Barbara C. Luck is an associate in the firm's municipal law practice group, serving as Staff Attorney for the City of El Cajon. She provides general legal services and advice to the City of El Cajon on a variety of matters on a day-to-day basis. From 2009 to 2014, Barbara also served as Assistant City Attorney for the City of El Cajon, Deputy City Attorney for the City of Coronado, and the Deputy City Attorney for the City of Calexico and performed legal services for other firm clients. Carrie L. Mitchell

Carrie Mitchell is a Partner in the firm's civil litigation and family law departments. She focuses her practice on general civil litigation with an emphasis in representation of public entities. She is involved in all aspects of litigation and has substantial experience in defending government and public entities, as well as private sector clients, in a wide range of claims and lawsuits. Carrie has extensive experience in handling complex litigation matters, including dangerous condition allegations, civil rights violations, inverse condemnation, writs of mandate, personal injury, family law and employment litigation. Prior to being admitted to practice, Carrie was a judicial extern for the U.S. District Court. Following her admission to practice, she worked for a general litigation firm emphasizing in insurance and public entity defense for over three years. Cory R. Lacy

Cory R. Lacy is an Associate Attorney in the Firm's Municipal Law department. He currently serves as the Assistant City Attorney for the City of La Mesa and advises the La Mesa Planning Commission. He also serves as the Assistant City Attorney for the City of El Cajon and Deputy City Attorney for the City of Imperial Beach. Cory has also represented many municipal, business, and individual clients' interests through all stages of litigation from initial investigation work to trial. He has extensive experience in matters involving civil rights violations, premises liability and dangerous conditions of public property, code enforcement actions, property damage, development permit disputes, and Brown Act violations. Prior to joining the Firm, Cory represented various municipalities, special districts, school and community college districts, in addition to serving as Southern California and Nevada regional litigation counsel for one of the largest pharmacy chains in the world, in matters ranging from pharmacy malpractice and wrongful death to premises and trucking liability. Jennifer M. Lyon

Jennifer M. Lyon currently serves as the City Attorney for the City of Imperial Beach. She also serves as General Counsel to the Ramona Municipal Water District, and the San Diego Convention Center Corporation. She regularly advises her clients on the full range of municipal law issues, including land use, open meeting laws, conflicts of interest, public contracting, personnel and labor relations, fee setting, code enforcement, parliamentary procedure and environmental issues. Her practice includes representing clients in every aspect of the daily operations of a local government entity and assisting with long-term special projects. Jennifer joined the firm in May of 2003 and served as the City Attorney for the City of Calexico from 2005-2015. Jennifer has served as the appointed City Attorney for the City of Imperial Beach since February of 2010. As a city attorney and general counsel, she has experience advising every aspect of a local government entity, including fire and police departments, municipal airports, and municipal water and wastewater enterprise departments. As a former Senior Deputy with the City of San Diego Criminal Division, Jennifer trained and supervised numerous attorneys in the filing of criminal charges, appearing in court and negotiating with defense counsel. As a former prosecutor with the City of San Diego, she handled jury and bench trials. John E. Petze

John E. Petze is Senior Trial Counsel to the firm and a member of the litigation unit. He handles all aspects of civil litigation, including mediations, arbitrations, and jury trials. He has been a Southern California personal injury and business law attorney, representing serious injury victims, insurance companies, their insureds, entrepreneurs, and businesses in San Diego, Riverside, and Imperial County since 1985. Mr. Petze has successfully defended and prosecuted personal injury, product liability, premises liability, and motor vehicle cases. He is one of a small number of attorneys in Southern California with extensive experience and success in reducing or eliminating claims for reimbursement from his injured clients' health insurance companies, Medicare, and Medi-Cal for payments made towards medical bills. Matthew A. Thurmer

Matthew A. Thurmer is an Associate Attorney in the firm's civil litigation and family law departments. After graduating from law school, Matthew Thurmer completed an internship at the San Diego City Attorney's Office in the Civil Prosecution Unit, comprised of select, high level attorneys who prosecute the City's legal rights and claims. There, Mr. Thurmer gained invaluable insight into the civil prosecutorial process. Mr. Thurmer has been with McDougal, Boehmer, Foley, Lyon, Mitchell & Erickson since 2014. His practice is broad and involves both prosecution and defense work. Some of Mr. Thurmer's accomplishments at the firm include obtaining judgments through "prove-up" hearings before a judge and dispositive pre-trial motions, enforcing judgments through proceedings such as judgment debtor exams and levies, terminating a spousal support order for the supporting spouse, and negotiating settlements favorable to the client. Morgan L. Foley

Morgan L. Foley is the City Attorney for the City of El Cajon and the former City Attorney for the Cities of Coronado and Poway. He is also General Counsel for the North County Dispatch Joint Powers Authority. From 1985 to April of 1998 Morgan was in private practice in Visalia, California, specializing in municipal law. Prior to relocating his practice to El Cajon he served as the City Attorney for the City of Porterville (1990-1998) and the City of Visalia (1996-1998). Morgan has represented municipalities and special districts in California since 1985. He represents the firm's municipal clients, and other public agency clients in California, in municipal finance matters. He represented the City of El Cajon in one of the first cases in California applying the Religious Land Use and Institutionalized Persons Act of 2000 ("RLUIPA"), Foothills Christian Ministries, etc. v. City of El Cajon, etc., et al., U.S.D.C. (So. Dist. Cal.) Case No. 01- CV 1197 JM (JAH). He also represented the City of Poway in Preserve Poway v. City of Poway, etc., et al., (2016) 245 Cal.App.4 th 560, which held that the psychological and social impacts resulting from the loss of an existing agricultural use (i.e., impacts on the existing "community character") are not "environmental" impacts subject to CEQA review. Morgan is active in the legal community and has presented topics relating to municipal law at the League of California Cities, the San Diego County Bar Association, and other continuing education seminars. Rex Randall Erickson

Mr. Erickson is a partner with McDougal Boehmer Foley Lyon Mitchell & Erickson. Mr. Erickson received his Juris Doctor degree in 1992 from the University of Kansas, where he also obtained Bachelor of Arts degrees in Psychology and Political Science. Mr. Erickson has extensive experience in all phases of litigation and has prepared for and conducted numerous bench and jury trials, arbitrations, administrative hearings, mediations, and settlement conferences.
