As the President and Senior Partner at Hourigan, Kluger & Quinn, Allan Kluger sets a high bar for all the other attorneys on the firm's Business Team. Usually the first to arrive at the office and the last to leave, Attorney Kluger's work ethic and commitment to client service is the benchmark by which all of his colleagues measure their own performance. Attorney Kluger is one of Luzerne County's longest practicing lawyers, and has been honored numerous times over the years for his service to the Bar, including the President's Award from the Luzerne County Bar Association.
A graduate of Wyoming Seminary and Amherst College, Attorney Kluger joined the law firm that later became Hourigan, Kluger & Quinn after earning his law degree from the University of Pennsylvania Law School in 1952. Today, his practice focuses primarily on business law, wills and estates.
When asked about his tireless work ethic, he jokes, "I flunked the course in sleeping. But seriously, I come in so early because I love what I do, and it gives me the opportunity to give the kind of service I want to give to my clients."
Attorney Kluger has been named a Pennsylvania Super Lawyer and is a member of the Luzerne County, Pennsylvania and American Bar Associations. He served on the Pennsylvania State Ethics Commission from 1991 to 1998 by appointment of the Governor and serves on numerous boards throughout the region.
He has been honored with the B'nai B'rith Outstanding Citizen Award, the First Annual Ethics Award given by Ethics Institute of Northeastern Pennsylvania, the Wyoming Seminary Distinguished Service Award, the Anti-Defamation League Distinguished Community Service Award, the Boy Scouts Distinguished Citizen Award, Temple Israel's Pillar of the Community Award and the Wilkes-Barre Chamber of Commerce Distinguished Citizen Award. He is the recipient, together with his wife, Sue, of the first Lifetime Achievement in Philanthropy Award presented by the Greater Pocono Northeast Chapter of the National Society of Fundraising Executives.

Attorney Christopher Quinn is a member of Hourigan, Kluger & Quinn's Personal Injury Team and provides legal counsel to Personal Injury clients throughout Northeastern PA, specializing in product liability, medical malpractice and auto negligence.
Attorney Quinn was born and raised in Clarks Summit, PA. He graduated from the University of Pittsburgh with his Bachelor's Degree in Philosophy and a minor in Political Science. Attorney Quinn pursued his legal career at Duquesne University School of Law in Pittsburgh, PA. He was selected as a national member of the Order of the Barristers and received the 2016 CourtCall Award for Excellence in Trial Advocacy and the 2016 Shalom Moot Court Award. He is a member of the Pennsylvania Bar Association.
Attorney Quinn served as Law Clerk to the Honorable Terrence R. Nealon where he conducted legal research, edited and evaluated the legal analyses in drafts of written opinions, prepared bench memoranda and attended oral arguments, conferences and trials. Previous to his experience with Judge Nealon, Attorney Quinn served as Law Clerk to Hourigan, Kluger & Quinn Law where he conducted legal research regarding a variety of evidentiary and civil law issues, drafted internal memoranda, pleadings, motions and discovery requests.
Attorney Quinn's father, Kevin, is also an attorney at Hourigan, Kluger & Quinn. Christopher and his wife, Anna, reside in Scranton, PA.

