Albert Zalcmann - President

Albert Zalcmann has more than 40 years of technical and management experience with government and commercial organizations, as well as program/project management and oversight. Prior to joining UTRS he worked at Hilton Systems, where he developed an extensive professional network with individuals at various federal agencies. He received his B.S. in Metallurgical Engineering and his M.S. in Environmental Engineering from Drexel University.

David Zalcmann - COO

David Zalcmann oversees the operations of UTRS including Business Development, Accounting, Finance, Contracts, Human Resources and IT. In addition he manages the commercial operations of company and leads their acquisitions efforts. He originally joined UTRS in 2002, supporting new business ventures, strategic partnerships, and international operations. His experience in both an operations position and a finance role has given him a unique set of skills that has allowed him to help UTRS create a scalable corporate infrastructure and successful business processes to drive profitability and support future growth. In addition to his role at UTRS, Mr. Zalcmann has held numerous leadership positions in accounting, finance, and business operations in a variety of industries including finance, information technology, and marketing for private and public firms with revenues ranging from $100M to $5B. Mr. Zalcmann received his Bachelor's degree from The Johns Hopkins University.

Steve George - EVP

Job Titles:
  • Executive Vice President
Steve George provides direct oversight for all UTRS support to Picatinny Arsenal, Rock Island Arsenal and Redstone Arsenal. He has been involved with most ARDEC-engineered major weapons systems development efforts. Mr. George's primary responsibilities include strategic management, business development, and fiduciary oversight for UTRS contracts and research and development programs. He has written numerous business and strategic plans for defense and commercial organizations, and collaborated on a plethora of comprehensive technical studies, assessments, and cost and management proposals. Mr. George has extensive experience with program management of high-visibility military system acquisitions, aviation safety, and computer automation programs that involve multidisciplinary expertise. Prior to joining UTRS, Mr. George worked at several companies where he developed professional relationships at a variety of federal agencies. He began his career at Picatinny Arsenal in 1980 and has nearly 40 years of professional, technical, and management experience with government and commercial organizations. Mr. George earned his BA in Economics from Drew University and completed most of his MBA at Fairleigh Dickinson University. Mr. George is certified under the International Standards Organization (ISO) by Quality Management International, Ltd. of the United Kingdom as an IS0-9000 series Lead Auditor/Assessor and has participated in audits in the US and Asia.
