Andrew plays a key role in Urban Strategies' business development team, where he manages the proposal process for a wide variety of projects including downtown revitalization efforts, campus master plans, major transportation initiatives and private development. He is a strong project manager and team builder. He has extensive experience with public engagement initiatives and creating collaborative partnerships between government, academic, and industry partners. Previously, Andrew worked in the engineering sector, where he focused on deploying intelligent transportation systems and clean water technologies across Canada.

Andrew Toth is an Associate Urban designer and Urban Planner with over a decade of experience working on a broad range of projects including master planning, transit-oriented development, redevelopment, new communities, campus planning, and public realm plans. Currently, Andrew is working on the Cardinal Creek Master Plan in Ottawa to create a concept design for a new mixed-use centre that will support the recently built residential community. Recently Andrew played a lead role in the University of Missouri St. Louis Campus Plan which provides detailed recommendations to right-size the campus and enhance the student experience in the short term and a grand vision to capitalize on underutilized assets in the long term. Previously, he worked on the Downsview Framework Plan which re-imagines the 500 acre area, including the former airfield, into a mixed-use community. Andrew also worked on the Surrey Centre Block Master Plan in Surrey, British Columbia, which creates a bold vision for the centre of the city with iconic commercial development that is connected to a robust transit system and pedestrian focused public realm. Andrew played a lead role in the Waterloo Uptown Public Realm Strategy which sets forth a vision, design strategies, and initiatives to ensure a sufficient amount of high quality public spaces as Uptown continues to grow and the new Light Rapid Transit improves accessibility to Uptown.

Anne is a Registered Professional Planner with a strong understanding of public policy and with experience obtaining a wide range of development approvals for public and private sector clients. Anne aims to create sustainable and equitable communities through the promotion of high-quality compact form that efficiently utilizes land while also creating great places to live. At Urban Strategies, Anne works on complex and innovative projects to support sustainable growth. She is currently working on the Quayside project, helping to create a vibrant, mixed-use and iconic community in Toronto's waterfront. She is also working on the Midtown Oakville Official Plan Amendment, creating the framework to support a complete and transit-supportive community around the Oakville GO Station.

Aya has more than 15 years' experience in digital modelling - training architects, structural engineers and construction professionals in BIM software. Trained as an architect, she has international expertise in modelling mid and high-rise buildings. She plays an important role as part of Urban Strategies' visualization team, both as an ArchiCAD trainer, and digital modeller, developing shadow studies, 3D models and other files to assist with site analysis and visualization of development scenarios.
Benjamin takes a strategic approach to master planning, policy development and planning approvals for a diverse range of clients, leading projects from high-level visioning through to implementation. Shaping the future of Toronto and the GTA, Benjamin has successfully guided complex planning projects including the Honest Ed's/Mirvish Village redevelopment, Cloverdale Mall, East Harbour/Unilever, CIBC Square, Quayside and numerous complex mixed-use projects. Benjamin is a leading campus planner, having developed master plans for such institutions as Cornell, Simon Fraser, Waterloo, Guelph, UofT Scarborough, Brock and others, and regularly assists institutions in strategic planning and leveraging real estate assets. Benjamin has strong policy development skills, with an ability to translate complex ideas into clear, understandable recommendations, and is adept at navigating the intricacies of planning approvals and other complex planning processes.

He has worked in numerous municipalities across Ontario, on development approvals projects ranging from subdivision development to infill towers. Originally from Edmonton, his professional background prior to planning is in business development, marketing, and nonprofit management. He has supported internal strategic and business planning as well as working on public facing marketing and communication campaigns. Cam is passionate about winter planning in northern cities, specifically designing outdoor spaces that are usable and enjoyable all year long. At Urban Strategies, Cam works on projects across Canada with a focus in British Columbia and Ontario.

Christie is a multidisciplinary Graphic Designer, currently based in Toronto. Her professional experience includes working with international clients on branding, editorial, multimedia and UI/UX design projects. She is skillful in transforming clients' complex ideas into simplified compelling visuals through comprehensive design thinking process and management.
At Urban Strategies, Christie is responsible for maintaining the brand identity of the firm. She works closely with project teams to create varieties of graphic materials, including reports, presentations, marketing materials, videos etc. Her expertise and attention to detail ensures that every design is clear, compelling, and delivered on schedule.
Christine Fang-Denissov is driven by a passion for design and a desire to help communities realize positive change. She regularly directs complex and multi-disciplinary teams, and is credited for various award-winning urban regeneration and master planning projects across Canada and Asia. She is developing the Framework Plan for the 520-acre Downsview Lands; advancing the District Plans for Taxiway West District and Brightwater (Port Credit); planning approvals for Canada Square, Commerce Court, and Galleria Mall; and recent Campus Master Plans for Queens University, and Centennial College.

