Brian E. O'Toole

Brian E. O'Toole is Chief Executive Officer of BlackSky, an industry leading space data and analytics company. As a pioneer in real-time earth observation and geospatial intelligence, Brian's vision and thought leadership are behind the company's strategy of using the vantage of space and the power of AI to provide real-time intelligence solutions to government and major enterprise customers around the world. Before being named CEO in 2018, Brian was BlackSky's Chief Technology Officer and was responsible for leading the company's space and AI platform strategy. He joined the Company in 2016 when BlackSky acquired OpenWhere a geospatial intelligence company that he founded in 2013. Brian has a long track record of success as an innovator, entrepreneur, and executive in the geospatial industry. Prior to OpenWhere, he served as Chief Technology Officer at GeoEye (NASDAQ: GEOY), one of the industry's first commercial satellite imaging companies. At GeoEye he led product strategy, research and development, and M&A until it merged with DigitalGlobe in 2013. He has held a number of senior leadership and technical roles at start-up, early stage, and fortune 500 companies including GE Aerospace, Textron Systems, and Overwatch. As an entrepreneur he founded and was CEO of ITspatial, an early pioneer in intelligent 3D mapping. In 2022, Brian was named to the Board of Directors of the U.S. Geospatial Intelligence Foundation (USGIF). He also serves on the Board of Catholic Leadership Institute. Brian earned a master's degree in Computer Engineering from Syracuse University and a bachelor's degree in Computer Science from Clarkson University.

Deb Davis

Deb Davis is a Vice President & General Manager with General Dynamics Information Technology (GDIT) and a member of the Intelligence and Homeland Security Division Leadership Team. Ms. Davis is the P&L Executive responsible for the Mission Solutions Sector (MSS), to include technical, engineering, mission and IT Enterprise solutions and services. She is the primary point of contact for MSS senior stakeholders, and facilitates communication, integration and delivery to achieve mission success. Deb is passionate about people, team and community development, and is the Chair of the GDIT PM Council. Prior to her selection as the Sector VP & GM, Ms. Davis was the Business Area Vice President of Geospatial Solutions and Services (GSS), responsible for P&L and portfolio performance across the Geospatial Mission and Enterprise. Ms. Davis was previously the NCE Active IT Program Manager through the BRAC, responsible for cost, schedule, technical performance, and service enhancement throughout BRAC engineering, build out and transition to full-scale operations. Before joining GDIT, Ms. Davis was a Principal with Booz Allen Hamilton. During her Booz Allen tenure, Ms. Davis led a variety of IT efforts, to include a major initiative to design, implement maintain a new agency-wide high-speed enterprise network, defining and analyzing global message handling requirements for a Mission Partner Record Communications program, and workstation and server assessments to define the IT baseline for a new headquarters facility. Ms. Davis also defined, developed and delivered computer instruction for users at all levels of the organization. Prior to joining the Intelligence Community, Ms. Davis was an educator, providing instruction in computer science, core subjects, and remedial mathematics.

Ingrid Peterson

Her portfolio includes Navy, Coast Guard, National Geospatial-Intelligence Agency (NGA), and Defense Intelligence Agency (DIA). Before joining Guidehouse, Ingrid provided consulting support to assist with development and execution of transformational change initiatives for a Base Realignment and Closure (BRAC) effort. Prior to her consulting roles, she served eight years in the United States Navy as a Naval Flight Officer. For Fleet Air Reconnaissance Squadron Two (VQ-2), Ingrid commanded two EP-3 aircraft crews and provided Indications and Warning to U.S. and coalition forces in the global war on terrorism. Ingrid holds an MBA from The George Washington University and a BS in Political Science from the United States Naval Academy. She is a certified Project Management Professional (PMP) and certified facilitator. She serves on the United States Naval Academy Alumni Association Greater Washington Chapter Board. Jackie Barbieri

Jeff Dawley

Jeff has over 18 years' experience working with geospatial technologies and mission systems supporting the Department of Defense. John Serafini

John founded the company and has served as the CEO since company incorporation in 2015. Since inception, HawkEye has raised over $130m of private capital; the company's constellation is operating on-orbit; and the company is currently servicing a variety of important US Government customers through the Department of Defense and Intelligence Community. In a 12-year career as a venture capitalist and start-up operator, he has founded and/or served as the CEO for 10 venture-capital technology companies each with thematic focus upon the national security, defense and intelligence sectors. Johnny Sawyer