Attorney Donald C. Ligorio, a senior member of the Hourigan, Kluger & Quinn Personal Injury Team, focuses his practice on workers' compensation claims and a variety of personal injury cases. Attorney Ligorio has the distinction of being a member of the first class to be certified as a specialist in workers' compensation law by the Pennsylvania Bar Association and is one of the only attorneys in Luzerne County to hold that certification. To qualify for the PBA certification, he had to pass a rigorous examination and demonstrate the required level of skill, expertise and years of practice.
In addition to workers' compensation, Attorney Ligorio is highly experienced in the areas of construction site accidents, medical malpractice, auto accidents, products liability, insurance bad faith, disability and premises liability claims. He has won a number of substantial jury verdicts, including a $2.5 million jury award for a worker injured in a fall at a construction site and a $680,400 verdict for a woman injured in a fall on ice. Attorney Ligorio has been designated a Pennsylvania Super Lawyer in the area of workers' compensation every year since 2007. He is also a member of the Million Dollar Advocates Forum and Multimillion Dollar Advocates Forum. He has written and spoken on a variety of workers' compensation and personal injury matters.
A 1989 graduate of the University of Scranton, Attorney Ligorio earned his law degree from the University of Dayton School of Law. He is an active member of the bar associations in Luzerne and Lackawanna counties and the Pennsylvania Association for Justice, where he is a member of the workers' compensation and auto law sections. Attorney Ligorio has also been active with Lackawanna Pro Bono Inc. for more than 10 years and has been the recipient of numerous pro bono awards for his work representing needy clients free of charge. He lives in Scranton with his wife and three children.

Attorney Terrence J. Herron has focused his law practice on commercial, financing, transactional and estate planning for more than 40 years. He joined Hourigan Kluger & Quinn Law's Business Team as a Principal in 1985.
Attorney Herron has participated in multiple stock and asset acquisition and divestiture transactions for small and mid-market business clients in industries such as manufacturing, distribution and transportation. His practice has a strong concentration in the estate planning field in areas such as wills, trusts, business powers of attorney and family business entities.
During a leave of absence from Hourigan, Kluger & Quinn from 1999 to 2005, Attorney Herron served as the Executive Vice President and Chief Operating Officer of Gans Communications, a private, multimillion-dollar enterprise that conducted business in multiple jurisdictions. He held primary responsibility in formulating and executing business- and professional-level strategic initiatives. Because of his unique background in law and business, he is able to advise clients with expertise in both areas.
Attorney Herron has two advanced postgraduate degrees- from the New York University Law School Graduate Legal Studies Division, where he earned a Master of Laws degree in taxation, and from the University of Chicago, where he earned a Master in Business Administration (MBA) degree. Both of these advanced degrees play an integral role in his ability to provide comprehensive advice to clients on complex and challenging legal and business issues. He earned his law degree from Catholic University of America School of Law in 1975 and a Bachelor of Science degree in Political Science from The University of Scranton in 1971.
Attorney Herron has served as a lecturer for the Pennsylvania Bar Institute on various continuing legal education panels and was a lecturer at The Pennsylvania State University Hazleton Campus Paralegal Certification program, concentrating on creditors' rights and bankruptcy.
Prior to joining Hourigan, Kluger & Quinn, he was an Associate at Laputka, Bayless, Ecker and Cohen, Managing Attorney at Legal Services of Northeastern Pennsylvania's Hazleton office and an Associate at Feldman & Ciotola.

Attorney James T. Shoemaker, a Principal on the firm's Business Team, has been with Hourigan, Kluger & Quinn Law since he graduated from New York Law School in 1991. Over the years, he has developed a practice focusing on creditor's rights, which involves debt collections, mortgage foreclosures, representing creditors in bankruptcy proceedings, residential loan modifications, commercial loan workouts, and real estate matters.
Attorney Shoemaker credits mentors like Attorney Allan Kluger, the firm's most senior principal, for helping him develop his skills and work ethic as a lawyer, and enjoys the teamwork among Hourigan, Kluger & Quinn Law's attorneys and paralegals. Before law school, he earned a bachelor's degree from New York University. A member of the Luzerne County and Pennsylvania bar associations, Attorney Shoemaker is admitted to practice before all state courts, federal courts and federal bankruptcy courts in Pennsylvania.
In addition to practicing law, Jim serves on the Board of the F.M. Kirby Center for the Performing Arts, a community-based arts center. He also serves on the Wyoming Commemorative Association, which puts on an observance of the Battle of Wyoming every July Fourth.
In his spare time, he enjoys fly fishing and bird watching. He lives in Wyoming with his wife and three children.

