Anne McCarthy - COO

Anne McCarthy is HRL's Chief Operating Officer and has been leading searches for over 17 years. Her experience also includes more than 23 years directing and leading divisions of New York City government. An attorney and skilled manager, Anne was the Executive Director of the New York City Environmental Control Board (now OATH) for many years, ran the city's Section 8 low-income housing program, was the City's Chief Contracting Officer managing citywide procurement of goods and services, and served as an advisor to several mayoral administrations on environmental, code enforcement, landmarks, procurement, and housing issues. As the most senior executive for the divisions she managed, Anne was responsible for establishing the vision and communicating the mission of these organizations before legislatures, community groups, elected officials, and individuals. Her experience also includes budgeting and financial management, having managed a $160 million federal program, a tribunal with an operating budget of $12 million, and yearly revenue goals of $50 million, as well as citywide contracts worth $650 million. She has also led information technology projects for both mainframe and PC networked systems, and ran an agency emergency call center. Anne brings her knowledge of management, law and government, and human resources to HRL, and has conducted hundreds of searches in the government and not-for-profit arenas. Anne graduated from Stony Brook University magna cum laude in political science, and is a member of the Phi Beta Kappa honor society. She also holds a J.D. from the George Washington University Law School and is a member of both the New York and Virginia Bars.

Christopher Boylan

Christopher Boylan is the Director for Transportation and Infrastructure at Harris Rand Lusk. He brings over 31 years of senior executive experience in federal, state, and local governments. Most recently Chris served as Deputy Executive Director for Corporate Affairs at the nation's largest transit provider, the New York State Metropolitan Transportation Authority (MTA), where he was responsible for internal and external relations, government and community relations, marketing and corporate communications, and customer service. During his MTA career, Chris handled several special initiatives, such as the rollout of the MetroCard automated fare collection system, the MTA-wide DuPont safety initiative and, as the MTA's pointperson with New York City Office of Emergency Management (OEM) and dozens of other city, state, federal, and private entities, the effort to recover transit service in Lower Manhattan after 9/11. He also championed two unique quality of life initiatives, the Arts for Transit Program, the first of its kind in the nation, and the New York Transit Museum, the largest public transit museum in the country. Chris also served as Chief of Staff to two Chairmen of the MTA and as Director of Government Relations. Before joining the MTA, he served for over 11 years in the administration of Mayor Edward Koch where he handled Congressional Affairs. Additionally, he worked in the New York State Assembly and the NYS Department of State in Albany. Chris is also an active member of the American Public Transportation Association and over the past 16 years has served on the Executive Committee, the Board of Directors, and the Presidential Search Committee. Separately, Chris served for over two and a half decades in the U.S. Navy/Navy Reserve, retiring as a Captain (O-6). His last reserve assignment was as the Navy's Deputy Chief of Information in the Pentagon, where he reported directly to the Chief of Information, the Navy's top spokesman. Chris holds a B.A. from Fordham University, an M.P.A. from the State University of New York at Albany, and he completed graduate work at the Naval War College, the National Defense University, and the Defense Information School.

Elly Kirschner

Elly Kirschner is the Director for Healthcare and Advocacy and has been with Harris Rand Lusk since 2010. Elly's focus is on health care, education, and advocacy searches. Prior to coming to HRL, she worked with a variety of non-profit organizations in the areas of program management, communications, and marketing. Elly served as the Program Director at the Young Survival Coalition, and as the Director of Breast Cancer Information at National Alliance of Breast Cancer Organizations. She has also worked with the Crohn's and Colitis Foundation of America, as well as the New York State Psychiatric Institute. Elly has a broad knowledge of the New York nonprofit community and has a particular passion for women's health and increasing access to, and equity of, health care. Elly earned an M.S. from the Harvard School of Public Health, an M.A. in Health Advocacy from Sarah Lawrence College, and a B.A. in religious studies and medical ethics from the University of Virginia.

Jack Lusk is the President & CEO of Harris Rand Lusk. Jack's broad-based management experience, combined with an extensive public affairs background, gives him unparalleled insight into what makes an organization successful. With nearly 20 years of executive search experience, he speaks widely on the subject and is often called on to provide advice on leadership. Jack has focused his efforts on building a nationwide practice placing top leaders in the nonprofit and government sectors. Prior to executive search, Jack served as a Senior Vice President of the New York City Transportation Authority (TA), managing a large department (including government affairs, planning, and marketing) that brought a new level of customer service to New York's bus and subway operations, such as the introduction and implementation of the MetroCard system. Jack also introduced high visibility reforms as Chairman and CEO of the New York City Taxi and Limousine Commission. Earlier, Jack served two terms as Deputy Counsel and Special Advisor to Mayor Edward I. Koch on transportation and environmental issues, and he was also Chairman of the City's Concessions and Franchises Review Committee. This followed a tour as a Staff Attorney and Special Assistant to the US Secretary of Transportation. Jack is a member of the Advisory Council at the Creative Arts Team, the former American Chair of the British-American Project, and a former member of the evaluation team for the Sloan Public Service Awards. As a native New Yorker, he is dedicated to regional tourism, having served as Director of New York & Company and Big Apple Greeter. For a number of years, he was a participant and active fundraiser for the Pan-Mass Challenge, one of the nation's top sports fundraising events in the country, which supports the Dana-Farber Cancer Institute. Jack earned a B.A. from the University of Wisconsin, where he majored in history and political science, and a J.D. from George Washington University Law School.

