Councilmember McOsker is an attorney with over three decades of experience in government, regulatory and land development matters. A life-long resident of The One-Five, Councilmember McOsker has had a long history of serving the Harbor Area, the City of Los Angeles, and the State of California in numerous leadership roles, including as chief of staff for former Los Angeles Mayor James K. Hahn and as Hahn's Chief Deputy City Attorney. Before serving in the City of Los Angeles, Tim served as City Attorney to various jurisdictions in Southern California.

Edward R. Renwick

Edward R. Renwick was appointed to the Los Angeles Board of Harbor Commissioners by Mayor Eric Garcetti and confirmed by the Los Angeles City Council on November 19, 2013. He was elected vice president of the Harbor Commission on October 8, 2019. Renwick co-founded and serves as chief executive officer of Raineth Holdings, one of the nation's largest owners and lessors of single-family houses. Prior to Raineth, Renwick was a partner for 17 years at The Yucaipa Companies, a Los Angeles-based private investment firm. Prior to joining Yucaipa, Renwick consulted for The Boston Consulting Group (BCG), where he was responsible for providing strategic and operational assistance to Fortune 500 companies. Renwick also served as Senior Vice President of Strategy and Business Development at the Chongqing Wanli Storage Battery Company in China, and worked as an analyst in the Real Estate Investment Banking Division of Goldman Sachs. Renwick has served as a director of Current TV, a U.S. cable network; Delltrade, an international jewelry brand and retailer; Riviera Broadcasting, a U.S. radio broadcaster and EasyBill, a transaction processor in India. He also lectures about business strategy at Stanford University and UCLA. Renwick is a member of the Bel Air Chapter of Young Presidents' Organization and serves as an advisory board member of Children Now. Renwick holds a B.A. from Stanford University and a J.D. and M.P.P. from Harvard University. He is a member of the California Bar Association (inactive). Honorable Dr. Suely Saro - Chairman

Dr. Suely Saro is the first Cambodian American to serve as a Councilmember in the City of Long Beach. She understands the immigrant experience first-hand and this drives her commitment to fight for equity. She was born in a refugee camp to parents who survived the Cambodian Genocide. Focused on a future of organizing, civic engagement, and advocacy, Suely pushed against the odds to earn three degrees: a Bachelor's degree in Molecular Cellular Developmental Biology from the University of California, Santa Cruz, a Master's degree in Public Administration from California State University, Long Beach and a Doctorate in Education (Ed.D) and Organizational Leadership from the University of La Verne. Dr. Saro began her career as a labor organizer, working alongside janitors and healthcare workers in their fight for fair wages and better working conditions. Then, she went on to become the first Cambodian American Executive Director of Khmer Girls in Action, developing the leadership of Southeast Asian youth to improve their community and schools. Dr. Saro then joined the Health Access Project at Asians Americans Advancing Justice Los Angeles to provide education, build coalitions, and conduct advocacy on the Affordable Care Act. She later worked in the California State Senate and previously served as an adjunct faculty member at California State University, Los Angeles. She currently works as a Conservancy Project Development Specialist to the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC), meanwhile serving on the Long Beach City Council.

Tim McOsker was elected on November 8, 2022 to represent the Los Angeles City Council District 15 (The One-Five, One District - Five Communities), which includes the communities of Harbor City, Harbor Gateway, San Pedro, Watts, and Wilmington as well as the Port of Los Angeles. Over the past four years, Councilmember McOsker served as Chief Executive Officer of AltaSea, a non-profit advancing scientific discovery and collaboration in ocean sustainability and the blue economy, augmenting job creation at the Port of Los Angeles. As a dedicated activist committed to improving his community, Councilmember McOsker also served on the governing boards of numerous local organizations, including the San Pedro Chamber of Commerce, Harbor Interfaith Services, the San Pedro Historic Waterfront Business Improvement District, the Bridge Cities Alliance, the Providence Little Company of Mary Medical Centers (South Bay), and the Linc Housing Corporation, which provides affordable housing solutions for Angelenos. Councilmember McOsker is the son of Patricia and Kevin "Mac" McOsker who met and raised their six children in San Pedro. Councilmember McOsker's father served nearly 30 years as an LA City Firefighter and his mother was active in school and church groups serving the community. Councilmember McOsker's eldest brothers, Mike, and Pat, followed in their dad's footsteps and joined up as LA City Firefighters, serving faithfully in leadership roles with the United Fire Fighters of Los Angeles City union. Councilmember McOsker met his wife, Connie, in junior high school and their five children Nella (Nick Seltzer), Miranda (Belyna Bentlage), Garrity, Eamon, and Conlon were all born and raised in San Pedro. Tim and Connie believe that their 20-month-old grandson, Omero, is the cutest baby ever! Councilmember McOsker is a cum laude graduate from the University of Norte Dame where he received a bachelor's degree in Government & International Relations and English. He later attended the University of California, Los Angeles School of Law and received a Juris Doctor.