Johnny Sawyer is founder of The Sawyer Group, a consulting firm focused on partnering with organizations to deliver tailor-made practical defense, intelligence and strategic management solutions. Following a distinguished 22-year military career as a U.S. Army officer, he joined the Defense Intelligence Agency in 2001 and served in multiple positions of increased responsibility during his 20-year tenure there. In 2009, Mr. Sawyer was elevated to the Defense Intelligence Senior Executive Service. His senior executive assignments included principal deputy director for analysis; first director, Middle East/Africa Regional Center; chief, Middle East North Africa Office; chief, Defense Resources and Infrastructure Office; and senior expert for enterprise management. Mr. Sawyer's last assignment at DIA was chief of staff. As the third ranking officer at DIA, he was the Agency's chief operating officer-overseeing a sixteen thousand officers and a multi-billion-dollar budget and exercising broad responsibilities to ensure continued excellence while simultaneously developing plans, process improvements and strategies to prepare the Agency for future success. He is the recipient of the Presidential Rank of Meritorious Executive, National Intelligence Distinguished Service Medal, and the Defense Intelligence Agency's Director's Award. Mr. Sawyer's formal education includes an MBA from Florida Institute of Technology, an M.S. from the National War College, and a Master of Military Studies from the U.S. Marine Corps University. Ms. McCarthy

Ms. McCarthy returns to government service after three years in the private sector, where she served as President of Noblis NSP, leading its mission… The Honorable Ellen E. McCarthy is the Chairwoman and CEO of the Truth in Media Cooperative. She is also an Adjunct Professor at the University of Maryland and sits on advisory boards for Penn State Applied Research Lab, Oak Ridge National Laboratory, SAP NS2, Fortem Technologies, Exiger, and Babel Street, providing first-hand insights on artificial intelligence, cybersecurity, effective leadership, driving innovation and digital transformation. Ms. McCarthy has over three decades of national security service in a variety of leadership roles spanning numerous intelligence organizations and disciplines. Most recently appointed Assistant Secretary of State for the Bureau of Intelligence and Research, confirmed by the U.S. Senate, and sworn in on January 17, 2019. In this role, she reported to the Secretary of State and led a team that provided intelligence insights and activities to support foreign policy and national security purposes. In particular, she focused on advancing INR intelligence integration across the State Department, especially the missions and embassies around the world, expanding outreach, diversity, and partnerships, and driving innovation. From 2015-2018 she served as Chief Operating Officer of the National Geospatial Intelligence Agency, where she helped the Director lead the agency and drive transformation with a specific focus on leveraging private sector tools and capabilities and focusing government resources on unique and vital national security capabilities. She also championed agile governance, recruitment, and retention of a diverse workforce. From 2004 to 2008, Ms. McCarthy was the Director of the Human Capital Management Office and the Acting Director of Security and Senior Policy Advisor in the Office of the Under Secretary of Defense for Intelligence (OUSD(I)). At DoD, she focused on policy development and strategy relating to intelligence reform, resource management, acquisitions, collection authorities, and personnel. Ms. McCarthy also served as the Director of Intelligence Operations, Strategy, and Policy for the United States Coast Guard (USCG) and played a critical role in moving the USCG intelligence program into the IC, establishing Maritime Intelligence Fusion Centers, expanding USCG attaché presence worldwide, and establishing new intelligence and law enforcement collection capabilities. Ms. McCarthy started her government career as an all source intelligence analyst at the Office of Naval Intelligence and at Atlantic Fleet. Ms. McCarthy's government service was reinforced by experience gained in the private sector. From 2016-2019, she served as President of Noblis NSP, leading its mission to provide cybersecurity and data analyst tools and services to clients in the Intelligence Community (IC). From 2008 to 2012 she served as the President of the Intelligence and National Security Alliance (INSA), which supports government policy and programs relating to cybersecurity, counterintelligence, acquisition, and homeland security. Before joining the IC, she served as a technical research analyst at the Institute for Defense Analysis supporting the Strategic Defense Initiative Organization and a reporter at THE Capital newspaper in Annapolis, Maryland. Her passion is to bridge the gap in STEM education in inequitable communities through partnership and collaboration, develop future talent pools, and solve national problems. Driven by passion, she established a nonprofit, K-Career Inc, which is a STEAM education initiative, small business collaborator, and support for local community entities. Nicole's passion for community can be traced back to her time in service. She excelled in multiple senior leader positions. Holding top leadership positions, she led her platoon's graduations in Advance Individual Training and the NCO Primary Leadership Development Course where she received The Distinguished Leadership Award. She continued to display leadership characteristics by spending significant time implementing a program called Better Opportunity for Single Soldiers as the post secretary at Fort Rucker, Al. At Leidos, Nicole has received one of Leidos' highest awards, the Achievement Award twice. The first Achievement award was in the category Leadership Excellence. Robert Cardillo

Robert D. Sharp

Vice Admiral Bob Sharp, USN (Ret.) served as the Director of the National Geospatial-Intelligence Agency, one of our nation's premier intelligence agencies, from February 2019 until June 2022. As Director, he and his team were responsible for delivering world-class geospatial intelligence to provide a decisive advantage to policymakers, military service members, intelligence professionals, first responders, and international partners. He was accountable for over 14,000 civilian, military, and contractor employees working around the clock and globe in over 120 locations worldwide. Bob served as a Naval Intelligence Officer for over 34 years and as a leader within the Navy's Information Warfare Community since its inception. He has decades of leadership experience in the Intelligence, Defense, and National Security arenas. He is known for his extensive experience developing and motivating cohesive teams to solve complex problems in dynamic situations. He leveraged the global pandemic challenges as an opportunity to reimagine and improve business processes, helping his agency emerge stronger, more agile, and more human from the experience. He holds a Bachelor of Arts from the University of the Pacific and a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces. He is currently the CEO of B Sharp - Global Solutions, doing a combination of consulting, advisory and fellowship work, focused on helping people who are trying to make the world a better place succeed.

