The project served as a catalyst to help the greater Washington region build on its strengths in communications, computing and content. Among her achievements at KnowledgeWay are completing a successful $5 million development campaign, marketing the project's vision and mission to the region's business community, and implementing the project's four core programs. Previously, Dr. Young served as senior fellow for Regional Economic Development at George Mason University's Institute for Public Policy and served as the first director of the Northern Virginia Roundtable. Prior to her association with GMU, Dr. Young was the director of the Virginia Department of Economic Development, where she lead the Commonwealth's domestic and international marketing program from offices in Richmond, Brussels and Tokyo. Earlier in her career, she served as senior vice president of NVRDevelopment, Inc., as the executive director of the Fairfax County Economic Development Authority and director of Economic Development for the city of St. Louis, Mo. Dr. Young holds bachelors and masters degrees in urban and regional planning from George Washington University as well as a Ph.D. in public policy analysis from Saint Louis University. She is married to Robert Kelly and the mother of a teenage son. In her spare time, she plays golf and enjoys being a "hockey mom."

Bobbie Kilberg

Bobbie Kilberg was named President of the Northern Virginia Technology Council (NVTC) in September 1998. As President, Mrs. Kilberg manages the largest technology council in the nation with about 1,500 member companies employing 170,000 people. In December 2001, she was appointed by President George W. Bush to serve as a member of the President's Council of Advisors on Science and Technology (PCAST). Bobbie Kilberg graduated from Yale University Law School in 1969 after earning a Masters Degree in Political Science from Columbia University and a Bachelors Degree from Vassar College. In 1969, she was named a White House Fellow and served first on the staff of the Domestic Policy Council in the Nixon White House and then as a Staff Assistant to the President. From 1971 to 1973, Mrs. Kilberg was an attorney with the Washington law firm of Arnold & Porter. In 1973, she became Vice President for Academic Affairs at Mount Vernon College, a role that included responsibility for strategic direction and institutional management. Bobbie Kilberg returned to the White House from 1975 through 1976 under President Ford as Associate Counsel to the President, where she focused on a variety of legal matters, including international trade, civil rights, and the arts. In 1978, she joined the Aspen Institute, where she directed a project on the future of private philanthropy. In 1982, she became Vice President and General Counsel of the Roosevelt Center for American Policy Studies. Among her projects at the Center was management of a high tech working group that studied the use of information technology in political campaigns. From 1989 to 1992, Bobbie Kilberg served President Bush in the White House as Deputy Assistant to the President for Public Liaison. In this post, she directed communications and policy relations between the White House and all interest groups in the country, with a special emphasis on the business community. For the last months of 1992, she became Director of the President's Office of Intergovernmental Affairs, where she managed White House communications and policy relations with state and local elected officials, including governors, attorneys general, state legislators, county officials and mayors. In October 1998, Mrs. Kilberg was appointed by the Speaker of the Virginia House of Delegates to serve on the Citizens' Advisory Committee on Legislative Compensation and since 2000 she has served on the Joint Judicial Advisory Committee of the Virginia General Assembly for the merit selection of judges. She also serves on the Attorney General of Virginia's Identity Theft Task Force, the Executive Board of Advisors for George Mason University's School of Law Tech Center and George Mason's School of IT & Engineering Advisory Board. She is a member of the Committee of 100 of the U.S. Chamber of Commerce. Bobbie Kilberg's most recent awards were the 2001 Anti-Defamation League's Woman of Achievement Award and the 2003 Girls Inc. D.C. Celebration Honoree Award. Bobbie Kilberg has been very involved in her community. She is a member of the Board of Trustees of George Washington University, the Board of Directors of United Bank, and the Board of Directors of the Northern Virginia Technology Council Foundation. She also is a Board member and Senior Advisor to Grandma Rita's Children, a special trips camp for needy and abused children, and a member of the Board of Directors of WETA, Washington's public television station. Mrs. Kilberg formerly served on the Board of Trustees/Directors of Potomac School, the U.S. Naval Academy (Board of Visitors), Wolf Trap Associates, the Lab School of Washington, the Mental Health Association of Northern Virginia, the U.S. Holocaust Memorial Council, and the Council for America's First Freedom. She is a member of the Women's Forum of Washington, DC. Bobbie Kilberg has sought elected political office twice in Virginia, in 1987 as a candidate for the State Senate and in 1993 as a candidate for the Republican nomination for Lieutenant Governor. Bobbie Kilberg resides in McLean, Virginia with her husband, Bill Kilberg, a Senior Partner at Gibson, Dunn & Crutcher. They have five children.