Dennis has 30+ years of design leadership at Urban Strategies. He has acted as lead designer for many of the firm's most complex large-scale regeneration and waterfront projects. He led several UK revitalization projects in London, Cardiff and Manchester; ambitious waterfront transformations in Singapore and more locally, Mississauga's post-power plant waterfront at Lakeview and the Bathurst Quay Neighbourhood Plan in Toronto.

Desi is a Registered Professional Planner with 10 years of experience undertaking diverse initiatives, such as area studies and plans, planning policy, master planning, and land development projects, in Toronto and the Greater Golden Horseshoe. Her passion for urban planning that addresses the needs of diverse people is partially rooted in her experience growing up in Europe and Africa. Prior to joining Urban Strategies, Desi worked at the City of Toronto, where she primarily planned and acquired new parkland and several large-scale community recreation centres. At Urban Strategies, Desi is involved in a variety of public and private-sector projects, including master planning, mall revitalization projects, and mixed-use developments.

Emory is an accomplished urban planner and public engagement professional whose work explores the intersection of policy, engagement, and equity in the planning process. In their 10+ years of experience, Emory has managed, designed and delivered dozens of innovative planning, engagement and communications programs for municipalities, libraries, non-profits, and regional governments across Canada. In their many roles, Emory has become adept at managing high-volumes of technically and politically complex work, providing strategic engagement advice across departments and disciplines. Emory is currently leading engagement processes for several large-scale master planning and regional growth projects in BC and Alberta, including the Jericho/ʔəy̓alməxw/Iy̓álmexw Comprehensive Development Plan and the BC Housing Kingsway and Edmonds Redevelopment in BC's Lower Mainland. Prior to joining Urban Strategies, Emory was the Public Engagement Lead in the American Planning Association award winning Northeast False Creek Area Plan Project Office at the City of Vancouver - where they led public and stakeholder engagement and cultural policy development.
Eric Turcotte (RPP, FCIP, OAA, OAQ, MRAIC, LEED AP BD+C) is an Urban Designer, a Planner and an Architect. He has been with Urban Strategies since 1997 and has extensive redevelopment experience in sensitive urban areas in Canada - notably in Ottawa, the United States and Europe. He has led numerous award-winning large scale master plans, downtown revitalization plans and community design plans. Eric is an Urban Design industry leader and a founding member as well as past President of the Council for Canadian Urbanism (CanU). He is a member of the Waterfront Toronto Design Review Panel, the chair of the Brampton Design Review Panel Project, and a Fellow of the Canadian Institute of Planners.

Frank Lewinberg is the co-founder of Urban Strategies. His groundbreaking publications in particular the Reurbanization of Metropolitan Toronto have shaped the discussion on urban matters in Toronto. Frank has been privileged to work throughout Canada, US, England, and South Africa. He is responsible for the master plans of the St Lawrence neighborhood, the CAMH redevelopment and the new CIBC head office straddling Toronto's main rail line. His continuing interest in affordable housing has led to his examination of the St Lawrence neighbourhood as a guide to our collective futures - look out for a Cormorant Books publication in late 2025.

