Jorge D. Fraga

Jorge has been with JRD since 2008 and he has directed JRD's efforts for the Department of Homeland Security Office of Infrastructure Protection. He has performed numerous projects involving process improvement and implementation, performance metrics development, strategic planning, workforce and workload analysis, and conducted performance and organizational analyses. He is an expert in workforce analysis studies, implementation of new processes and programs, and organizational analyses with a focus on federal and local government process improvement. Jorge has over 15 years of experience with vast expertise in project management and strategic planning. Prior to joining JRD, he was a manager at the City of Miami Beach, Office of Budget and Performance Improvement, where he was responsible for deploying the City's strategic plan, leading performance improvement teams, and completing performance and organizational analyses. He also implemented a performance management system, executed and managed the IT project prioritization process, developed and implemented a statistical measurement program, analyzed staffing levels, created and trained the City's Management Team and employees to promote and teach process improvement tools and techniques to be used in the City's everyday activities, and completed a workload analysis. Jorge received a Master of Business Administration Degree and Bachelor of Science Degree in Industrial Engineering from the University of Florida. Jorge is certified by the Project Management Institute as a Project Management Professional (PMP). He is also a Six Sigma Black Belt, certified by the Institute of Industrial Engineers.

Jorge R. Duyos - President

As President of JRD, Jorge provides significant experience in Industrial Engineering and Management Consulting for various industries including government, health care, retail, construction, and academia. His areas of expertise include organizational analysis, business process reengineering, user fee analysis, work measurement systems, operational and financial analysis, project management, and activity based costing. He combines his engineering and consulting experience to generate creative and practical solutions across a number of issues. Prior to starting JRD, Jorge was employed by Miami-Dade County, the largest metropolitan government in the southeast United States. During his tenure at the County, he served in several roles, including Assistant Director of the Building Code Compliance Office and Budget Analyst in the Office of Management and Budget. Prior to his employment at the County, he worked at Mercy Hospital, a 530-bed health care facility in Miami, as a Management Engineer. In this role, he managed the hospital's productivity management system, assisted departments in the budgeting process and conducted numerous studies which resulted in increased quality, productivity and cost savings. Jorge received his Bachelor and Master of Science degrees in Industrial Engineering from the University of Miami. He is also a graduate of the Florida International University Executive Development Program. Jorge is certified by the Project Management Institute as a Project Management Professional (PMP). He is also a Six Sigma Black Belt, certified by the Institute of Industrial Engineers (IIE). He served as an Adjunct Faculty member in the University of Miami's Department of Industrial Engineering and taught a course titled, "Methods Analysis." Additionally, he is a licensed Professional Engineer in Florida and served on the state's Board of Professional Engineers. He has also served as President of the Greater Miami Chapter, as international Vice President of Continuing Education for IIE, and as President of the University of Miami Engineering Alumni Association. In 1998, he was named the IIE Outstanding Young Industrial Engineer. In 1999, he was selected as one of approximately 85 engineers from all disciplines in the country to participate in an annual symposium entitled, "Frontiers of Engineering," convened by the National Academy of Engineering.

Murat Erkoc

Dr. Erkoc is a recognized expert in the field of queuing, modeling, simulation, and supply chain management. He is currently a tenured Associate Professor of Industrial Engineering at the University of Miami and the Director of the Anthony Burns Center for Advanced Supply Chain Management. Dr. Erkoc led JRD's modeling and simulation efforts for the Queuing Study we performed for MDAD in 2012. Dr. Erkoc received his Ph.D. from Lehigh University and in 2007 was awarded the Alexander Orr, Jr. Award for Excellence in Teaching at the University of Miami College of Engineering, the highest award bestowed upon a faculty member and presented to only one professor annually.