Attorney Kevin C. Quinn, a member of Hourigan, Kluger & Quinn Law's Personal Injury Team, is a firm Principal. Attorney Quinn's practice focuses primarily on personal injury cases, including medical malpractice, products liability, premises liability, car and truck accidents and uninsured/underinsured motorist claims.
Born and raised in Scranton, Attorney Quinn is a magna cum laude graduate of the University of Scranton where he was a member of the University's elite Honors Program and multiple academic fraternities, as well as was the recipient of the 1985 Political Science Award. He earned his Juris Doctorate degree in 1988 from the Columbus School of Law at Catholic University of America in Washington, D.C. While there, Attorney Quinn was a recipient of multiple American Jurisprudence Awards for academic excellence and starting member of the Law School's National Trial Team.
Attorney Quinn has spent his entire legal career litigating cases in state and federal courts in Northeast Pennsylvania and has extensive litigation experience at both the trial and appellate levels. Prior to joining Hourigan, Kluger & Quinn Law, Attorney Quinn's practice focused primarily on complex commercial litigation, civil rights, shareholder/partnership disputes, employment litigation and products liability cases. Since joining Hourigan, Kluger & Quinn Law in 2010, he has served as either lead or co-counsel in multiple cases that resulted in six, seven and eight-figure settlements or verdicts.
Based on ratings he has received from both judges he has practiced before and fellow attorneys, Attorney Quinn has achieved Martindale Hubbell®'s highest possible ranking of AV Preeminent status for both his legal ability and ethical standards. Attorney Joseph E. Kluger is one of two Managing Partners of Hourigan, Kluger & Quinn. Having earned a reputation over the past 30 years as one of the most capable business lawyers in Northeastern Pennsylvania, he concentrates in real estate, estate planning/estate administration, corporate and banking law.
Attorney Kluger represents a vast majority of the lending institutions in and around Luzerne, Lackawanna and surrounding counties, as well as some of the largest manufacturers, residential and commercial developers, and educational institutions. His practice in estate planning/estate administration includes structuring the simplest to the very complex estate plans for his individual, elderly and corporate clients as well as working through Pennsylvania inheritance and federal estate tax returns and litigation for descendants and their families.

Attorney Michael A. Lombardo is a Principal on Hourigan, Kluger & Quinn Law's Personal Injury Team. His practice focuses primarily on all types of personal injury cases, including motor vehicle accidents, truck & trailer accidents, medical malpractice, premises liability and other complex litigation matters. He also represents a number of local fire and ambulance companies and community groups. Attorney Lombardo has handled personal injury cases from start to finish in all types of proceedings, including mediations, arbitrations and jury trials.
Attorney Lombardo was born and raised in Pittston, where he is the Safety Director of the City Council. A former president of the Greater Pittston YMCA, he is still active in the organization and numerous other community groups such as Leadership Wilkes-Barre, the Wilkes-Barre chapter of UNICO, Knights of Columbus (Third Degree), the Italian American Association of Luzerne County and the Pittston Tomato Festival Committee. He is a member of the St. Joseph Marello Parish community in Pittston.
Attorney Lombardo's background brings a unique perspective to his auto accident cases. Prior to his legal studies, he served as a Pittston firefighter and EMT. Because he has been part of vehicle rescue operations, he knows firsthand what accident victims go through. Attorney Nicole M. Santo, a Principal of Hourigan, Kluger & Quinn Law and member of the Personal Injury Team, joined the firm in 2010. Her practice is focused on litigating all types of personal injury claims, including medical malpractice claims, motor vehicle accidents, underinsured/uninsured motorist claims, insurance bad faith, trucking accidents, products liability and crashworthiness claims. In 2010, Attorney Santo earned her law degree from Widener University School of Law in Harrisburg, where she was named valedictorian of her class and graduated summa cum laude. While at Widener, she earned awards for receiving the highest grade in six of her classes, served as president of Widener's Student Bar Association and was a member of the Moot Court Honor Society. Attorney Santo and her partner were the first back-to-back winners of Widener's Delaware-Harrisburg Internal Moot Court Competition, and she was chosen as the Best Oralist of the 2010 competition. She also served on the editorial board of the Widener Law Journal, where she organized a comprehensive symposium, "Internet Expression in the 21st Century: Where Technology and Law Collide," and published a survey, "Delineating the Power of the Governor and the General Assembly with Respect to Appropriations in Pennsylvania: An Analysis of Jubelirer v. Rendell." At graduation, Attorney Santo was presented with the Dean Anthony J. Santoro Outstanding Service Award and the James S. Bowman American Inn of Court Award.
Prior to joining Hourigan Kluger & Quinn Law, she served as a legal intern in the Office of Attorney General's Bureau of Consumer Protection and the Public Utility Commission's Law Bureau. She also served as a judicial clerk for Pennsylvania Supreme Court Justice J. Michael Eakin. She is currently licensed to practice law in both Pennsylvania and New Jersey.

