The subject facility is impacted with petroleum constituents (fuels and oils). Mr. Brian's responsibilities included evaluation of site assessment and pilot test data to develop a RAP for the petroleum contamination identified at the subject facility. Assessment data indicated the LNAPL plume extended through several city blocks. Free phase product was also detected during the assessment. Mr. Brian's proposed Remedial Action Plan used a Multi Phase Extraction (MPE) system augmented with Air Sparging (AS). His design also incorporated oil water separation units, air water stripping tower, and a catalytic oxidizer for the destruction of entrained VOC vapors. His next scope of work will be to coordinate the implementation of the RAP and operation of the remedial system in accordance to the FDEP's Remedial Action Initiative (RAI) guidelines. Project Engineer/Manager, Suwannee Swifty # 190, Calhoun County, Florida. Mr. Brian serves as the project Engineer for this facility. The facility is an active fuel dispensing and convenience store currently under active remediation for petroleum constitutes using a MPE system. Mr. Brian is tasked with coordinating all Operation and Maintenance (O&M) activities, providing Engineering support to field technicians, evaluating O&M field data, evaluating the site cleanup milestones, and preparation of quarterly O&M reports under the FDEP's RAI guidelines. He is also responsible for maintaining the site's National Pollutant Discharge Elimination System (NPDES) permit required for discharging treated groundwater into the storm sewer.

Laura Mooney

Mrs. Mooney currently serves as Preapproval Program Manager for Fortis Environmental Group, LLC. In this role, she is responsible to coordinate staff scheduling, technical training programs, management of environmental professionals including engineers, geologists, environmental technicians and administrative staff. In addition to the role as program manager, she is also the technical lead for environmental site assessment projects and is responsible for project management of approximately thirty projects funded under the preapproval program for the Florida Department of Environmental Protection. Preapproval Program Manager, FDEP Petroleum Cleanup Program Contract, Statewide - Florida. In this role, Mrs. Mooney provides management of staff of environmental professionals, field technicians and administrative assistant. She is responsible for negotiating site assessment and remedial action projects, proposal/scope of work negotiations, implementation, report preparation, and invoicing FDEP under the petroleum cleanup program. Environmental Specialist III, FDEP Bureau of Petroleum Storage Systems, Statewide Florida. While working for FDEP, Ms. Mooney provided management for the performance of site assessment and remedial action activities for state funded rehabilitation projects as a project manager. She assisted the Professional Geologist in the review and evaluation of proposals and technical documents for technical adequacy, and compliance with Chapter 62-770, Florida Administrative Code as well as assisted in the evaluation of funding allocation proposals (SRFA) and preparation of funding allocation agreements. Environmental Specialist II, FDEP Office of Water Policy, Statewide Florida. Ms. Mooney monitored, reviewed, and assessed rulemaking activities of the water management districts through inventory of existing and revised rules, contact with district rule coordinators, review of rule amendments for consistency with Ch. 62-40, F.A.C. She assisted in the review of the District Water Management Plans and Regional Water Supply Plans and represented the Department of Water Shortage Issues. While in this position, Mrs. Mooney provided responses from the Office of the Governor regarding citizen issues.