Geoff, our chief model maker, has over three decades of experience testing and manipulating designs through the construction and analysis of insightful physical and computer models. Geoff has a wealth of experience that includes the revitalization of London's Docklands and the firm's master planning work in Singapore, as well a long list of major sites in Toronto and the GTA that have resulted in a detailed CAD model for a large portion of Toronto.
Grant is an Urban Planner with Urban Strategies Inc. His professional practice has focused on planning for growth in diverse urban environments, utilizing geospatial data analytics and consultation in tandem. He played a key role in developing the Intensification Analysis model for the Durham Region Land Needs Assessment in anticipation of a new Regional Official Plan. He is an active team member in site plan approvals for Brightwater, a master planned waterfront community in Port Credit, Mississauga. He has also played a supporting role in the advancement of Tewin, a generational opportunity for growth in Ottawa led by the Algonquins of Ontario. Prior to joining Urban Strategies, Grant was a planner with the City of Thunder Bay where he worked on a wide range of projects from minor variances to a comprehensive official plan update. Grant has played a major role in a number of OLT victories, and has acted as a key planning witness for the City of Thunder Bay on multiple occasions. Grant exudes a passion for all aspects of planning and urban development, and is approaches every project with enthusiasm.
Harshitha is an Urban Designer with a comprehensive background in Architecture and Planning. She holds a Master's degree in Environmental Studies from the University of Waterloo's School of Planning, with a research focus on urban form resilience and nature-based solutions. In her years of experience, Harshitha has contributed to several large-scale and master planning projects for both public and private sector clients in Canada and India. Her portfolio encompasses residential, mixed-use, and transit-oriented developements, neighbourhood master plans, as well as urban renewal and brownfield regeneration projects.
At Urban Strategies, she is actively involved in the development approvals, zoning analysis, and the preparation of urban design guidelines for several significant projects in the Greater Toronto Area, including the master plan and redevelopment of Scarborough Town Centre, the master plan for the Taxiway West District at the Downsview Airport lands, Urban Design Guidelines for University of Toronto, the redevelopment of Ontario Place, and the rezoning of 155 St Dennis Dr, rezoning of 25 Borough Drive, and 300 Borough Drive (Block 2).

As an Urban Designer with a strong foundation in architecture, Heather is committed to building diverse, equitable and sustainable communities. Heather has years of experience working with both public and private sector clients, on a range of local and international projects of varying scales. Her projects have included neighbourhood and campus master plans, urban renewal and brownfield regeneration, residential and mixed-use developments and streetscape design. Clients appreciate Heather's broad knowledge base and intuitive ability to synthesize ideas into a cohesive plan that weaves together environmental, cultural, and built form site components.
Prior to joining Urban Strategies, Heather worked for architecture firm, mcCallumSather, in Hamilton, and played a key role in the schematic design and approvals process for many small- and large-scale projects. She appreciates working collaboratively with interdisciplinary teams, community members and user groups to thoughtfully integrate complex sites into the broader context.
Inger Squires is a Principal with extensive experience managing planning projects for institutions and public and private sector clients. As an urban planner, Inger has delivered complex projects related to master planning, policy development, and development approvals for high-rise residential/mixed-use developments, campus master planning, and large-scale developments.
Inger is deeply involved in all stages of the statutory planning approvals process - from policy reviews, master planning exercises, application submissions, and complex LPAT hearings. Her work consists of the interpretation and analysis of land use-related data to prepare Due Diligence reports, Planning Rationales, Planning Rationales and Urban Design Studies, drafting Zoning Bylaws, Master Plan Reports, Community Services and Facilities studies, Highest and Best Use Studies, Housing Issues Reports, and Public Consultation Strategies.
Her current projects include Quayside development on Toronto's eastern waterfront; Liberty Yards; CIBC Square phases 1 and 2; several projects for Choice Properties REIT, including Gerrard and Carlaw TOC, 682-742 Broadview Avenue planning approvals, and 2280 Dundas Street West; DREAM's 250 Dundas St W and 212 King Street West planning approvals and appeals; and several retirement home developments in Toronto for DCMS Realty Inc.
She managed several high-profile projects, including the award-winning uOttawa Campus Master Plan, Sidewalk Labs Toronto Quayside project, the LCBO Queens Quay Master Plan, Port Lands Acceleration Initiative, and the Toronto GM Mobility Campus for General Motors of Canada Company.
Inger is a sought-after expert in Ontario planning policy and is responsible for keeping the firm up to date on all regulatory and legislative changes. Inger is a full member of the Canadian Institute of Planners and Ontario Professional Planners Institute (OPPI). Inger also provides expert evidence at the OMB/LPAT and is a mentor within and outside of the firm.
Inger enjoys being part of the planning community in Toronto. In addition to her work at Urban Strategies, she was an instructor at Carleton's Azrieli School of Architecture and Urbanism in the Certificate in Real Estate Development (CRED) program.

