An Energy-Use and Air-Quality Modeling Expert, works on resource planning and policy analysis, utility restructuring and environmental compliance planning, as well as environmental externality and global climate change policy analysis. She works in the energy, water and transport sectors, conducting simulation modeling and economic forecasting, project management and training. Ms. Dunmire has worked in Ukraine and the Philippines on energy sector modeling and GHG emission reduction estimation as well on the economic evaluation of the oil & gas potential of the Southwestern USA.
A Project Manager of complex, interdisciplinary natural resources and environmental planning projects for government and private industry, worldwide. He is a specialist in environmental impact assessment (EIA) and the implications of privatization for global environmental management. He is an expert on the EIA provisions of NEPA, the World Bank, and the European Community. He is a leader of teams in river basin and coastal zone management planning, and international trans-boundary sustainable development planning.
Mr. Burack has prepared local, regional, and national institutional and organizational environmental policy studies, statutes, and regulations. He has been the project manager or principal environmental scientist for environmental planning and resource development studies in 16 US states, and in eight other countries. Mr. Burack has been field coordinator for large and small technical teams in environments ranging from subtropical Africa to sub-arctic Russia, and has initiated pollution control and agro-forestry demonstration projects in semi-arid, mountain, tropical highland, and subtropical regions.
Mr. Burack is currently working with the GEF secretariat to initiate a series of private sector participation projects in the GEF International Waters Program, with an emphasis on the international cleanup program for the Danube River Basin and the Black Sea. He also recently contributed to creation of the sustainable development business guidelines for the International Federation of Consulting Engineers (FIDIC).

His USAID clients include government sector agencies that require advanced expertise to conduct needs assessments, prepare feasibility studies, carry out extensive research and analysis, develop training and HRD, ICT and information management programs, communications programs, and manage large as well as small scale projects. He consults for the World Bank, the Japan Bank for International Cooperation, the Asian Development Bank, the Inter-American Development Bank, the UNFPA and private sector clients, and directly for the Government of the Philippines.
Over the last 25 years, Mr. Crowe has designed and produced training plans and programs on eco-governance issues, disaster response preparedness, transportation, ICT, reproductive health, and trade. He has also planned awareness building campaigns, and designed advocacy programs. He has managed and coordinated, as Chief of Party, a USAID distribution utility training program and designed an HRD system and technical training for rural electric cooperatives in the Philippines, and led the Environmental Exchange Program (EEP) regional office for US-AEP in Manila from 1995 to 1997. He has produced interactive multimedia awareness building and learning programs for environmental management, climate change mitigation, and reproductive health, as well as innovative websites for communications, learning needs, and e-Commerce.

An Environmental Management and Legislation Specialist with more than 30 years of experience in environmental policy development and implementation at high levels of government and industry. Mr. Schramm spent eight years with Waste Management, Inc., the world's largest environmental services firm. His responsibilities encompassed environmental issue management, federal and state regulatory and statutory development, and productive interaction with political, environmental and industrial communities all across the country.
As Regional Administrator of U.S. Environmental Protection Agency's Region III office in Philadelphia, he took direct responsibility for administering all federal environmental laws in the Mid-Atlantic region (five states and the District of Columbia), supervising a staff of nearly 600 professionals and administering over $2 billion in program and wastewater construction grants. His daily agenda of regulatory decision-making affected many Fortune 100 companies (e.g., steel, coal, chemicals, power generation), and included problem-scoping discussions and negotiations with regulated industries and government officials.
Mr. Schramm's current domestic and international consulting assignments in environmental law, policy, market incentives, management, and strengthening the institutions that administer environmental programs, draw on his extensive background in the formulation and implementation of environmental law and policy at the federal, state, and municipal levels in the U.S. and in some 20 countries around the world. Mr. Schramm has worked in: Bolivia, Egypt, Estonia, Guatemala, India, Indonesia, Jamaica, Kazakhstan, Latvia, Lithuania, Malaysia, Morocco, Nepal, Philippines, Russia, Singapore, Thailand, Turkmenistan, Ukraine, United States, and Vietnam.
An EIA project manager and Urban Planner with 30 years of experience. Dr. Goldberg has successfully led large technical teams in the conduct of complex environmental assessments and planning studies for large-scale infrastructure projects including highways, light rail systems, coal-fired power-plants, electrical transmission lines, airports and regional shopping centers. She has developed mechanisms for citizen involvement in the environmental assessment process, led stakeholder meetings, and produced information documents and web-sites for public use. Dr. Goldberg has also developed environmental assessment guidance and supporting training materials for housing and infrastructure projects, and has conducted training in environmental and social impact assessment domestically and internationally. Having worked as a senior executive at the UDDOE, US Department of State and the Millennium Challenge Corporation, she is familiar with US NEPA requirements and the environmental requirements of international donor agencies. She has worked extensively in Viet Nam, India and several African nations.

A Natural Resource Management Specialist with more than 20 years of experience in institutional development, strategic planning, program design and implementation, as well as environmental, natural resources and biodiversity projects, strategies and action plans, evaluation, and monitoring. Currently, he is the Team Leader on the Institutional Change Facilitation and Technical Support component of the World Bank/GEF/Government of Turkey Biodiversity and Natural Resources Management project. Until recently, he was a Staff Consultant at the Asian Development Bank, supporting the development of the PRC/GEF Partnership for Land Degradation in Dryland Ecosystems. From 1995-1998, he served as the senior environmental policy advisor for IUCN, based in the Ministry of Planning and Economic Development of the Government of Ethiopia. From 1991-1995, Mr. Millington was program coordinator for USAID's Knowledge and Effective Policies for Environmental Management Project, a complex $ 42 m. policy and institutional reform program in support of Madagascar's pioneer Environmental Action Plan. He has extensive independent consulting experience with the World Bank, UNDP, GEF, USAID and international conservation and development NGOs, including CARE, WWF and AWF.