Attorney Quinn is a current board member and co-founding member of the Cody Jude Barrasse Memorial Foundation. The Foundation endows a full four year scholarship at Scranton Preparatory School for a deserving student in need. Attorney Richard M. Goldberg, a principal in the law firm of Hourigan, Kluger & Quinn Law, joined the firm's Business Team in 1964 and is widely regarded as the dean of labor law in Northeastern Pennsylvania.
A graduate of Dickinson College and Dickinson School of Law, Attorney Goldberg holds a Master of Laws degree from Temple University Law School. In 2006, he was given the President's Award by the Luzerne County Bar Association for his service to the legal community. He is also the recipient of a special President's Award from the Pennsylvania Bar Association for outstanding leadership. He has been designated a Pennsylvania Super Lawyer in the areas of employment and labor law every year since 2005 and was ranked a Top-Rated Lawyer for 2013 in the same areas of practice by American Lawyer Media and Martindale-Hubbell, a national lawyer-rating firm. He was selected for inclusion in the 2015 edition of "The Best Lawyers in America" in the area of employment law-management.
In addition to his career as an attorney, Attorney Goldberg had an extensive military career, having retired with the rank of Colonel from the U.S Army Reserve. He served as the Chief of Staff of the 79th Army Reserve Command at the Willow Grove Naval Air Station and also served three-year stints as the commanding officer of the Army Reserve Centers in Hanover Township and Scranton. He is the recipient of numerous medals and commendations, including the Legion of Merit and three Meritorious Service Medals.
Attorney Goldberg has also been very active in the Jewish community, having served as President and Chairman of the Board of Trustees of Temple Israel and President of the Jewish Community Center of the Wyoming Valley, both in Wilkes-Barre. He is the recipient of the B'nai B'rith Community Service Award and the Jewish Family Service Distinguished Service Award.
Attorney Goldberg began his legal career as a clerk to Pennsylvania Supreme Court Justice Benjamin R. Jones. He went on to serve as Luzerne County Assistant District Attorney, Deputy Attorney General of Pennsylvania, Executive Assistant to the Attorney General of Pennsylvania, Chief Legal Counsel for the Pennsylvania State Police, an examiner with the Pennsylvania Board of Law Examiners for 27 years and Chief County Solicitor for Luzerne County. He is admitted to practice before all Pennsylvania courts and federal District Courts, the U.S Third Circuit Court of Appeals and the U.S. Supreme Court.
Attorney Goldberg is a member and past President of the Luzerne County Bar Association and member of the Pennsylvania Bar Association, where he served on its Board of Governors and House of Delegates He is also a member of the American Bar Association, where he served on numerous committees and chaired the Standing Committee on the Unauthorized Practice of Law. Attorney Goldberg is additionally a member of the American Judicature Society and a fellow of the College of Labor and Employment Lawyers. He was recognized with a special award from the Dickinson School of Law Alumni Association's Northeastern Pennsylvania Chapter for his leadership and many years of service to his alma mater.
A resident of Wilkes-Barre, Attorney Goldberg is married to Rosemary Chromey. He is the father of three children: Harry, Jane and Leah Goldberg.