Mr. Frank Colonna

Frank Colonna, named to the Long Beach Board of Harbor Commissioners in July 2017, is a 3rd District resident and has been a real estate professional and business owner in Long Beach for more than 30 years. He was also elected to two terms as a member of the City Council, two of those years as Vice Mayor. He was elected as President of the Board of Harbor Commissioners in July 2020, following one-year terms as Secretary and Vice President. Within the City of Long Beach, Mr. Colonna was also Chair of the Federal Legislation and Environmental Affairs Committee, Vice Chair of both the Personnel and Civil Service Committees and, most recently, a member of the City's Economic Development Commission. He is currently a member of the Board of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, has also served in top leadership roles with the Governing Board of the Alameda Corridor Transportation Authority and the Gateway Cities Council of Governments, and was the COG Special Liaison to the Ports of Long Beach and Los Angeles and Co-chair of their Interstate 710 Freeway Oversight Policy Committee. In 2006, Washington, D.C., Mayor Anthony Williams selected Mr. Colonna to serve as Chair of the Central Cities Council of the National League of Cities. Mr. Colonna was born in Chicago and moved to Long Beach at age 11. He graduated from California State University, Long Beach, with a Bachelor of Science degree and received his Master's in Environmental Health from California State University, Northridge. After graduation, he joined the military where he honorably served as a 1st Lieutenant in the California Army National Guard. He and his wife, Michelle, have three adult children.

Gene Seroka is the Executive Director of the Port of Los Angeles, the busiest container port in North America. Nominated by Los Angeles Mayor Eric Garcetti on May 27, 2014 and confirmed by the Los Angeles City Council on June 11, 2014, the Port of Los Angeles has experienced historic, record-breaking performances since his appointment. Since the beginning of the COVID-19 pandemic, Seroka-who lived in China during the 2002-2004 SARS epidemic-has led the Port of Los Angeles' response to the global health crisis, keeping cargo flowing as an essential service to the nation. In March 2020, Mayor Garcetti named Seroka the Chief Logistics Officer for the City of Los Angeles, while concurrently serving as the Port's Executive Director. Seroka also leads the Logistics Victory Los Angeles (LoVLA) response effort that assists in getting critical personal protective equipment (PPE) and emergency supplies to healthcare workers and others throughout the supply chain. In December 2020, Supply Chain Dive named Seroka Executive of the Year for his leadership throughout the pandemic. As Executive Director, Seroka interacts with a wide range of stakeholders, including Port customers around the globe, industry partners, elected and appointed officials at all levels, business leaders and local residents. A respected global trade expert, Seroka has advocated for rules-based trade agreements that benefit American exporters and manufacturers. As chief of America's top port, he is responsible for managing a more than $1.6 billion budget, advancing major capital projects, growing trade volumes and promoting innovative, sustainable practices that strengthen the region's economy. Under his direction, the Port has taken a leadership role in adopting cutting-edge technologies to improve the reliability, predictability and efficiency of the flow of cargo across global seaborne trade, including the launch of the digital information portal Port Optimizerâ„¢ and companion data tools Signal, Return Signal and Control Tower. While serving as Executive Director, Seroka has been appointed to serve on four federal committees to enhance the speed and efficiency of cargo movement and supply chain optimization, including the U.S. Department of Commerce Advisory Committee on Supply Chain Competitiveness, U.S. Maritime Administration Marine Transportation System National Advisory Committee, Federal Maritime Commission Supply Chain Innovation Team and U.S. Department of Transportation Bureau of Transportation's former Port Performance Freight Statistics Working Group. He currently serves as Chair of the California Association of Port Authorities and on the Boards of the American Association of Port Authorities and Alameda Corridor Transportation Authority. Seroka brings more than 33 years of experience in shipping, global logistics and executive management. After several key overseas positions for American President Lines (APL) Limited, he returned to the U.S. in 2010 to become President - Americas for the shipping line in Phoenix where he managed APL's Liner Shipping business, including 1,000 employees, and was responsible for all commercial, port terminal, intermodal, land transportation and labor activities throughout the region. Seroka joined APL in 1988 as a sales support representative in the company's Cincinnati office after earning an MBA and Bachelor of Science in Marketing from the University of New Orleans. Over the years, he has held various positions in sales and management with increasing responsibility and high-level assignments all over the world. Throughout his career, he played a key role in global marketing and corporate strategies for APL. Seroka's first overseas posting was in Shanghai where he served as Director of Sales and Marketing for North and Central China from 1999 to 2003. He then moved to Jakarta where he was President Director of PT APL and APL Logistics in Indonesia for two years before relocating to Singapore in 2005 to become Vice President of APL Logistics' business units in 26 countries in the company's Asia/Middle East and South Asia regions. From 2008 to 2010, he served as Vice President for APL and APL Logistics Emirates LLC in Dubai where he managed APL's business in the Middle East and East Africa Region. Mr. Kevin Scott - CFO

