Andrew Zaleski

Andrew Zaleski serves as Senior Asset Manager for Somerset, overseeing the portfolio's operations and financial performance. Prior to joining Somerset in 2015, he performed acquisition, project and asset management responsibilities for the Housing Opportunities Commission of Montgomery County, MD, Greystar Real Estate Advisors, and Sentinel Real Estate Corporation. He brings extensive knowledge managing both affordable housing and market-rate multifamily investments from pre-acquisition through disposition including new development, asset repositioning, and condominium conversions. Mr. Zaleski received a Master of Science in Real Estate from New York University and a Bachelor of Arts in Psychology from Long Island University.

Anya Hooff Kamara

Anya Hooff Kamara serves as Director of Development overseeing all aspects of Somerset's development portfolio and its pipeline. Prior to joining Somerset Development in 2013, Ms. Kamara worked at Urban Edge in Boston, Massachusetts as the Community Building and Organizing Manager where she worked on tenant organizing, resident services, and property management. Ms. Kamara currently serves on three non-profit boards: Coalition for Smarter Growth, Friendship Heights Alliance and Baltimore Unity Hall. Ms. Kamara graduated with a Bachelor of Arts in Sociology from Hunter College in New York City, and also received a degree from the Navadisha Montessori Training Institute in Chennai, India and is an accredited Montessori Director.

Chase DeLong

Chase DeLong serves as Asset Manager for Somerset, overseeing the portfolio's operations and financial performance. His experience includes property and project management, financial and economic analysis, and developing healthy and productive working relationships. Prior to joining Somerset in 2022, Mr. DeLong worked for Dweck Properties managing mixed-use and mixed-income high-rise and garden-style communities throughout DC, Maryland, and Virginia. Prior to Dweck Properties, Mr. DeLong worked for Gates Hudson managing and leasing up properties throughout DC, Maryland, and Virginia. Mr. DeLong has a Bachelor of Science in Business Administration with a dual major in Management and Human Resource Management from Columbia College. Additionally, Mr. DeLong has a Master's degree in Real Estate from Georgetown University.

Jake Stern

Jake Stern serves as Senior Project Manager, overseeing the development of and construction management of all major projects in Baltimore. He has overseen the redevelopment of Linden Park, The Jordan, Paca House and is taking the lead on The Baltimore Union Hall. Mr. Stern takes the lead in identification of new opportunities in Baltimore. He has experience in both property management and compliance from prior work in affordable housing. He joined Somerset in 2012. Mr. Stern has a Bachelor of Science from Tufts University where he studied sustainable urban development and earned degrees in both Environmental Studies and Spanish. He worked with the Tufts University Urban and Environmental Policy and Planning Program, studying best practices in green building, and earning a LEED Green Associate credential.

James D. Campbell

A co-founding principal of Somerset Development, Mr. Campbell leads the company in identifying, analyzing, and packaging the financing of Somerset's real estate development portfolio valued at $400 million with over 2,270 multi-family residential units with retail units and new community buildings. He has expertise in forging public-private partnerships and affordable housing development, including Low Income Housing Tax Credits, Historic and New Markets Tax Credits, and federal, state, and local housing finance. Prior to starting Somerset, Mr. Campbell served for eight years at the AFL-CIO Investments Trusts, primarily as the Chief Investment Officer. The Investment Trusts consist of two co-mingled real estate investment funds: the Housing Investment Trust and the Building Investment Trust. Together the Trusts invested approximately $1 billion of pension capital per year in new housing and commercial real estate projects. Prior to joining the Trusts, Mr. Campbell was Vice President for Development for Related Companies Northeast, a private developer of housing in the Boston area. Mr. Campbell has managed economic and housing developments for city and state governments; among them, the highly successful $1 billion, mixed-use redevelopment of the East Cambridge Riverfront. He has served as the executive Director of a non-profit community development corporation. Mr. Campbell has a Master's Degree in City and Regional Planning from Harvard University.

James Ruffing - Managing Director

James Ruffing serves as Managing Director. As Managing Director, Mr. Ruffing oversees Somerset's operations and assets, financial management, underwriting, and new acquisitions. Mr. Ruffing has over 20 years of experience in the real estate industry, primarily in the affordable housing sector. He brings extensive knowledge and expertise in affordable housing finance, acquisition, disposition, asset management, and underwriting. Prior to joining Somerset in 2010, Mr. Ruffing worked for Buchanan Street Partners in San Francisco as an Assistant Vice President on the Investment Management Team responsible for the acquisition and asset management of equity investments. Prior to Buchanan Street Partners, Mr. Ruffing worked for AIMCO Capital as a Director of Asset Management and Dispositions for AIMCO's affordable housing portfolio. Mr. Ruffing has a Bachelor of Science degree in finance from the A.B. Freeman School of Business at Tulane University and a Master's Degree from Johns Hopkins University in Institutional Real Estate Investment.

