Andreas Skulstad

Andreas holds a master's degree in economics from the University of Oslo and the Ludwig-Maximillians Universität in Munich. He is specialized in econometrics, resource economics and public economics, and has a lot of experience with data analysis and empirical work. Andreas wrote his master's thesis about environmental impacts from wind power and analyzed how an offset scheme for ecosystem services would affect the profitability of wind power projects. In Vista Analyse, Andreas has project experience from several different sectors, but especially energy, environment and health. Andreas works with data analyses, valuation studies, evaluations and cost benefit analysis.

Andreas Stranden Hoel-Holt

Andreas holds a master's degree in economics from the University of Oslo. During his studies, he specialized in statistics, mathematics, applied econometrics, environmental and resource economics and dynamic modeling, with very good results. In his master's thesis, Andreas investigated the welfare effects of technology transfer between rich and poor countries in a global economic model that captures the interaction between the climate, a number of different energy carriers and three economic sectors for each country. A large part of the work devoted to the systematic collection of macroeconomic data, price data and consumption data for the various sectors of the economy, as well as calibrating the theoretical model to real economic variables. Next to his studies, he was seminar leader for a master's course in resource economics and worked as a research assistant on two different research projects. Previously, Andreas worked as a teacher, and in addition to his quantitative background from his economics education, he has experience with the use of qualitative research methods, such as semi-structured interviews.

Anita Einarsdottir

Anita is an Economist with experience from dissemination activities in various projects, and from Norway's central bank and Statistics Norway. In the Norwegian central bank she contributed with data collection and charts for the quarterly monetary policy report. She also published statistics and reports of the credit indicator, which measures the general public's debt, when she worked at Statistics Norway.

Eivind Tandberg

Eivind Tandberg has more than 30 years of experience in public finance, public administration, advisory services and research. He has a master's degree in economics from the Norwegian School of Economics and Business Administration. He has worked as a research coordinator at the Center for Applied Research in Bergen, a deputy director general in the Norwegian Ministry of Finance, a unit chief at the World Bank, a deputy division chief in the International Monetary Fund (IMF) and a director general in the Oslo City Government. Eivind Tandberg has contributed to evaluation and development of public management and governance in 140 countries and has visited 80 of these. He has participated in the development of several international standards and evaluation frameworks. He has led evaluation and advisory teams in many different countries, and published several reports and papers synthesizing the results of this work. Eivind Tandberg is a member of the IMF's panel of fiscal experts, and regularly participates in IMF technical assistance projects. The last few years he has been particularly engaged in international work related to public investment, to governance and budgeting of public institutions and oversight of public corporations, and to management of fiscal risks.

Hanne Toftdahl

Hanne Toftdahl is a cand. philol. with the subjects economics and geography from the University of Oslo. She has professional experience from several ministries, research and consulting firms. Hanne assists both the public and private sectors with advice, process assistance and analyses. She works with regional development and urban development where commercial goals meet public framework conditions. Regional sustainability, public policy instruments and framework, as well as land use together with site and urban development are within her core competence. Culture, tourism, trade and business development are some of her specific thematic areas of expertise. She participates in a number of urban development projects as a subcontractor to a number of architectural firms, landscape architecture firms and engineering firms.

Herman Ringdal

Herman holds a Master of Science in Economics and Business Administration from the Norwegian School of Economics (NHH), with a major in Economics. During his master's, Herman spent one semester at EDHEC Business School in Nice, France, studying corporate finance and banking. By using a set of different econometric techniques, Herman wrote an empirical master's thesis which investigated the relationship between particulate matter and economic development, economic preferences and public regulations in 157 countries between 1990 and 2017. Herman started his professional career in Vista Analysis September 2019. During his time at Vista, Herman has performed economic analysis, cost-benefit analysis, GHG emission accounting, wider economic impacts, evaluations and development cooperation. Herman has project experience from several thematic areas such as energy, climate and environmental issues, IT and digitalization, real estate and transport. In all, Herman has contributed to the completion of in total fifteen projects. Herman has demonstrated great capacity and an ability to quickly comprehend new issues. Herman handles quantitative analysis well and is a good writer. Herman has gained international experience from development cooperation through Norad's (Norwegian agency for development cooperation) Oil for Development program in Somalia, where he had the responsible for carrying out an online course in petroleum revenue management. Participants of this course include officials from the Ministry of Finance, Ministry of Petroleum and Mineral Resources, and the National Bureau of Statistics of Somalia. Herman has also supported his colleagues in the project with preparations to one workshop held in Addis Ababa.

