Paul worked as a Senior Quantity Surveyor for Bond Davidson Ltd. In the UK from 2004 to early 2008 at which time he joined Spiegel Skillen and Associates Limited. While at Bond Davidson, Paul was responsible for full Quantity Surveying duties including preparation of feasibility budget estimates, elemental cost plans, Bills of Quantities, quantified scopes of works, cash flow forecasts, Contract documentation, valuations, cost reporting, cost monitoring and analysis, final accounts; negotiation with main/subcontractors; monitoring of projects for financial institutions; Project Management and Contract Administration. Prior to this, Paul worked for GB Fitzsimon LLP, London for 9 years rising to the position of Associate Director whilst undertaking a Quantity Surveying function working on new build fit out and renovation projects (including multiple-site ‘roll out' projects) in the Retail and Commercial Sectors across the UK.

Timothy J. Spiegel

Mr. Spiegel gained experience on a number of construction projects in the Southern African countries of Lesotho, Botswana and Swaziland between 1969 and 1975. He was trained as a professional Quantity Surveyor in Johannesburg, South Africa, until 1977. In 1978, Mr. Spiegel formally immigrated to Canada and was employed as a Senior Quantity Surveyor in the Hamilton and Toronto offices of a national firm of Professional Quantity Surveyors. In 1979, Mr. Spiegel was promoted to Associate Partner and Manager and was transferred to Calgary. Mr. Spiegel founded his own professional practice in 1981 and developed this practice into a thriving business specialising in all of his fields of expertise. The firm carries out the work of Property Development Consulting and Analysis, Cost Control, Financial Control and Monitoring, Value Analysis, Risk Analysis, Value Management, Quantity Surveying, Project and Construction Management, and Arbitration and Mediation for issues related to construction. Mr. Spiegel has successfully mediated and arbitrated construction disputes. He has developed a number of sophisticated computer programs for property development analysis and pro-forma, project management, cost management and analysis, cost control procedures, value management and cost recording systems. He has successfully provided expert witness and has taken the role of mediator and arbitrator in contractual disputes. Mr. Spiegel has been appointed, by the Supreme Court of British Columbia as Receiver/Manager for construction projects that are in financial distress.
