Jim and Tom Phelan. Located in Little Rock, Arkansas, we are an orthodontic practice specializing in metal braces, clear braces, early orthodontic treatment and adult treatment... Phelan Orthodontics began in July of 1974, when Dr. Jim Phelan chose to make Little Rock the home of his orthodontic practice. After practicing solo for 28 years, he was honored when his eldest son, Dr. Tom Phelan, joined Phelan Orthodontics in September 2002. Dr. Jim Phelan made the big decision to "hang up his pliers" and retire in December 2017.
