Patrick Massey

Prior to establishing Compecon in 2001, Patrick was a member of the Competition Authority for ten years, including four years as the Authority's Director of Competition Enforcement. While serving as Director of Competition Enforcement, he advised competition agencies in a number of countries including Hungary, Lithuania, and the UK on the conduct of investigations into alleged competition law infringements. Before joining the Competition Authority, Patrick worked as a senior economist at the New Zealand Treasury for two years and for DKM Economic Consultants in Dublin for seven years before that. He represented the Competition Authority on the OECD Committee on Competition Law and Policy and the EU Advisory Committee on Restrictive Practices and Dominant Positions from 1991 to 2001. He was a director of Repak from 2005 to 2014 and Chairman of An Post GeoDirectory from 2012 to 2015. Patrick has given evidence before the Irish courts in a number of competition cases. He has advised clients in relation to various mergers reviewed by the Competition and Consumer Protection Commission (CCPC), formerly the Competition Authority, the EU Commission and the UK Competition and Markets Authority (CMA) as well as advising the CCPC in a number of cases. He has featured in the Global Competition Review International Who's Who of competition economists for many years. Patrick has co-authored two books on competition policy and has also authored a book on economic policy in New Zealand. He has published numerous articles on economics and on competition policy in various Irish and international journals including Administration, The Antitrust Bulletin, The Competition Law Journal, Economic Affairs, The Economic and Social Review, ESRI Quarterly Economic Commentary, European Competition Journal, European Sports Management Quarterly, International Journal of Sport Finance, Journal of Competition Law & Economics, Journal of Sports Economics; Journal of the Statistical and Social Inquiry Society of Ireland, the New Journal of European Criminal Law, Scottish Journal of Political Economy and World Competition. He has also contributed chapters to several books on competition law and policy. Patrick has lectured on the economics of competition and regulation at Trinity College Dublin (2 years) and National University of Ireland, Maynooth (5 years). Patrick is a member of the Association of Competition Economists, the American Economics Association, the Competition Law Scholars Forum, the European Sports Economics Association, the International Competition Network, the Irish Economics Association, the Royal Economics Society, the Statistical and Social Inquiry Society of Ireland and the Institute of Directors.
