defense Institute (where he serves as a chair of the Workers' Compensation Committee), and the Workers' Compensation Section of the Pennsylvania Bar Association.
