Arthur Usvyat

Mr. Usvyat became an associate with Carlin & Ward in January 2021. He joined the firm in February 2012 as a paralegal. Prior to joining the firm he also served as a paralegal for the Law Offices William J. Courtney, LLC. He graduated from Rutgers University in 2009 with a degree in Criminal Justice. He obtained his Juris Doctorate from Rutgers University School of Law in May 2020, graduating Magna Cum Laude. He is bilingual, speaking fluent English and Russian.

John J. Carlin

John J. Carlin, Jr. was a co-founding partner of our predecessor firm, Carlin & Ward, P.C. He was a proud graduate of Harvard Law School. He was also a veteran having served with distinction in the United States Army attaining the rank of Captain. Prior toentering private practice, Mr. Carlin was First Assistant Prosecutor in Hudson County and served as a Municipal Court Judge in Morris County. He was a tenacious litigator, who handled complexinsurance and labor matters for such clients as Exxon Research& Engineering Co. He had the privilege of appearing before the Supreme Court. Mr. Carlin was a respected adversary, a cherished colleague, and friend to all who had the privilege of working with him. Perhaps his greatest contribution and pride was mentoring young lawyers. He was always encouraging and provided sound guidance and advice, allowing young associates and law clerks to flourish under his watchful eye. He is best defined, however, by his family, which was the most important thing in his life. His wife Gale and his six sons and his many grandchildren remained Mr. Carlin's true joys in life. Michael J. Ash

Michael J. Ash, CRE, joined Carlin & Ward in 2019 bringing 15 years of experience in real estate law for public projects to the representation of property owners in eminent domain acquisitions. Now a partner at Carlin, Ward, Ash & Heiart, LLC, his practice focuses on real estate litigation and trial advocacy in eminent domain matters and tax appeals. He collaborates with experts in various disciplines including real estate appraisers, engineers, planners, and environmental consultants. Mr. Ash is certified by the New Jersey Supreme Court as a Certified Civil Trial Attorney, handling all aspects of condemnation valuation jury trials, commissioner hearings, and tax appeals in the Superior Court of New Jersey, Appellate Court, Tax Court, Supreme Court, and United States District Court for the District of New Jersey and Southern District of New York. In 2018, Mr. Ash was awarded the CRE® designation by the Counselors of Real Estate®, an international group of real estate professionals recognized as leading advisors in complex real property matters with approximately 1,000 members worldwide, of which only about 50 are practicing attorneys.

Scott A. Heiart - CEO

Scott Heiart is the Managing Partner of Carlin, Ward, Ash & Heiart, LLC. He joined the firm in 2005 after serving as a law clerk to the Hon. Maurice J. Gallipoli, Assignment Judge in Hudson County where he first worked on eminent domain cases. Mr. Heiart has almost twenty years of experience getting great results for property owners faced with the taking of their property by eminent domain.

William J. Ward - CEO

Prior to his retirement in 2022, Mr. Ward's practice has been focused mainly on condemnation of property by Eminent Domain. As Deputy Attorney General, New Jersey Department of Transportation from 1971 to 1974, he was assigned to the acquisition of rights-of-way for state highways and gave administrative advice to the Division of Construction and Maintenance. From 1974 to 1982, he was General Counsel and Secretary to the New Jersey Sports and Exposition Authority, where he handled all the condemnation litigation for the acquisition of the 715 acres that comprise the Sports Complex in East Rutherford, New Jersey. As General Counsel, he also gave administrative advice on other matters including construction, labor and leases on major facilities, and negotiations with unions, franchisees, and vendors. From 1982 to 2002, Mr. Ward was a senior partner with Waters, McPherson, McNeill, P.C., where he directed the Eminent Domain department, supervised all the attorneys in the practice, and represented property owners exclusively against the New Jersey Department of Transportation and other condemning authorities in condemnation actions, state highway access permits, and relocation assistance matters. In 2002, Mr. Ward joined John J. Carlin, Jr., and established, Carlin & Ward, P.C. In 2022, Mr. Ward provides wisdom and guidance to Carlin, Ward, Ash & Heiart, LLC as Of Counsel. Mr. Ward received his Bachelor of Science degree from St. Peter's College in 1967 and his Juris Doctor degree from Seton Hall University in 1970. He served a judicial clerkship with Honorable James T. Owens, Superior Court Law Division, Essex County from 1970-1971. He is currently a member of the New Jersey State Bar Association, American Bar Association, and Morris County Bar Association.