James is an Urban Planner with a strong understanding of physical planning and planning policy, and is a key member of Urban Strategies' downtown, main street, and neighbourhood planning practice. Most recently, James worked on the City of Orillia's Downtown Tomorrow Plan Update, which sets out a long-range vision for growth and development in the downtown, supported by a range of strategic initiatives for the City and its partners to advance. James also worked as the Planner and Project Manager for the Central Peninsula Neighbourhood Plan for the City of Saint John, NB. Through urban design and public realm guidelines and place-making concepts for surplus public lands, the Neighbourhood Plan demonstrates how targeted municipal improvements can encourage private reinvestment in the core of a historic city. James also works with the New York Department of State to administer the Downtown Revitalization Initiative, a key economic development program. Working with a different community in the Finger Lakes Region each year, this involves working with State and municipal officials and a local planning committee to identify, evaluate, and select the best slate of projects for grant funding to support downtown revitalization. In Toronto, James has managed the master planning and approvals for a variety of complex development projects, including 30 Bay Street, Dufferin Mall, the Golden Mile Shopping Centre redevelopment, 1 Front Street West, and 18 Elm Street.

Joe Berridge is the co-founder of Urban Strategies. He is an urban planner and city builder who has had an integral role in the development of complex urban planning and regeneration projects in Canada, the U.S., the U.K., Europe and Asia. He has been strategic advisor for the development of the city centres of Manchester, Belfast and Cardiff and for the waterfronts of Toronto, Singapore, Sydney, Cork, London and Governors Island in New York City. He has prepared campus master plans for the University of Manchester and Waterloo, Queen's and Western in Canada, and planning the new hub for Toronto Pearson International Airport. Joe teaches at the University of Toronto and was a Senior Fellow at the Munk School of Global Affairs and Public Policy. Joe's book ‘Perfect City' was published by Sutherland House in 2019.

He continues to manage Urban Strategies' work for a number of healthcare institutions, including SickKids, Sunnybrook Hospital, Scarborough Health Network, and Muskoka Algonquin Healthcare. He is also leading approvals for the phased redevelopment of the 28 acre former Christie Cookie factory at Park Lawn and Lake Shore in Toronto, which will introduce a new GO Transit station, TTC improvements, and a range of new mixed use buildings including 7500 residential units and over 1 million square feet of commercial and community uses. This repositions the site as a vibrant, transit-oriented community node for Toronto's Humber Bay Shores neighbourhood.

Josh Neubauer is a planner who loves complex and strategic projects. He has diverse experience in Canada, the U.S. and the U.K. has played a lead role on the Princeton University Campus Plan, employment land strategies for the City of Markham and Stelco, development approvals for Oxford Properties and other developers in the Greater Toronto and Hamilton Area (GTHA), planning for the Regional Transit Centre at Pearson Airport, strategic neighbourhood plans in Detroit and London, and many other projects. Josh is also leading Urban Strategies' Collaborative Studio in Hamilton Ontario, convening cross-sectoral discussions on mid-size city planning.

Julian is an Associate and Urban Planner with a diverse background in transportation planning, policy analysis, municipal finance, and urban design. He completed his graduate studies at Toronto Metropolitan University's School of Urban and Regional Planning with research focusing on the history and current trends of purpose-built rental in Toronto. He has worked on projects based in British Columbia, Northwest Territories, Alberta, and Ontario, as well as transportation projects of national scope. His professional work has focused on the intersection of transportation and land use planning, particularly how multiple public priorities can be coordinated to produce vibrant, affordable, livable urban regions.
At Urban Strategies, Julian is contributing to several large scale development projects by Choice Properties REIT including 682-742 Broadview Avenue and 2280 Dundas St W. He is also working on the redevelopment of 450 Dufferin Street, a development by Hullmark in Toronto's west end. These projects intensify underdeveloped sites, introduce a mix of uses, provide a range of housing options, and improve connections with the surrounding urban fabric. Julian has also conducted highest and best use site analysis and is part of an Urban Strategies team supporting CreateTO in a range of capacities.

Kenny is a bilingual urban planner with experience in research, stakeholder engagement, and services planning and integration. Her academic and professional trajectory has been motivated by her interests in urban issues and social inequities and her desire to contribute to the delivery and improvement of urban services. Previously, she worked as a planning officer for the French Public District School Board in Ontario. As a co-founder of the Mentoring Initiative for Indigenous and Planners of Colour (MIIPOC), Kenny aims to further advance diversity and representation in the planning profession through mentorship and networking. At Urban Strategies, Kenny is contributing to development applications in the Greater Toronto Area and research on heritage district integration for Camp Picton in PEC and age-friendly planning for the Markham Age-Friendly Design Guidelines.
Kiera is an Urban Planner with a background in ecological design, policy analysis, and youth engagement. She holds a Master of Planning in Urban Development from Toronto Metropolitan University, where her research focused on techniques for financing climate resilient and ecologically-conscious planning. Prior to joining Urban Strategies, she worked with the Financial District Business Improvement Area in Toronto to refresh their public realm principles. At Urban Strategies, Kiera is engaged on projects across different scales, and in different stages of the development approval process.

