Alden "Joe" Doolittle

Was co-executive Director for IBHI from 2006 to 2012 He worked collaboratively to organize IHBI since late 2004. Joe brings more than thirty years of leadership experience in the development and operation of staff, group and network model HMOs, in forming strategic partnerships and operationalizing quality management methods. He provides policy level strategic and technical services in health care management and operations, financial planning, quality management and leadership development. He has guided the creation of a comprehensive managed care plans in Upstate New York and New England, and guided integration initiatives among behavioral health providers and primary care physicians and between behavioral health and managed care plans. Mr. Doolittle holds a Bachelor's Degree form Colgate University and a Masters Degree from the Graduate School of Public Health, University of Pittsburgh.

Dr. Stuart Buttlaire

is the Regional Director of Behavioral Health and Addiction Medicine for Northern California Kaiser Permanente, which has 4.4 Million Members and 23 medical centers. He has led the redesign of intensive mental health care for Kaiser, implemented two inpatient psychiatric facilities, a psychiatric advice and crisis line, and developed best practices in case management, gero-psychiatry, multi-family treatment, and crisis and emergency intervention services. Prior to Kaiser, Dr. Buttlaire served as Chief of Acute and Subacute Services for Marin County Mental Health and has many years of clinical and management experience, providing consultation, leadership and direction in health care delivery and organizational improvement in both the public and private sectors. Dr. Buttlaire serves on the American Hospital Association Regional Policy Board and is the former Chair of the Governing Council for the Section of Psychiatry and Substance Abuse as well as the Center for Behavioral Health Advisory Board of the California Hospital Association. Dr. Buttlaire holds doctorate degree in clinical psychology and a master's degree in business administration with an emphasis on health care management, finance, and marketing.

Fred H Michel

is the Chief Medical Officer at Summit Stone Health Partners in Fort Collins, Colorado. SummitStone is the Community Mental Health Center providing services to Larimer County, Colorado, including cities of Fort Collins, Loveland and Estes Park. Previously he was CMO at Mental Health Partners, the Community Mental Health Center for Boulder, Colorado and for 18 years before that he served at AspenPointe Health Services in Colorado Springs as a psychiatric provider and their Chief Medical Officer. Dr Michel received his medical degree at the University of Washington School of Medicine in Seattle. In 1993 he completed dual residency training in Adult Psychiatry and Child and Adolescent Psychiatry at the University of Colorado Health Sciences Center in Denver. He maintains board certifications in both specialties. Dr Michel has been an active advocate for the uninsured and underserved clients of our communities through a lengthy career in community psychiatry in Colorado. He has also participated as a psychiatric consultant, training behavioral health principles to Family Medicine residents in Denver, Colorado for the past 20 years. He is a founding board member for IBHI, the Institute for Behavioral Healthcare Improvement, focused on Quality of Care improvement strategies in behavioral health systems. IBHI is modeled after IHI, the Institute for Healthcare Improvement.

Glenn Kopelson

is Co-Chair of the UCLA Neuropsychiatry Patient Family Advisory Council (PFAC) since its inception in 2014. As a founder and PFAC Board Member he has led initiatives to improve patient and family satisfaction and safety. In addition to his work at UCLA, Glenn has spoken at the Center for Medicare and Medicaid Services, National Association of Academic Psychiatry Administrators and Patient Family Centered Care conferences regarding the voice of the patient. Glenn has also conducted webinars and been a guest blogger for the Beryl Institute on the topic of the patient experience. He is currently a member of the National Quality Forum Serious Mental Illness Action Team. Prior to his work in mental health, Glenn was a senior business development executive in the media and entertainment industry. He has worked for a variety of companies from startups to Fortune 500 companies. Most recently, Glenn worked for Sony Pictures Entertainment. His prior media experience includes business development at Twentieth Century Fox. Glenn's experience also includes management consulting for PwC where he consulted to a dozen companies regarding business strategy and process improvement. He received his undergraduate degree in Economics from UCLA and an MBA from USC.