Mari Brekke Holden

Mari Brekke Holden joined Vista Analyse in 2017. She holds a Master's degree in Economics from the University of Oslo. Through her education and project experience, Holden has acquired solid expertise in both quantitative and qualitative analysis, including several studies where digital surveys, case studies and interviews have been key data sources. Holden has considerable experience in data management and analysis of registry data, statistic, and survey data from her work experience in Vista Analyse, the Ministry of Finance, the Central Bank of Norway and the University of Oslo. Holden has project management experience from evaluations of regulatory changes, public subsidies and grants, as well as several data-heavy projects.

Martin Ørbeck

Martin is an economist with a master's degree from the University of Oslo and a bachelor's degree from NTNU in Trondheim, with exchange to the Erasmus Universiteit in Rotterdam. From October 2023, Martin is on temporary leave from Vista to do a PhD in economics at the Norwegian University of Life Sciences (NMBU) about regulation of household economic activity with adverse environmental effects. From his studies and project and research experience in Vista, he has developed an expertise in economic analysis at the intersection of economics and the environment, including analyses of public policy to reduce environmental and climate impacts. In particular, he has worked with econometric analyses of both register data and large surveys, including estimating causal effects. In Vista Analyse, Martin has applied both quantitative and qualitative methods in projects thematically spanning from calculating optimal toll rates on Norwegian roads to analyzing inequality mitigation in Uganda. Martin was central to an evaluation of person-oriented policies in the action zone in Northern Norway, where he performed advanced econometric analyses, and conducted interviews and surveys with mayors. Martin has also been central to cost-benefit analyses related to large government investments in KS1 and KVU projects for the Armed Forces and the Police. Methodologically, Martin has worked primarily with statistical analyses, but he has extensive experience in conducting and analyzing both interviews and surveys. Through academic work, Martin has gained expertise in analyzing willingness-to-pay surveys for the valuation of environmental goods. He is the lead author of a paper on environmental preferences, which he presented at a conference for environmental and resource economists in Europe, in Italy during the summer of 2022. Furthermore, he has worked on a research paper on willingness-to-pay to avoid power outages, in collaboration with a team at Vista with expertise in economic analysis of goods and services that are not traded in markets.

Michael Hoel is professor of economics at the University of Oslo. He has worked with issues related to natural resources, energy and environment since 1976. Åsmund Sunde Valseth

Åsmund Sunde Valseth is a former head of section at NVE and senior adviser in the Norwegian Ministry of Finance. He holds a master's degree in economics from the University of Oslo. From the NVE and the Ministry of Finance, Åsmund has in-depth knowledge of the Norwegian state administration. When he worked in the finance department, Åsmund was responsible for the Ministry of Petroleum and Energy and the Ministry of Foreign Affairs in matters such as budget processes and in preparing cases for the government. He has worked extensively with the Ministry of Climate and Environment, including taking part in the Secretariat for the Technical Calculation Committee for Climate Policy. Furthermore, Åsmund knows the energy authorities particularly well as the former head of the power system section in NVE. He has had a lot of contact with Statnett, which he also knows from the KUBE project during his studies. Åsmund has worked extensively on issues within energy and climate. In the Ministry of Finance, he worked with KVU Haugalandet, KVU Nyhamna and the power cables to Germany and the UK, as well as dealing with a number of power licenses. He has worked with several EU directives and participated in an inter-ministral working-group on EEA relevance. As head of the power systems section in NVE, he participated in the treatment of Northconnect, connection of Troll B/C and Oseberg to Kollsnes, KVU for the Bergen area and the Hamang-Bærum-Smestad power line. The section consisted of both civil engineers and economists, and the section was especially skilled in analyses using power market models. From the tax economics department, Åsmund has extensive knowledge on petroleum taxation, as well as other areas of resource rent taxation, in addition to corporate taxation more generally. Among other things, he was responsible for assessing the neutrality characteristics of the petroleum tax, through the calculation of the companies' share of investment costs. He also participated in several processes pursuant to the Petroleum Act. Åsmund has a lot of teaching experience from work as a lecturer and seminar leader at the University of Oslo, mainly in microeconomics.