Lauren is a Registered Professional Planner with experience working on a diverse range of private and public sector projects. Combining her background in architecture and planning, Lauren is dedicated towards helping create equitable and healthy places. Lauren works on projects related to master planning, development approvals, and policy writing. She has also played key roles on several longrange planning studies and plans, including the scenario planning study for the City of Ottawa's Official Plan review, and Secondary Plans for Victoria Park and Old East Village in the City of London. Her experience on complex development approvals include a new office tower in Toronto's Financial District at 171 Front Street West, and East Flats Development in Ottawa.
Lauren is currently working on a number of large-scale master planning projects in Toronto, including the development of the District Plan for the 1st District (Taxiway West) at the 520-acre Downsview Airport Lands, and planning approvals for the redevelopment of the former Mr. Christie's Cookie Factory in Humber Bay Shores.
Leigh McGrath is a planner who works with a diversity of clients at a range of city-building scales to understand the opportunity inherent in any site. Leigh leads and manages complex public and private sector work including development approvals and statutory land use planning processes, waterfront master plans and campus master plans. Leigh is currently working on a number of processes to transform and urbanize major malls and shopping centres in the Toronto area, as well as planning policy development for the Richmond Hill Regional Centre, the planned terminus of the Yonge North Subway Extension.

Lena is an Urban Planner and researcher whose work has focused on cultural heritage preservation, land use planning and community development in various communities in Toronto. She is passionate about bringing people and communities together through planning, ensuring that they are representative and accepting of all. Through Lena's professional experience at the Munk School of Global Affairs & Public Policy and Innis College, she has worked to examine indicators of neighbourhood change and understand the lived experiences of underrepresented youth as a result of ongoing redevelopment in Regent Park. She has also explored commercial displacement prevention methods through a graduate workshop project in Little Jamaica; and worked to assess the relationship between built form, lived experience and social outcomes in the Annex neighbourhood through her work at the Bloor-Annex Business Improvement Area.
At Urban Strategies, Lena is exploring opportunities to convert various underutilized employment sites into vibrant and active mixed-use areas in the City of Mississauga. In the Weston Park redevelopment, Lena contributed to a community services & facilities study, assessing the community services and facilities that currently available to future residents generated by the proposed development. She is also contributing to the Canada Square redevelopment project.

Mark is a Partner, Urban Designer and Landscape Architect at Urban Strategies Inc., credited with a range of complex and award winning urban design and planning assignments over twenty-five+ years of practice. Mark regularly directs large complex multi-disciplinary teams on waterfront and downtown revitalization projects, brownfield redevelopment, institutional campus master plans as well as transit-oriented intensification. From Barbados to New York, Hamilton to Edmonton, Niagara-on-the-Lake to Buffalo, Mark assists public and private sector clients in developing evaluating large-scale urban transformations. Mark is adept at engaging communities in the design and planning process and is a well regarded as an expert facilitator and keynote speaker.

Mary Castel, Partner, leads Urban Strategies' Business Development and Communications functions. She works with teams to develop social media strategies for public and stakeholder engagement, and founded the Urban Strategies® Academy, a collaborative employee education program that acts as a knowledge accelerator and cultural incubator. She co-led the development of the firm's online engagement and interactive mapping tool kit that allows for deep analysis of how community members interact with their environment. She is a Champion of the Women's Leadership Initiative (WLI), has held management roles with the Toronto Chapter of the Urban Land Institute and was a founding member of the Women's Development Collaborative.
Matt is an Urban Planner with a multidisciplinary background in policy analysis, engineering, design, and research. His work focuses on shaping vibrant, walkable, and transit-oriented communities through large-scale, mixed-use redevelopment projects. Matt has also been actively involved in institutional projects, including his ongoing work with SickKids Hospital on the advancement of the new Patient Care Centre. The Patient Care Centre is one component of SickKids Project Horizon, which is the guiding vision for the physical infrastructure improvements to serve the SickKids community and programs for the next 20 years and beyond.
