Bill is a Vice President for Gannett Fleming with more than 22 years of experience working for both design and construction firms. Field experience includes serving as either Project Engineer or Resident Engineer on a variety of construction projects involving heavy highway construction, bridge structures, airport structures, automotive test tracks, grading, and drainage. Design experience involves Automated People Movers, large solar fields, major roadways in various cities and water and sewer mains, storm drainage, and stormwater management for commercial and residential projects. Bill has been working on a wide variety of projects at PSHIA for more than 20 years, including small on-call tasks to major capital improvements. These projects include PHX Sky TrainĀ®, Annual Bridge Inspection Program, Terminal 4 Walkway Bearing Pad Replacement, Terminal 4 Inner Lane ADA improvements, and Taxiway R Drainage Improvements. Bill has also worked on the construction of the Terminal 4 Parking Garage Expansion and Terminal 4 high-profile parking lot reconstructions.

He served as Chairman of the Support Sky Harbor Coalition and is also a Partner in Paradies Phoenix Joint Venture, which operates retail stores at airports all over the United States. This gives him a unique perspective into the incredible logistics of operating and maintaining a business at Phoenix Sky Harbor International Airport.

Mr. Norton works with many clients and teaming partners on a national and international basis to coordinate activities for major transportation projects. He is active in several professional organizations, including the American Public Transportation Association, Airports Council International, Airport Consultants Council, and past Chairman of the American Society of Civil Engineers Automated People Mover Committee. Mr. Norton has a degree in Mechanical Engineering and a Masters in Business Administration.

Jeremiah Hoeflich

Jeremiah is a Sponsor for the Southwest District with more than 17 years of civil infrastructure experience, including 12 years of City of Phoenix civil aviation projects, Jeremiah has worked the majority of his career on alternative delivery project. He has first-hand project expertise on civil and structural projects for the City of Phoenix and ADOT predominantly. Jeremiah ensures successful delivery by supporting projects with the proper level of executive oversight and resources in people and equipment to meet clients' needs. He is an active member of the Arizona chapter of the AGC and actively seeks to build relationships with the subcontracting community. Jeremiah is a graduate of the University of Toledo with a bachelors in Civil Engineering. He relocated from Ohio to Arizona in 2009 and is the proud father of 3 kids.

Ray Libonati is a Vice President with more than 30 years of experience in complex construction project management. Ray has spent many of his 22 years with Hunt overseeing aviation projects including the Phoenix Sky Harbor International Airport (PSHIA) Terminal 3 Modernization, Southwest Airlines Phoenix Maintenance Hangar, PSHIA Terminal 4 S-2 Concourse, Southwest Airlines T.I. at S-2 Concourse and the PSHIA Terminal 4 N-1 Expansion. Ray monitors overall project operations and provides support to the Construction Manager. He provides technical and management expertise and ensures that the project stays on schedule and within budget as planned.

Steve Grauer

Steve Grauer is Vice President and District Manager of the Western District at Hensel Phelps Construction Co. and serves as member of Hensel Phelps' Board of Directors. Grauer joined Hensel Phelps in 1990 and is currently responsible for all aspects of the Western District operations, located in Phoenix, and covers work in Arizona, New Mexico, Oklahoma, and Southern Nevada. Prior to his current position, Grauer was the Manager of Work Procurement for the International District, located in Aurora, Colorado and spend 16 years in the Southern California District in numerous operational positions including Field/Office Engineer, Project Engineer, Area Superintendent, Project Manager and Operations Manager. During his time with Hensel Phelps, Grauer has worked in California, Washington, Nevada, Utah, New Mexico, Oklahoma and supported the Company's work abroad in Ireland, Germany and Israel. Grauer received a Bachelor's Degree in Construction Management from the University of Washington in 1986.