Kevin Scott is the Chief Financial Officer of the Alameda Corridor Transportation Authority (ACTA), the intergovernmental agency formed by the cities of Los Angeles and Long Beach that oversees the dedicated section of railway (the "Alameda Corridor") from the ports of Los Angeles and Long Beach to the transcontinental rail lines in downtown Los Angeles. Created to address growing concerns about increasing levels of ground traffic and pollution, the Alameda Corridor represents a $2 billion+ investment in rail-based transport. 15% of the nation's container traffic rides this section of railway to Los Angeles and out to the rest of the nation. Appointed CFO in 2020, Mr. Scott is responsible for planning, organizing, directing and coordinating the financial management of ACTA. As CFO, he partners with the CEO to advise and serve the Governing Board, manage external business relationships and ensure that ACTA can meet all its financial obligations. Mr. Scott brings a unique depth of public finance and public policy experience. Prior to his appointment, Mr. Scott most recently served as an independent advisor. He provided financial, strategic, and management advisory services to public sector clients including the Port of Los Angeles, Los Angeles World Airports, City of Los Angles and the County of Los Angeles. His advisory services were based on rigorous quantitative and qualitative analysis, clear communication of findings, and assisting clients with implementation. Previously in his 35-year career, Mr. Scott was a financial advisor and investment banker. As financial advisor to state and local governments, he developed and implemented financings and policies for major infrastructure projects. Through thorough analysis of financing alternatives and clear delineation of clients' business objectives and credit strengths, he sought to achieve the lowest cost and greatest flexibility for financing projects. As an investment banker, Mr. Scott specialized in tax-favored financings for governmental, non-profit and corporate entities. He managed complex work groups formed from representatives of organizations needed to successfully complete the transactions. Development of securities required innovative and attentive design to comply with government regulations and credit market conditions. His work was often carried out under significant public and media scrutiny. Mr. Scott has had direct public sector employment as executive director of a bipartisan "fiscal watchdog" commission of the State of California. He transformed the commission into a key source of budget and economic information by offering credible, insightful and timely forecasts. Mr. Scott, presented findings in easy-to-understand formats to top state officials, print and television media, Wall Street analysts, and the public. Mr. Scott holds a bachelor of arts in economics and Latin American Studies from Claremont McKenna College. He earned a Master in Business Administration from the Harvard Business School and a Master of Public Policy from the Harvard Kennedy School.

