Mr. Kelleher is the Principal Deputy Director for Logistics, Joint Staff, J-4. In this role he supports the Director for Logistics in integrating logistics planning and execution in support of global operations to maximize Combatant Commanders freedom of action and advises the Chairman of the Joint Chiefs of Staff on logistics matters. Prior to reporting to the Joint Staff, Mr. Kelleher was the Executive Director, Operations and Sustainment, for the Defense Logistics Agency where he was responsible for the oversight, management, and control of Agency global combat logistics support to the Regional Combatant Commanders. In this position he integrated multiple DLA supply chains and organizations to provide operational level logistics support for current operations, and led DLA interagency planning and collaboration. Before DLA, Mr. Kelleher served in several positions on the Federal COVID-19 Response Team (formerly known as Operation Warp Speed), finishing his tour there as the Deputy Chief Operating Officer. In this position, he provided executive oversight to the supply, production, distribution, and administration of COVID-19 vaccine and therapeutics, as well as the distribution of high-quality masks and test kits for the United States. He established the guiding principles and strategic approach for domestic vaccine utilization and led the logistics coordination for international vaccine donations in close coordination with the White House COVID-19 Task Force. Mr. Kelleher previously served as the Deputy Director (GS-15), Logistics Division, Installations and Logistics (I&L) Department, Headquarters United States Marine Corps (HQMC). He provided executive leadership and oversight to the Marine Corps logistics enterprise to meet operational requirements supporting the Commandant's Planning Guidance and the National Defense Strategy. He led the development of policy covering the spectrum of logistics capabilities, including publication of the first Marine Corps Orders on Additive Manufacturing and Conditions Based Maintenance. During his 24 years as an active-duty United States Marine, he served in a variety of command, staff and joint positions. He completed eight deployments, including three combat deployments to Iraq. In two of his deployments to Iraq, he was a battalion commander in Fallujah. Other highlights include his selection for Regimental Command and selection as a Commandant of the Marine Corps Fellow, where he spent a year at the U.S. Agency for International Development (USAID). While at USAID he deployed to Uzbekistan as the first Marine on a USAID Disaster Assistance Response Team (DART). His other deployments included Operations Desert Shield/Storm, Provide Relief in Somalia, Desert Thunder in Kuwait and a humanitarian/civic assistance deployment to Guatemala. Mr. Kelleher holds a Bachelor of Arts in International Relations from the University of Notre Dame, a Master of Arts in International Relations from Salve Regina University, and a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College. He has also completed Massachusetts Institute of Technology's Seminar XXI. His civilian awards include a Presidential Letter of Recognition, the Office of the Secretary of Defense Medal for Exceptional Civilian Service, and the Navy Meritorious Civilian Service Award. While on active duty, he was awarded the Defense Superior Service Medal and the Bronze Star Medal (with two gold stars) among other campaign and service medals.