Jon Berlin

Is the immediate past president of the American Association of Emergency Psychiatry and co-editor/co-author of Emergency Psychiatry: Principles and Practice, Lippincott Wilkins and Williams (in press), the first ever, comprehensive textbook on this subject. He is on the editorial board of Psychiatric Issues in Emergency Care Settings and has written and lectured on various topics, including structure and function of psychiatric emergency services, non-coercive de-escalation, malingering, interviewing for acuity, suicide assessment and treatment, and the future of emergency psychiatry. A practicing psychiatrist for 24 years, Dr. Berlin until recently was the Medical Director of the Crisis Service of Milwaukee County, Assistant Clinical Professor of Psychiatry and Behavioral Medicine at the Medical College of Wisconsin, and partner/co-founder of JSA Health, LLC, a telemedicine emergency psychiatry consulting group based in Houston,Texas. He was a 2007 recipient of the American Psychiatric Association's Bruno Lima Award for his creation of the Disaster Mental Health Task Force of Milwaukee and for disaster relief efforts in Texas and Wisconsin after Hurricane Katrina. Dr. Berlin obtained a B.A. from Columbia University, his M.D. from Loyola Stritch School of Medicine, and his psychiatric training at the University of Colorado Health Sciences Center.

Kathy Muscari

Over the years, Dr. Muscari has been a strong advocate for peer services, having been Executive Director of a federal technical assistance center (CONTAC) dedicated to improving peer leadership , training, and systems engagement.

Kit Wall

Promoting everything from policy reform issues, nonprofit organizations, and political campaigns to rock shows and media events, Kit Wall uses her repertoire of organizational, communication skills for policy consultation, writing, production, and management. Her promotion and publicity experience include such wide-ranging fields as pro sports, entertainment, commercial real estate, and government affairs. Since 1987, Ms. Wall has focused on government relations, especially local government and public policy, managing coalition and grassroots efforts in statewide legislative and ballot initiatives, as well as candidate campaigns. Joining Eli Lilly and Company in 2001, she worked on advocacy issues assisting nonprofits in capacity-building efforts and local government relations promoting best practices, with a focus on jail diversion issues across the United States.

Leon Evans

For over forty years, Leon Evans has worked tirelessly to improve the lives of people with mental illness. As President and Chief Executive Officer at The Center for Health Care Services, Evans has developed an innovative and highly integrated system of care for people in the San Antonio community who struggle with mental health disorders. Utilizing strong community partnerships and diverse funding sources, Leon has created an effective public safety net that keeps people with mental illness out of emergency rooms, jails and prisons and link them to treatment programs that help them lead independent, productive lives. Evans has developed a number of nationally recognized initiatives including the Bexar County Jail Diversion Program; the 24/7 Crisis Care Center; Crisis Intervention Training for public safety officers; and The Restoration Center, an integrated clinic providing psychiatric care, substance abuse services, transitional housing and general health care services for the homeless population. Each year, these programs save thousands of lives and result in millions of dollars in cost savings for the community. Under Evans' leadership, The Center for Health Care Services has received many awards, including CMS' Innovation Award for the integration of primary and behavioral health care, the American Psychiatric Association's Gold Award for Community Program Innovation and the National Council ‘s Service Excellence Award. In addition, Evans and CHCS have been featured in many local and national media/publications including National Public Radio, Connect4 Mental Health, and the Mental Health Channel. Evans' successful jail diversion program has also been highlighted in the Brave New Films series Overcriminalized, and Evans was recently named by CNN as a Mental Wellness Warrior - one of nine mental health champions across the nation who are fighting for better treatment and working to defy stigma. Evans has served in numerous leadership roles at the local, state and national level, including: NAMI Texas, Board of Directors The National Association of Counties Justice and Public Safety, Steering Committee National Association of County Behavioral Health and Developmental Disability Directors (NACBHDDD), Past President The National Association of Counties Veterans/Military Task Force, Member Evans maintains a rigorous travel schedule across the country advocating for improved treatment services for people suffering from mental illness. His contributions continue to transforms lives and significantly benefit the community.