Mr. Mario Cordero

Mario Cordero, an international maritime industry leader, Long Beach resident and attorney, is Executive Director of the Port of Long Beach, California, named to the post by the Long Beach Board of Harbor Commissioners, effective May 15, 2017. Beginning in 2003, Mr. Cordero served as a member, vice president and president of the Long Beach Board of Harbor Commissioners for eight years, before resigning to accept President Barack Obama's appointment to the Federal Maritime Commission (FMC) in 2011. He served on the FMC until May 2017 and was FMC Chairman from April 2013 to January 2017. As Executive Director, Mr. Cordero reports to the Board and leads the Port's Harbor Department staff in excess of 500 with an annual budget of $775 million. He is the Port's Representative to the Alameda Corridor Transportation Authority Governing Board and the Governing Board of the Intermodal Container Transfer Facility-Joint Powers Authority and, previously, served as an Executive Board member on the American Association of Port Authorities' Latin American delegation. Mr. Cordero has practiced law for more than 30 years, specializing in workers' compensation cases. He holds a law degree from the University of Santa Clara and a Bachelor of Science degree in political science from California State University, Long Beach. Away from his legal practice, he has taught Political Science at Long Beach City College, focusing on California Politics, and served on the City of Long Beach Community Development Commission. He also was Vice-Chair of the City-commissioned Long Beach Ethics Task Force that developed a Code of Ethics for Long Beach City employees, as well as elected and appointed City officials.

Mr. Michael Cano

Michael Cano serves as the first Deputy Executive Officer for Goods Movement Planning and State Policy and Programming for Los Angeles County Metro's Countywide Planning Department. In this capacity he developed and authored Metro's LA County Goods Movement Strategic Plan which is centered on equity and supports the region's economic vitality and environmental sustainability goals. He leads Metro's planning efforts in the development of comprehensive multimodal highway corridor planning, grant applications and guidelines development for state and federal discretionary funding programs, project development and multimodal integration, and local-state-federal policy analysis for all things goods movement-related at Metro. Michael also leads Metro's Freight Working Group, which brings together key stakeholders from state, local, and private entities directly involved with goods movement in Los Angeles County. He serves as Metro's representative on the California Freight Advisory Committee and the USDOT / Maritime Administration's Port Congestion and Supply Chain working group, leads the 710 Clean Truck Program and facilitates Metro's Freight Rail Investment Partnership. He leads Metro's new I-710 South Corridor Task Force that will develop multimodal, equitable and sustainable solutions for the many challenges faced by communities impacted by the movement of people and goods regionally and nationally through this corridor of national significance. Before coming to Metro, Michael was the Deputy Supervisor for the LA County Board of Supervisors, overseeing transportation and infrastructure policy for the county's 5th District that encompasses over 2 million residents. During his 12-year tenure Michael led the development of the High Desert Multimodal Corridor JPA and developed the principles for Measure M, a half-cent LA County transportation sales tax that was approved by 71% in 2016. He also served as a Director on the JPA Board and the Antelope Valley Transportation Authority and led as Chair of the Metro San Fernando Valley Service Council. A native Angeleno, Michael received his Bachelor of Arts from Georgetown University in Washington, DC, and his Master of Public Administration from the University of Southern California's Sol Price School of Public Policy.

Mr. Michael Leue - CEO

Michael Leue is the Chief Executive Officer of the Alameda Corridor Transportation Authority, the agency responsible for the rail corridor serving the Ports of Los Angeles and Long Beach. Selected as CEO by the ACTA Governing Board on March 12, 2020, his tenure begins in the midst of a global crisis. Mr. Leue's 35 years of leadership and rail industry experience will be crucial to navigating these initial challenges and keeping ACTA on course into the future. Directly associated with Corridor business, Mr. Leue has been the author of the San Pedro Bay Rail Studies, initially published for year 2000 conditions (2002), with updates for conditions in 2005, 2010 and 2020. He also worked on San Pedro Bay Transportation Studies in 1999 and 2008, which evaluated the overall transportation system, including highways, port access roads, terminal gates and railways. The rail and transportation studies have given him key insights into the system elements that affect freight rail volumes, as well as opportunities to attract new cargo onto the Alameda Corridor.