Attorney Richard S. Bishop, who has been a principal of Hourigan, Kluger & Quinn Law since 1985, specializes in estate planning and estate administration work, as well as elder law matters, real estate transactions, business transactions and corporate matters.

Attorney Ryan M. Molitoris is a member of Hourigan, Kluger & Quinn Law's Personal Injury Team. Attorney Molitoris provides legal counsel to Personal Injury clients throughout Northeastern PA, focusing on Medical Malpractice, Premises Liability and Motor Vehicle Accidents.
Attorney Molitoris was born and raised in Plains, PA where he currently resides with his wife, Sara. Attorney Kevin M. Walsh, Jr. provides legal counsel to Commercial clients throughout Northeastern PA, focusing on Real Estate Transactions, Banking and Creditors' Rights, Zoning, and Real Estate and General Litigation matters.
Attorney Walsh was born and raised in Drums, PA where he currently resides with his wife Lindsay and their two children. He graduated from Bucknell University with a bachelor's degree in Political Science. Attorney Walsh pursued his legal career at Syracuse University College of Law. He was selected as a recipient of the Lampe Bar Scholarship and received the CALI Award for Achievement in Insurance and Society Seminar Activities.
For nine years, Attorney Walsh worked as an Associate Attorney with Donald G. Karpowich, Attorney-at-Law, PC where he litigated numerous cases in various jurisdictions, including Courts of Common Pleas, the Commonwealth Court of Pennsylvania, the Superior Court of Pennsylvania, the Supreme Court of Pennsylvania, the United States District Court for the Middle District of Pennsylvania and the United States Court of Appeals for the Third Circuit. Previous to this role, he was an Associate Attorney at the Law Offices of Tullio DeLuca handling commercial litigation and estate planning. Attorney Walsh also served as Law Clerk to the Honorable Terrence R. Nealon.
Attorney Walsh is a member of the Supreme Court of Pennsylvania, the United States District Court for the Middle District of Pennsylvania and the United States Court of Appeals for the Third Circuit.

Attorney Brian Q. McDonnell graduated from Scranton Prep in 1998 and received a bachelor's degree in history and political science from Lehigh University in 2002. During his junior year of college, he completed the Washington Semester Program at American University in Washington, D.C. and interned at the Justice Department's Office of Justice Programs. In his senior year of college, Attorney McDonnell traveled to Hong Kong and mainland China with Lehigh's Martindale Center of the College of Business and Economics. There, he met with various government and business leaders and gathered data on the impact of economic restructuring on Hong Kong's workforce. His research was published in the Martindale Center's journal, Perspectives on Business and Economics. As a President's Scholar at Lehigh, Attorney McDonnell earned a tuition-free fifth year, which he used to attain a master's degree in political science in 2003.
Following Lehigh, he received a full scholarship to Penn State University's The Dickinson School of Law. During law school, Attorney McDonnell was a member of the Penn State Law Review. As a law student, he interned at the Governor's Policy Office in Harrisburg, was a summer law clerk for Judge Peter Paul Olszewski Sr. of the Superior Court of Pennsylvania and was a Summer Associate at Hourigan, Kluger & Quinn Law. He also studied abroad at the University of Florence School of Law.
Attorney McDonnell graduated from The Dickinson School of Law in May 2006 and passed the Pennsylvania Bar Examination in July 2006 on his first attempt. After graduating from law school, he chose to return home to Northeastern Pennsylvania and serve the community where he was raised. He began working for Hourigan, Kluger & Quinn Law as an associate in August 2006 and has remained here ever since. He is now a principal on the firm's Personal Injury Team, and his practice concentrates on personal injury including workers' compensation, automobile accidents and medical malpractice cases. Since becoming a lawyer, he has worked exclusively on behalf of accident victims and their families.
Attorney McDonnell is admitted to practice in the courts throughout the Commonwealth of Pennsylvania, as well as the U.S. District Court for the Middle District of Pennsylvania and the U.S. Court of Appeals for the Third Circuit. He is a member of the Pennsylvania Bar Association, Pennsylvania Association for Justice, the Wilkes-Barre Law and Library Association, and the Northeastern Pennsylvania Trial Lawyers Association.
Attorney McDonnell loves to be involved in the area where he was raised. In his spare time, he coaches soccer with Abington Youth Soccer League. He also has volunteered with the Scranton Council of Literacy Advance (SCOLA)/United Neighborhood Centers as a certified English as a Second Language (ESL) and adult literacy tutor.
He resides in Clarks Summit with his wife and two daughters.