Jane Herzog

Jane Herzog is the Director for Educational Leadership at Harris Rand Lusk. Her professional experience includes more than 20 years as a Professor at New York University in the Steinhardt School of Culture, Education, and Human Development. During that time, Dr. Herzog was the Director of the Para-Educator Center for Young Adults, a center for preparing students with learning disabilities for careers in the human services. She also worked as an investigator for the New York State Education Department on a project concerning the efficacy of early intervention for children with disabilities and currently serves on the Alumni Council of Columbia University's Teacher's College. Dr. Herzog has served on numerous Boards and has lectured extensively at national educational conferences. Since coming to Harris Rand Lusk, she has carried out a series of high-level searches focusing on academic and institutional leadership and oversight. She is talented at understanding client needs and priorities, establishing search strategies, identifying a pool of candidates through her network of contacts, and marketing positions to potential candidates in a way that encourages interest and enthusiasm toward the client. In particular, she is an excellent interviewer of individuals with education and academic backgrounds. Dr. Herzog holds a B.A. from Western College for Women, an M.A. in special education from George Washington University and Columbia University, and a Doctorate in Educational Administration from Teacher's College, Columbia University.

Margaret Coffey

Margaret Coffey is Associate Director of our Transportation and Infrastructure Practice. She brings more than 32 years in government operations leading customer service, marketing, and transportation departments. Margaret most recently served as Assistant Vice President of Marketing & Service Information at the MTA New York City Transit, directing all agency communications, and was responsible for developing and overseeing the agency's transition into digital media. Margaret brings a wealth of knowledge on construction and infrastructure projects, having coordinated community relations and information on major capital programs including the Second Avenue subway tunnel, communication based train control signal systems, and post-Sandy recovery and resilience projects. Her experience also includes running Transit's customer call center and developing the paratransit program. Prior to joining the MTA, Margaret spent 12 years in city government managing diverse operations at the NYC Taxi & Limousine Commission and the Department of Consumer Affairs. She holds an M.A. in public policy and administration and a B.A. in political science from SUNY Binghamton.

Noelle Minter

Noelle has joined the HRL team as a Senior Search Associate. Noelle is a human resources and workforce development professional who worked most recently at ReServe-a nonprofit organization which matches talented people over 55 years of age with the needs of mission driven organizations and government. At ReServe, she served in multiple roles within the organization, including Assistant Director and Consultant. With over a decade of experience, Noelle's areas of expertise include entrepreneurship, nonprofit management, program development, community outreach, market cultivation and equity. A self-described "people person", she is an expert at matching talent with roles. She's also a staunch advocate for people and groups that are working to improve the quality of life at the local level, particularly through the arts or any platform that encourages connection through self-expression. In her spare time, Noelle serves as a volunteer Board Member of the PJS Jazz Society, a nonprofit bringing world-class jazz performances to the community of Mount Vernon. Noelle is an alumni of the prestigious National Urban Fellows program with a Master's degree in Public Administration from CUNY-Baruch. She also holds a certificate in Aging from the Hunter-Brookdale Center for Healthy Aging & Longevity and a Bachelor's of Arts in Sociology, Business Administration and Urban Studies from Northeastern University.

Richard Bacigalupo

Richard Bacigalupo (Rick) has been dedicated to the transit industry for over 40 years beginning at the Urban Mass Transportation Administration (UMTA) as Regional Counsel for the Chicago Region. He subsequently served as General Counsel for the Northeastern Illinois Regional Transportation Authority (RTA), and was then tapped by the RTA Board to serve as its Executive Director, leading the Authority for seven years. Rick subsequently moved to California and joined the Orange County Transportation Authority (OCTA) as its Deputy CEO. After retiring from OCTA he joined Cardinal Infrastructure, LLC, assisting clients with navigating the complex Federal public transportation funding and regulatory environment. Throughout this multifaceted and geographically diverse career, Rick has remained an active participant in the American Public Transportation Association (APTA), where he has Chaired their Legal Affairs and Legislative Committee, participated in two APTA international study missions, and served on numerous APTA task forces and committees relating to procurement and legislative matters. Twice elected to the APTA Executive Committee, he also served as Vice Chair for Government Affairs and Vice Chair for Management and Finance. Rick also served as Chair the National Academies of Science Transportation Research Board J-5 Committee, dedicated to the initiation, review and publication of more than a dozen legal research digests on critical public transportation topics. Rick is a graduate of Marquette University and has his Juris Doctor degree from The George Washington University. He is a member of the Washington, D.C. and Illinois Bars. Rick currently resides in Southern California with his wife Carol and will oversee Harris Rand Lusk's West Coast search initiatives.
