Allan M. Kluger

As the President and Senior Partner at Hourigan, Kluger & Quinn, Allan Kluger sets a high bar for all the other attorneys on the firm's Business Team. Usually the first to arrive at the office and the last to leave, Attorney Kluger's work ethic and commitment to client service is the benchmark by which all of his colleagues measure their own performance. Attorney Kluger is one of Luzerne County's longest practicing lawyers, and has been honored numerous times over the years for his service to the Bar, including the President's Award from the Luzerne County Bar Association. A graduate of Wyoming Seminary and Amherst College, Attorney Kluger joined the law firm that later became Hourigan, Kluger & Quinn after earning his law degree from the University of Pennsylvania Law School in 1952. Today, his practice focuses primarily on business law, wills and estates. When asked about his tireless work ethic, he jokes, "I flunked the course in sleeping. But seriously, I come in so early because I love what I do, and it gives me the opportunity to give the kind of service I want to give to my clients." Attorney Kluger has been named a Pennsylvania Super Lawyer and is a member of the Luzerne County, Pennsylvania and American Bar Associations. He served on the Pennsylvania State Ethics Commission from 1991 to 1998 by appointment of the Governor and serves on numerous boards throughout the region. He has been honored with the B'nai B'rith Outstanding Citizen Award, the First Annual Ethics Award given by Ethics Institute of Northeastern Pennsylvania, the Wyoming Seminary Distinguished Service Award, the Anti-Defamation League Distinguished Community Service Award, the Boy Scouts Distinguished Citizen Award, Temple Israel's Pillar of the Community Award and the Wilkes-Barre Chamber of Commerce Distinguished Citizen Award. Attorney Donald C. Ligorio

Attorney Donald C. Ligorio, a senior member of the Hourigan, Kluger & Quinn Personal Injury Team, focuses his practice on workers' compensation claims and a variety of personal injury cases. Attorney Ligorio has the distinction of being a member of the first class to be certified as a specialist in workers' compensation law by the Pennsylvania Bar Association and is one of the only attorneys in Luzerne County to hold that certification. To qualify for the PBA certification, he had to pass a rigorous examination and demonstrate the required level of skill, expertise and years of practice. In addition to workers' compensation, Attorney Ligorio is highly experienced in the areas of construction site accidents, medical malpractice, auto accidents, products liability, insurance bad faith, disability and premises liability claims. He has won a number of substantial jury verdicts, including a $2.5 million jury award for a worker injured in a fall at a construction site and a $680,400 verdict for a woman injured in a fall on ice. Attorney Ligorio has been designated a Pennsylvania Super Lawyer in the area of workers' compensation every year since 2007. Attorney Herron

Attorney Terrence J. Herron has focused his law practice on commercial, financing, transactional and estate planning for more than 40 years. He joined Hourigan Kluger & Quinn Law's Business Team as a Principal in 1985. Attorney Herron has participated in multiple stock and asset acquisition and divestiture transactions for small and mid-market business clients in industries such as manufacturing, distribution and transportation. His practice has a strong concentration in the estate planning field in areas such as wills, trusts, business powers of attorney and family business entities. During a leave of absence from Hourigan, Kluger & Quinn from 1999 to 2005, Attorney Herron served as the Executive Vice President and Chief Operating Officer of Gans Communications, a private, multimillion-dollar enterprise that conducted business in multiple jurisdictions. He held primary responsibility in formulating and executing business- and professional-level strategic initiatives. Because of his unique background in law and business, he is able to advise clients with expertise in both areas. Attorney Herron has two advanced postgraduate degrees- from the New York University Law School Graduate Legal Studies Division, where he earned a Master of Laws degree in taxation, and from the University of Chicago, where he earned a Master in Business Administration (MBA) degree. Attorney Joseph E. Kluger is one of two Managing Partners of Hourigan, Kluger & Quinn. Attorney Richard M. Goldberg, a principal in the law firm of Hourigan, Kluger & Quinn Law, joined the firm's Business Team in 1964 and is widely regarded as the dean of labor law in Northeastern Pennsylvania. A graduate of Dickinson College and Dickinson School of Law, Attorney Goldberg holds a Master of Laws degree from Temple University Law School. In 2006, he was given the President's Award by the Luzerne County Bar Association for his service to the legal community. He is also the recipient of a special President's Award from the Pennsylvania Bar Association for outstanding leadership. He has been designated a Pennsylvania Super Lawyer in the areas of employment and labor law every year since 2005 and was ranked a Top-Rated Lawyer for 2013 in the same areas of practice by American Lawyer Media and Martindale-Hubbell, a national lawyer-rating firm. He was selected for inclusion in the 2015 edition of "The Best Lawyers in America" in the area of employment law-management. In addition to his career as an attorney, Attorney Goldberg had an extensive military career, having retired with the rank of Colonel from the U.S Army Reserve.