Ronda Schrenk - CEO

In this role, Ms. Schrenk sets the strategic direction for the Foundation to effectively enable each aspect of mission accomplishment. Previously serving as the Vice President of Programs of the Foundation, she led the content development for all events and programs, serving as the primary spokesperson for the Foundation. Ms. Schrenk is a recognized leader in the field of Geospatial Intelligence and has been on the leading edge of the geospatial intelligence tradecraft for most of her career, including 25+ years in a variety of leadership and analytic positions at the National Geospatial-Intelligence Agency (NGA), the National Security Agency (NSA), the Central Intelligence Agency (CIA), private industry, non-profit, and even academia. Before joining USGIF, Ms. Schrenk was the Senior Fellow for Public-Private Partnerships at the Intelligence and National Security Alliance (INSA). In this role, she advised the president on challenges the Intelligence Community faced and coordinated activities such as INSA's councils on Technology and Innovation, Acquisition Management, and Intelligence Champions (workforce of the future). As a career GEOINT professional, she has served in a variety of analytic leadership positions at NGA, including Mission Requirements Program Manager of NGA's Mission Talent Alignment office, Chief of the Counterterrorism Airborne Analysis Center, and Chief of the Time Dominant Operations Center, and while on a joint duty assignment to NSA, Deputy Chief of the International Affairs and Policy Office.

Stacy Kubicek - VP

Stacy Kubicek is Vice President and General Manager (VP/GM) of Sensors and Global Sustainment (S&GS) for Lockheed Martin Missiles and Fire Control (MFC). She leads MFC's efforts to provide integrated threat detection and missile warning capabilities through cutting edge intelligence, surveillance and reconnaissance (ISR), Performance Based Logistics and sustainment services for conventional forces and Special Operations Forces (SOF) around the globe. Stacy is responsible for driving the overall strategy, direction and execution of the full-product lifecycle of the domestic and international fixed wing, rotary wing and ground system sensor programs within the multi-billion dollar line of business. Stephen Hanna

In 2014, Shea was recognized by the Washington Business Journal in association with the National Association of Corporate Directors, with the Outstanding Director award. This award honors high performing outside directors whose service to their boards has been exceptional. She been recognized multiple times with Executive Mosaic Wash100 award, Federal Computer Week Fed100 award, and the Northern Virginia Technology Council NVTC Tech100 award. In 1997, Shea was named a Fellow, American Congress on Surveying and Mapping. Shea received a Bachelor of Science from the State University of New York at Albany and a Master of Arts from the University of Kansas. Over a distinguished 25-year career, Mr. Jeffries has spent the past 13 years in the Intelligence space, holding positions in program/portfolio management, system engineering, IT management, solution architecture, contract research & development, and capture management positions. Prior to joining Corporate America, Mr. Jeffries was a U.S. Army Signal Officer providing mission-critical IT solutions during wartime and peacetime. Tom Lash is CEO of ESi/Meadowgate, a National Security company providing innovative mission solutions to the US Intelligence Community. Lash is a senior leader in technology and management supporting the Federal market for nearly 30 years, specializing in innovative Intelligence Systems. He joined Amazon Web Services (AWS) in 2017 to create and lead the Federal Delivery Organization responsible for contract execution of AWS' US Federal portfolio. He also led the US National Security account team of more than 125 cleared technology account professionals. Prior to AWS, he was a Senior Vice President at SAIC and later Leidos, a Fortune 500 large systems integrator, where he held several leadership positions including Chief Technology Officer (CTO) and Chief Strategy Officer (CSO) for the Intelligence Systems and Defense Groups. Prior to CTO/CSO responsibilities, he led a series of progressively larger P&L portfolios focused predominantly on the US Intelligence Community. He holds a patent in intelligent database update technology and is a frequent speaker at industry conferences on emerging technologies including geospatial intelligence, emerging business models, data analytics, and cloud computing. He has been a mentor in the Department of Defense mentor/protégé program, and an active participate in the YearUp urban empowerment program. Tom earned a BS in Electrical Engineering from the University of Virginia, an MS in Electrical and Computer Engineering from George Mason University, and an MBA from Johns Hopkins University. He is also an adjunct lecturer at Georgetown University, teaching graduate Cloud Security.
