Angie Wilson

Angie Wilson has over eight years of experience working as a project manager and administrator in both nonprofit organizations and commercial firms. She is responsible for managing multiple subcontracts, processing monthly invoices, and performing a wide range of other operational and administrative tasks at the Oakland office. Angie has work experience in several admin support positions, including positions at UC Berkeley as a curator and collections manager and as Administrative Director at Zimmerman-Lehman, a San Francisco nonprofit consulting firm.

Barry Parker

Barry Parker has over 10 years experience as a technician to environmental consulting firms. Mr. Parker has his Landscape Contractor's License and is working to complete his B.S. in Geology from University of California Davis. Mr. Parker specializes in the design and installation of irrigation systems. His skills also include equipment operation and maintenance (backhoe and tractor), range fencing, surveying, installation of wetland mitigation projects. Mr. Parker is also quite familiar with the flora of northern California and assists with collection of botanic data, weed identification, and project monitoring.

Cort D. Abney

As Principal of SER, Cort Abney has provided professional services for many projects in the Great Basin and southwest regions. He has designed and managed several restoration projects, including habitat enhancement, riparian restoration, master planning, and water conveyance systems for several USFWS refuges. Mr. Abney has also worked closely with the Nevada Division of Wildlife, The Nature Conservancy, California Fish & Game, Utah Division of Wildlife, U.S. Forest Service, Ducks Unlimited, Arizona Department of Game & Fish, Colorado River Indian Tribes, and many private property owners in efforts to restore wildlife habitat in a variety of climates. Mr. Abney's strengths include an understanding of engineering and biological principles necessary to create productive and sustainable habitat projects, extensive experience of successful restoration projects in various climates, water quality and water resources background, and a history of effective project management skills. He holds B.S. and M.S. degrees in civil and environmental engineering.

Jennifer Nachmanoff

Nancy Kang

Job Titles:
  • JBR Environmental Consulting
Ms. Kang has more than 18 years experience in the environmental resource field with expertise in wetland regulation and the National Environmental Policy Act (NEPA). Her professional background is diverse and includes previous work experience with resource and regulatory agencies and the private sector. Ms. Kang currently works for the Reno, Nevada office of JBR, Environmental Consultants Inc., where she is a senior project manager. She routinely manages NEPA projects and projects requiring Clean Water Act (CWA) Section 404 permits. At this time, she is managing the preparation of three Environmental Assessments (EA's) for the Bureau of Land Management and the Federal Highway Administration. Ms. Kang also has extensive experience with the CWA Section 404 permit program. She previously worked for the U.S. Army Corps of Engineers (Corps), where she served for many years as Chief of the Utah and the Nevada Regulatory offices, administering the Corps' regulatory program in those states. While managing regulatory field offices for the Corps, Ms. Kang was responsible for providing technical and procedural support to her office staff and ensuring staff decisions complied with the NEPA, EPA 404(b)(1) guidelines, and other appropriate laws and regulations within the regulatory authority of the Clean Water Act and the Rivers and Harbors Act. At the same time, she was responsible for resolving significant compliance and enforcement cases and evaluating the most complex, often controversial permit applications. While working at the Corps she managed the preparation of an Environmental Impact Statement (EIS) for the controversial Legacy Parkway Project. Ms Kang was specifically responsible for evaluating the potential effects of the project to wetland resources. The draft EIS earned a "good rating" from the Environmental Protection Agency and the final document was the National Association of Environmental Professionals 2006 National Environmental Excellence Award Winner in the NEPA category. Her efforts earned her the prestigious Department of the Army Commanders Award for Civilian Service for her outstanding leadership and commitment as project manager.