Booz Allen Hamilton

Brian Darmody is assistant vice president of research and economic development at the University of Maryland. He received his J.D. in 1981 and is a member of the Maryland Bar Association. Eugene J. Huang

Eugene J. Huang was appointed as the Deputy Secretary of Technology for the Commonwealth of Virginia by Governor Mark R. Warner on January 21, 2002. Mr. Huang's research interests lie at the intersection of economics and technology, focusing on telecommunications policy, the economics of standardization, and the impact of technology on productivity in the economy. Ongoing research for a doctoral dissertation entitled 'The Development of Standards for Mobile Phones in the United States and Europe' seeks to develop an understanding of the factors influencing the divergent paths of technical developments characterizing wireless communications technologies in both the United States and Europe. With wireless communications playing an increasing role in importance to our global economy and the competitiveness of national economies, his research seeks to provide insights into the developments that will influence the success or failure of future wireless communications technologies and networks. With a proven record of putting academic theory into practice, Mr. Huang has tackled complex challenges in both the public and private sectors. As a senior advisor and co-founder of BuildPoint Corp., a privately held Internet company in Redwood City, California, he played an instrumental role in helping the company raise $4 million in first-round venture capital financing. Responsible for both general corporate strategy as well as product and technology development, Mr. Huang was part of the team that delivered BuildPoint's first product less than five months after the company's founding. Prior to BuildPoint, Mr. Huang served as a policy analyst for the Federal Communications Commission. While at the FCC, Mr. Huang developed pricing models of wireless spectrum auctions for LMDS and SMR services, helping the federal government raise $675 million. He was also responsible for the economic antitrust analysis of a merger of Direct Broadcast Satellite (DBS) service providers, an analysis that ultimately led to a civil antitrust suit filed by the United States Department of Justice. Mr. Huang was born in Los Angeles, California. A magna cum laude graduate of the University of Pennsylvania, he has received master's and bachelor's degrees in engineering, as well as a bachelor's degree from the Wharton School. David Harvey is Director of Client Services, Technology Practice, resident in the Northern Virginia office. In 2001, Dr. Stone moved to Northern Virginia to work with Dr. Leonard Ferrari to establish the IIIT for Virginia Tech. He is author of over 80 professional publications, including a book on knowledge-based systems in agriculture with Dr. Richard Plant at the University of California at Davis. Dr. Stone is also CEO of ISIS Labs, LLC, a software and consulting company developing and supporting decision support software in natural resource management. Dr. Stone received his A.B. in Biology from Harvard University and his Ph.D. from the University of California at Berkeley.

Phillip A. Singerman

Phillip A. Singerman is Executive Director of the Maryland Technology Development Corporation (TEDCO), an independent corporation created by the State Legislature to promote economic development through the commercialization, development and deployment of technology. Mr. Singerman's appointment was approved by the Corporation's Board of Directors in August 1999. From 1995 to 1999, Mr. Singerman served as U.S. Assistant Secretary of Commerce for Economic Development, a Presidential appointment requiring Senate confirmation. As Assistant Secretary, Mr. Singerman directed the Economic Development Administration (EDA), whose mission is assisting the nation's economically distressed communities to develop and diversify their economies. In FY99, EDA's funding exceeded $400 million, administered by a staff of 260 employees in six regional and 20 state offices. During Mr. Singerman's tenure, EDA completed an agency-wide reinvention process, re-engineered its grant-making procedures, streamlined its organization, and initiated comprehensive program evaluation, while reducing its workforce by 30%. In 1998, EDA achieved the first Congressional reauthorization of its programs since 1981 and the first overall reform of the agency's processes since its inception in 1965.