Michael Bigley

Was Senior Program Specialist NYS Office of Mental Health - His responsibilities included in part the administration of the Children's State-operated Psychiatric Centers and Units, and the development, monitoring and evaluation of community based programs for children and their families. Implemented Functional Family Therapy (FFT) in New York State, directed the Evidence-Based Treatment Dissemination Center, directed Child and Adolescent Rural Tele-psychiatry Project, Chaired the central office Children's Care Team, coordinated community based services or alternative placements for children and adolescents leaving hospitals or designated facilities for court ordered placements, managed transfers to psychiatric settings from other agencies and worked with the Council on Children and Families Hard-to-Place Committee on level of care issues. Also employed at: New York State Division for Youth, New Jersey Division for Youth and Family Pennsylvania Department of Public Welfare Bureau of Youth Services. Ms. Joyce B. Wale

serves as Executive Director, UnitedHealthcare Community Plan NY. Over her thirty year career, she has held leadership positions in state and county governments, community mental health, and human services agencies. Ms. Wale has served as a Board President for the Mental Health Association in New Jersey, in addition to providing therapy in her small clinical practice. Her career has woven both a provider, organizational, and governmental perspective with a commitment to patient centered recovery oriented care. Her publications are geared toward practical implementation of evidence based practices. She is a fellow with the NY Academy of Medicine, a member of the Board of Directors of the Institute for Behavioral Health Improvement, and serves on a variety of task forces and committees.

Peter C. Brown

Mr. Brown has worked collaboratively to organize IBHI since late 2004. Peter Brown was Deputy Commissioner of the New York State Office of Mental Health from May 1995 until July of 2004. Previously, he was Deputy Director of the New York State Division of the Budget and spent 26 years working for the New York state legislature. His 40 year career in state government included experience at the senior level in both the legislative (Assistant Director, Assembly Ways and Means staff) and administrative branches. As the Incident Commander for the Office of Mental Health he was responsible for implementing the training of staff throughout the agency in the Incident Command System. He was responsible for organizing and operating the OMH Emergency Operations Center from its beginning on September 11, 2001. He is a graduate of Colgate University and holds a master's degree in Political Science from the State University of New York at Albany Graduate School of Public Affairs.

Robin Dea

is a founding member of IBHI. She received her medical degree from the University of New Mexico and her residency from California Pacific Medical Center in San Francisco. She was a staff psychiatrist in the Department of Psychiatry at Kaiser Permanente Medical Center in Redwood City from 1979 to 2010. From 1981 to 1997 she was the Chief of the Department. From 1988 to 1996 she also held the post of West Bay Subregional Inpatient Chief. She was Regional Director of Mental Health Services for Kaiser Permanente Northern California from 1991 to 2009. These roles gave her a unique perspective on all aspects of Behavioral Healthcare systems, including operations, quality improvement, labor management, behavioral healthcare research, regulatory compliance and risk management.

Sheila Ryan

Dr. Ryan has participated with several Twinning Center Projects in sub-Saharan countries as a member of the board of AIHA. She has served as President of NLN, and an executive officer for AACN. Additionally, she has served in leadership roles of several foundation programs: PEW Charitable Trust, Health Education Commission, RWJ (Robert Wood Johnson Foundation) Health Policy Fellowship Program, Commonwealth Fund for Nurse Executive Fellowships and Macy Foundation for Interprofessional Education. Dr. Ryan is a member of the Institute of Medicine and a fellow in the American Academy of Nursing and has served on many programs and committees for the past two decades. She has been a nursing dean for 22 years at two universities. Her board service includes or has included AIHA (American International Healthcare Alliance), IHI (Institute for Healthcare Improvements), IBHI (Institute for Behavior Healthcare Improvement, and several hospitals.