Leroy Hubbard

Mr. Hubbard passed away on September 27, 2007. He served as a Community and Tenant Relations Advisor to Somerset from 2002- until his passing. He provided consulting services in government relations, community development, and tenant relations. He brought over 30 years of experience in community and affordable housing development in Washington, DC. He was a founder of the Development Corporation of Columbia Heights and served on its Board. He provided consulting services for Faircliff Plaza East, Urban Village, Faircliff Plaza West, Galen Terrace, and Cavalier Apartments. He was also a Board member of Urban Village Community Center Association, Faircliff Community Center Association, and Hope Housing. Cavalier Apartments on 14th Street was renamed Hubbard Place in honor of Mr. Hubbard in 2009, in a dedication service officiated by Mayor Adrian Fenty.

Lynn Weintraub

With over 20 years of professional experience, Lynn Weintraub has provided book-keeping and accounting services for Somerset since 2006. She handles the daily financial operations for Somerset and works with Somerset's independent accounting firm. She also serves as Somerset's Human Resources Officer. Ms. Weintraub has a Bachelor of Science Degree in Business Administration from the University of Minnesota in Minneapolis, MN and completed her accounting coursework at the University of Maryland, College Park, MD, in preparation for the CPA examination. She was certified in 1987.

Michael Castagnola

Michael Castagnola serves as Project Manager working on Somerset's Baltimore development projects, new pipeline opportunities, and local public policy issues. His experience includes community organizing, politics, business operations, and financial analysis. Prior to joining Somerset in 2022, Mr. Castagnola worked as a land use and community development consultant, Chief of Staff at a software development company, professional staff on the House Oversight Committee under Chairmen Elijah Cummings, and Chief of Staff for Baltimore City Councilman Zeke Cohen. Before moving to Baltimore, Mr. Castagnola was a middle school math teacher and an analyst at Goldman Sachs. Mr. Castagnola has a Master's Degree in Urban Planning from MIT, a Master's Degree in education from Delta State University, and a Bachelor of Science degree in Finance and Marketing from NYU.

Nancy L. Hooff

A co-founding principal of Somerset Development Company, Ms. Hooff leads the company in overseeing pre-development planning and budgeting, design, construction administration, asset management and resident services. With a portfolio valued at $400 million with over 2,270 multi-family residential units, retail spaces and community buildings, the company specializes in revitalizing communities in underserved areas through the use of public-private financing, historic preservation and partnerships with tenant associations, local businesses, and non-profit entities. Prior to starting Somerset, Ms. Hooff worked in the field of development economics, housing and community development, municipal finance and local government in the international arena for 15 years as a Foreign Service Officer and contractor with the U.S. Agency for International Development (USAID). Ms. Hooff managed USAID's programs in local government, democracy, urban development and housing for Eastern Europe and the countries of the former Soviet Union. This work included overseeing housing guarantee funds and the development of municipal finance systems. She also served in Mauritania, Tunisia, Guatemala, and provided technical and program support services to other countries of Central America. Prior to joining USAID, Ms. Hooff was founder and principal of a business consulting firm in West Africa. She has a Master's Degree, with a specialization in international development economics, from the Fletcher School of Law and Diplomacy, Tufts University. She was awarded an Honorary Degree of Social Entrepreneurship from Dickinson College in 2018.

Patrick McAnaney

Patrick McAnaney serves as Senior Project Manager working on development projects, new pipeline opportunities, and public policy issues in Washington DC. His experience includes financial and economic analysis, project and operations management, and urban planning. Prior to joining Somerset in 2019, Mr. McAnaney worked as an economics researcher for 1776, a local civic tech startup incubator; a project manager for the Downtown Project in Las Vegas; and an Operations Manager for a social enterprise in Brazil focused on solid waste management. He was also a Fulbright scholar in Brazil, researching urban economic development issues. Mr. McAnaney has a Master's Degree in Urban and Regional Planning from Georgetown University, a Master's Degree in Development Economics from Johns Hopkins University, and a Bachelor of Arts degree in History and Policy Studies from Rice University.

William Whitman

William Whitman joined forces with Somerset in 2011 as a Partner to identify and undertake new development opportunities in emerging neighborhoods in DC and Baltimore. Prior to joining Somerset, Mr. Whitman formed New Community Partners, LLC in 2006. Previously, Mr. Whitman served as Executive Vice President of Telesis Corporation where he planned or developed several thousand units of mixed-income housing and mixed-use projects in 24 cities in the Eastern United States. He also established and served as President of Telesis CDE Corporation, securing and investing $85 million of New Markets Tax Credits. Prior to joining Telesis, Mr. Whitman engaged in the private practice of law, was a real estate consultant for institutional clients with Meredith & Grew in Boston and was responsible for major housing developments and programs for the Boston Redevelopment Authority. Mr. Whitman serves on the Board of Directors of the National Housing and Rehabilitation Association and is a member of the Urban Land Institute. Mr. Whitman received his B.A. from the University of Massachusetts at Amherst and his J.D. from Western New England University School of Law.