Attorney Lars H. Anderson is a shareholder of the Hourigan, Kluger & Quinn, PC law firm where he practices in the firm's Kingston, Pennsylvania office. His practice focuses on labor and employment law, commercial litigation and zoning/telecommunications law. Attorney Anderson has repeatedly been recognized as a Pennsylvania Super Lawyer and/or Rising Star, an annual distinction reserved for no more than 2.5 percent of all Pennsylvania lawyers.
Attorney Anderson's principal area of practice is labor and employment law. Due to his representation of both employers and labor unions, he brings a unique perspective to labor cases and has additional strategies to resolve disputes in an efficient and practical manner. He has handled numerous labor arbitrations for clients covering topics such as contract interpretation and termination/discipline of employees. A large part of Attorney Anderson's practice is advising clients on the collective bargaining process and strategy. For many clients he acts as the lead negotiator during contract negotiations. Attorney Anderson has litigated and effectively resolved various commercial cases, including breaches of contract, disputes involving non-competition agreements and trade secret issues, and employment disputes. In his zoning/telecommunications practice, Attorney Anderson principally represents developers in the siting and development of wireless communications facilities, commercial warehousing and retail facilities. He personally has appeared at hundreds of municipal and zoning meetings on behalf of developers throughout Northeastern Pennsylvania.
Attorney Anderson is active in the Pennsylvania Bar Association and was the Chair of PBA YLD from 2014 to 2015. He is on the Executive Council of the PBA's Labor and Employment Law Section and was the Chair of the Section from 2017 to 2018. He was also the Chair of the PBA's Community and Public Relations Committee and was a member of the PBA's Board of Governors from 2013 to 2016.
Attorney Anderson is very active in the community. He is a member of the Wilkes-Barre Rotary Club and sits on the board of directors of the Greater Wilkes-Barre Chamber of Commerce and Luzerne County Head Start. Attorney Michelle M. Quinn has spent the last 20 years handling complex personal injury claims, including medical malpractice, products liability, truck accidents, car accidents, underinsured/uninsured motorist claims and insurance bad faith. She joined Hourigan, Kluger & Quinn's Personal Injury Team straight out of law school and is now a Principal in the firm and member of its Executive Committee.
Attorney Quinn graduated Phi Beta Kappa from Dickinson College with a bachelor's degree in political science in 1991. She received her law degree from Villanova University Law School in 1994. While in law school, she was a member of the Moot Court Team and was a semifinalist in the school's client counseling competition.

Attorney Quinn is passionate about representing the injured and she is just as passionate about her involvement with HKQ Kids, a child advocacy organization created by Hourigan, Kluger & Quinn Law to promote education and awareness about safety issues affecting children. Since its start in 2005, HKQ Kids has given away thousands of free bicycle helmets to area children and has also sponsored lead screening, sports safety training, water safety training, CPR and First Aid training, cheerleading safety training, swimming safety training and baby-sitter training courses.