Tammy Powell

Is president, Bone and Joint Hospital at St. Anthony and executive vice president of St. Anthony Hospital. Tammy has 24 years of health care experience in administration, nursing, and behavioral health. She graduated with a Master of Public Health and Bachelor of Science, Nursing from the University of Oklahoma. She is a fellow in the American College of Healthcare Executives, member of the board for the Institute for Behavioral Health Improvement, Oklahoma City University Nursing Advisory Board, and Sooner Health Care Executives. Tammy is a graduate of Leadership Oklahoma City Class XXV, a 2008 Journal Record Woman of the Year nominee, and also a 2012 OKC Friday Rising Star.

Thomas F. Updike

Thomas F. Updike, Ph.D., joined Recovery Innovations in 2011 as the Chief Vision Officer. Dr. Updike has over 45 years of professional experience ranging from direct clinical services to senior executive management and leadership positions of non-profit as well as for profit organizations. Dr. Updike founded several commercial companies providing long term managed care as well as tele-medicine services nationwide. He has served as the Governor's Appointee heading Mental Health and Substance Abuse in several states. He is a proven leader and is skilled in developing boards of directors, strategic planning committees and community collaborations. Dr. Updike's personal qualities of patience and warmth, exceptional work ethics and inspiring energy, along with his decisive and purposeful leadership style are congruent with the philosophy and core values which support the goal of Recovery Innovations and their mission to "…create opportunities and environments that empower people to recover, to succeed in accomplishing their goals and to reconnect to themselves, others and meaning and purpose in life." As the Chief Vision Officer, Dr. Updike collaborates and unites various agencies and organizations to succeed in accomplishing the Recovery Innovations mission. Dr. Updike earned his bachelor of science degree in biochemistry from the University of Virginia, his master of science degree in rehabilitation counseling from Virginia Commonwealth University, his doctorate degree in counseling with cognate in psychology and human medicine from Michigan State University, and has extensive post-graduate education from Harvard University, University of Virginia, Rice University, University of Richmond and New York University Post Graduate School of Medicine in the areas of executive leadership, mental health, forensic psychiatry, geriatrics, emergency services, fund raising and quality assurance.

William Reidy

Is a founding member of IBHI and for seven years served as president of the Board. He is a licensed clinical social worker and experienced clinical leader with over 25 years of experience working in primary care / health center based delivery systems to develop, implement and deliver integrated mental health and substance use treatment services. In his current role with the National Association of Community Health Centers (NACHC) Clinical Affairs Division, Mr. Reidy serves as the Assistant Director for Behavioral Health Integration. He is responsible for NACHC's partnership work with the SAMHSA/HRSA Center for Integrated Health Solutions (CIHS) and provides technical assistance and learning opportunities for Federally Qualified Community Health Centers (FQHCs) & Primary Care Associations to assist them accelerate the spread of effective bi-directional integration of primary care and behavioral health services. Mr. Reidy previously served as the Director of Behavioral Health Services for the Community Health Plan, Kaiser Permanente Northeast Division, & Kaiser Permanente Mid-Atlantic Region. Bill also served as the Deputy Director for the District of Columbia Dept of Mental Health's SAMHSA funded Co-Occurring Disorders Systems Change Initiative which improved interagency collaboration for the delivery of integrated care. He is a current Board of Directors member and past President of the Institute for Behavioral Health Improvement. Mr. Reidy earned a Master of Social Work degree from the State University of New York at Albany, and a Master of Divinity degree from Niagara University.

William Tucker

Is Clinical Professor of Psychiatry at the Columbia College of Physicians & Surgeons. He has been Director of Residency Training in psychiatry at the Roosevelt Division of St. Luke's-Roosevelt Hospital in New York City, Chief Medical Officer (acting) for the New York State Office of Mental Health, and community outreach psychiatrist for Pathways to Housing in Jamaica, Queens. He has published in the professional literature on psychiatric education, psychological trauma, polypharmacy, and telemedicine. He has written a book for clinicians, How People Change: the Short Story as Case History (New York, The Other Press, 2007). Currently, he is trying to learn something about geriatric psychiatry."
